This project, which is a continuation of "Job Analysis for developing Vocational Education & Training Program " executed from 1998, is aimed at complementing the guidebook for job analysis developed in 2001 to improve its u sage in the areas of education, training and qualification, and at selecting 10 vocations required to develop curriculum for vocational education and training and guidelines for preparing questions out of culture contents industry-related vocations chosen from <A Study on Change in Vocations(II)> carried out together with this project this year by our Institute, followed by executing job analysis for these vocations, and preparing and distributing basic data to develop curriculum for vocational education and training and guidelines for preparing examination.

2. Project Contents

The contents of this project are first, to analyze previous job analysis-related contents, second, to complement guidebook for job analysis, third, to select vocations for which job analysis will be made and fourth, to carry out job analysis for developing curriculum for vocational education and training and guidelines for preparing questions, and preparing comprehensive data based on the results and distribute them.

The methods for carrying out this project are an analysis of literature and data, interviews at home and abroad, questionnaire survey, and operation of a specialist council for complementing job analysis, selecting target vocations and making job analysis for the selected vocations.

This report presents the job analysis model for developing curriculum for vocational education and training; first step, preparation for job analysis(data research, interviews and selection of specialists), second step, establishment of job model(first specialist council and site review), third

step, extraction of knowledge, skill, and tool(second specialist council and site review), fourth step, selection of courses and subjects(third specialist council), fifth step, detailing of education and training contents(fourth specialist council), and sixth step, establishment of guidelines for preparing questions(fifth specialist council and third site review). This project made job analysis for 10 vocations in this order.

A. Complementing of a Guidebook for Job Analy sis

In order to collect requirements to complement a guidebook for job analysis, interview s and questionnaire survey were made from December 2001 through January 2002 with government officials related with 2001 job analysis, relevant personnel of vocational training organizations and faculty members of relevant departments of colleges and interviews w ere made in March 2002 with job analysis specialists.

What were complemented, based on the results of this survey, through specialist councils are; first, a column of 'Attitude' was placed in the task statement form to make an additional analysis of attitude required for each task, second, task/ knowledge・skill・tool matrix w as added to effectively put together knowledge, skill and tool by each task when extracting courses and subjects, third, meanings of various vocational education & training-related terms u sed in a guidebook for job analysis w ere redefined or corrected or integrated throu gh literature analysis and specialist councils. The matter of English terminology was also discu ssed and corrected.

B. Selection of Target Vocations for Job Analy sis

Selection of target vocations for job analysis is made, first, through a

review of results of 'A Study on Change in Vocations(II)', second, by an opinion survey through specialist council, third, through specialist councils and interview s, and fourth, through a request survey among subsidiary organizations of relevant government bodies and deliberations with research teams.

<A Study on Change in Vocations(II)> presented 29 representative vocations in six areas of broadcasting, games, cinema, mu sic recording, animation and publishing. Based on this, members of the specialist council(10 members total) were interview ed to select target vocations for job analysis.

Criteria given to members to select priority vocations for job analysis w ere, first, vocations for which the demand is expected to increase, considering supply and demand of human resources and future prospects, second, vocations with practical necessity and urgency in the knowledge-based society, third, vocations whose vocational education and training curriculum can be developed at the college-level vocational education and training organizations, fourth, vocations for which courses can be opened at the existing subjects or facilities, or, if newly introduced, which can be easily connected to the infrastructure of existing vocational education and training areas, fifth, vocations for which instructors can be easily secured. And sixth, one or more than one vocation should be included for each sub-field to balance six sub-fields.

Final target vocations selected for job analysis through specialist councils and request survey among subsidiary organizations of relevant government bodies were 10 vocations in eight areas such as broadcasting(broadcasting producer, television director of photography), cinema(lighting director), games(game programmer), music recording(recording engineer), animation (animation producer), publishing(book designer),

characters(character planner and designer), cartoon (cartoonist).

C. Job Analy sis for 10 Vocations

Job analysis for 10 vocations related to 2002 culture contents industry w as made through five times of intensive analysis and site review by a specialist council which w as composed of head analyst of each area, vocational education and training specialists and seven to eight site specialists. The results are presented in summary in the Chapter V of this report in the order of the definition of job in each vocation, prospects for each vocation, contents of job, areas of vocation activities and education and training system .
