SCOPIC요율표는 총4개의 세부내용으로 구성되어 있으며, 내용은 다음과 같 다.
5.1 요율표 (i)항
우선 (i)항의 내용은 적용되는 요율에 적용되는 범위와 SCOPIC 보수의 보너 스에 대한 것을 규정하고 있다.
76) If the owners of the vessel do not provide the Initial Security within the said 2 working days, the Contractor, at his option, and on giving notice to the owners of the vessel, shall be entitled to withdraw from all the provisions of the SCOPIC clause and revert to his rights under the Main Agreement including Article 14 which shall apply as if the SCOPIC clause had not existed. PROVIDED THAT this right of withdrawal may only be exercised if, at the time of giving the said notice of withdrawal the owners of the vessel have still not provided the Initial Security or any alternative security which the owners of the vessel and the Contractor may agree will be sufficient.
“(i) SCOPIC 보수는 요율 상의 인원, 예인선 및 기타 작업선, 이동용 구조 장비와 비용 지출액 및 지급될 보너스의 총액을 의미한다.”77)
5.2 요율표 (ii)항
(ii)항은 요율의 적용기준이 시간제 즉 일일사용단위 및 자재별로 구별되어 산정된다고 규정되어 있고, 요율의 적용 시점에 대하여 규정하고 있으며, 구체 적인 내용은 다음과 같다.
“
(ii) 모든 직원에 대한 SCOPIC보수; 예인선 및 기타 작업선; 및 이동용 구 조장비는 부록A에 규정 된 요율에 따라 시간 및 자재 기준으로 산정되어야 한 다. 이러한 요율은 부록B (1) (b)에 따라 SCOPIC위원회가 검토하고 개정되기 전 까지는 현행대로 적용된다. SCOPIC보수 계산에 사용되는 요율은 구조서비스가 시행되는 시점에 적용되는 요율이다.”78)5.3 요율표 (iii)항
(iii)항의 내용을 보면 "비용지출액은 제3자에게 계약자가 또는 계약자를 대 신하여 구조작업을 위하여 합리적으로 지불한 모든 금액을 의미하며, 특히 인 원, 예인선, 기타 작업선 및 사용된 장비 및 합리적으로 필요한 기타 비용의 고 용을 포함하고 비용에 대한 조건은 다음과 같다.”79)
(a) “비용이 다른 ISU 회원 또는 그 계열사로부터의 인원, 예인선, 작업선
77) 5. Tariff Rates
(i) SCOPIC remuneration shall mean the total of the tariff rates of personnel; tugs and other craft; portable salvage equipment; out of pocket expenses; and bonus due.
78) ii) SCOPIC remuneration in respect of all personnel; tugs and other craft; and portable salvage equipment shall be assessed on a time and materials basis in accordance with the Tariff set out in Appendix “A”. This tariff will apply until reviewed and amended by the SCOPIC Committee in accordance with Appendix B(1)(b). The tariff rates which will be used to calculate SCOPIC remuneration are those in force at the time the salvage services take place.
79) (iii) “Out of pocket” expenses shall mean all those monies reasonably paid by or for and on behalf of the Contractor to any third party and in particular includes the hire of men, tugs, other craft and equipment used and other expenses reasonably necessary for the operation. They will be agreed at cost, PROVIDED THAT:

(b) “만약 인력, 예인선, 작업선과 장비들이 비ISU회원인 어떠한 다른 업체 로부터 고용함에 있어 용선가격이 부록A에 언급된 요율보다 높은 경우 실제 비용은 전액 인정된다. 단 그러한 비용은 특별사고대표자(SCR: Special Casualty Representative)가 그러한 특별한 상황에 구조업자가 그 해당품목을 그 당시의 가격에 적용하는 것이 합리적이고 타당하다고 인정하는 것을 조건으로 한다.
만약 SCR이 임명되지 않았거나 분쟁이 있는 경우 중재인은 상황에 따라 비용 이 합리적인지 여부를 결정한다.”81)
(c) “미화 이외의 다른 통화로 구조서비스 과정에서 발생한 지출은 SCOPIC약관의 목적상 서비스 종료 시 통용되는 환율인 미국달러화로 환산한 다.”82)
5.4 요율표 (iv)항
“(iv) 계약자(구조업자)는 상기 명시된 요율 및 지출에 추가하여, 해당금액 의 25%에 해당하는 표준 보너스를 받을 권리를 가진다. 단 5 (iii)항에 기술된 내역의 지출, 즉 적용되는 부록A의 금액을 초과하는 경우에는 계약자(구조업자) 는 아래의 보너스를 받을 권리가 있다.”83)
80) (a) If the expenses relate to the hire of men, tugs, other craft and equipment from another ISU member or their affiliate(s), the amount due will be calculated on the tariff rates set out in Appendix “A” regardless of the actual cost.
81) (b) If men, tugs, other craft and equipment are hired from any party who is not an ISU member and the hire rate is greater than the tariff rates referred to in Appendix
“A” the actual cost will be allowed in full, subject to the Special Casualty Representative (“SCR”) being satisfied that in the particular circumstances of the case, it was reasonable for the Contractor to hire such items at that cost. If an SCR is not appointed or if there is a dispute, then the Arbitrator shall decide whether the expense was reasonable in all in the circumstances.
82) (c) Any out of pocket expense incurred during the course of the service in a currency other than US dollars shall for the purpose of the SCOPIC clause be converted to US dollars at the rate prevailing at the termination of the services.
83) (iv) In addition to the rates set out above and any out of pocket expenses, the Contractor shall be entitled to a standard bonus of 25% of those rates except that if the out of
