2조는 SCR의 의무에 대하여 아래와 같이 4개의 항목으로 나누어 다음과 같 이 규정하고 있다.
“(a) SCOPIC약관 부록B 2 단락 :
-and compilation of the Final Salvage Report (including the provisional calculation of SCOPIC remuneration.
셀비지 마스터는 항상 모든 구조작업에 대하여 전반적인 책임을 지며 최 선이라고 생각하는 모든 최종 결정을 내리고 구조작업에 대한 책임을 진다.
(b) SCOPIC약관 부록B 2 단락 :
-SCR의 기본 임무는 구조업자와 동일해야 하다. 즉 선박과 그 재산의 구조 에 협조하고, 환경 피해를 최소화하고 방지하기 위해 최선을 다해야 한다.
(c) SCR은 구조작업에 대해 보고하고 관찰하고 셀비지 마스터와 함께 상의 하고, 필요 시에는 이의제기보고서를 작성하고 최종보고서(SCOPIC약관, 부록B, 단락 5 (d) 및 (e))를 작성하는 의무가 있다.
(d) SCR은 셀비지 마스터의 일일구조보고서를 승인하고 모든 이해 당사자 (SCOPIC약관, 부록B, 단락 5 (c) (i) 및 (ii) 참조)에게 회람하도록 할 의무가 있 다.”228)
SCR의 의무를 규정하고 있는 위의 2조에서 (a)항은 구조작업에 대한 모든 책임은 SCR에 있는 것이 아니라 셀비지 마스터에게 있다는 것을 명확히 하고 있다.

states:-“The Salvage Master shall at all times remain in overall charge of the operation, make all final decisions as to what he thinks is best and remain responsible for the operation”.
(b) Appendix B paragraph 2 of SCOPIC
states:-“The primary duty of the SCR shall be the same as the Contractor, namely to use his best endeavours to assist in the salvage of the vessel and the property thereon and in so doing to prevent and minimise damage to the environment”.
(c) The SCR has a duty to report, observe and consult with the Salvage Master and produce Dissenting Reports (if necessary) and the Final Salvage Report (SCOPIC, Appendix B, paragraphs 5(d) and (e)).
(d) The SCR has a duty, if appropriate, to endorse and in any case to circulate the Daily Salvage Reports of the Salvage Master to interested parties (see SCOPIC, Appendix B, paragraph 5(c)(i) and (ii)).)
참고로 셀비지 마스터(Salvage Master)는 구조 팀 사관(officer), 구조감독, 구조 팀 리더 또는 프로젝트 관리자로 명명되며, 현장에서 구조 작업을 총괄한 다. 이 직무는 관리, 전문적 기술 및 홍보 등의 종합적인 것을 요구한다. 구조 마스터에 대한 공식적인 자격이나 면허 요건은 없다. 구조 마스터는 예인선의 선장, 전문해난구조기사, 엔지니어 또는 조선기사 중에서 나올 수 있다. 주요한 자격사항은 훌륭한 구조기술만으로는 결코 충분하지 않고, 구조 기술에 대한 철저한 지식, 다양한 구조 상황에서의 경험, 구조의 상업적 측면에 대한 지식, 리더십 및 관리기술, 그리고 추가적으로 중요한 것은 상상력으로 생각할 수 있 는 능력일 것이다.
또한 프로젝트 관리자로서 구조 마스터는 비용 추적과 문서 생성 및 수집 의 상업적 측면에서 상당한 기술도 갖추고 있어야 한다. 229)
그리고 (b)에서는 SCR의 임무는 구조업자를 비판하는 것이 아니라, 구조업 자와 같이 협조하여 성공적인 구조와 환경오염 피해방지에 최선을 다해야 한다 고 규정하고 있다. (c)은 SCR의 기본업무는 구조작업 시에 필요한 경우 이의보 고서를 포함하는 보고서를 작성할 것을 규정하여 구조작업에 대한 모니터링에 대한 기능을 언급하고 있다. 마지막으로 (d)은 SCR은 셀비지 마스터의 일일구조 보고서를 승인하고 모든 이해 당사자에게 회람되도록 하여 구조작업에 대한 일 일 진행사항을 인지하게 해주는 의무를 규정하고 있다.
