Preface
Since Korea Research Institute for Human Settlement (KRIHS) started its educational training programs for government officials from developing coun- tries in 1987, it has continuously implemented international cooperation act- ivities such as operating educational programs for about 500 government officials from 60 countries, and establishing and supporting their national territorial plans.
Recently, our roles and positions have been heightened in the internat- ional society, through joining the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD), hosting the G20 Summit in Seoul, etc. In order to promptly react to the shar- ply increasing demand for international cooperation, KRIHS established the Global Development Partnership Center (GDPC) on December 30, 2010.
With the objective of being the best ODA-specialized government- commissioned institution in the area of national territorial development in the Republic of Korea, the GDPC has performed various development partner- ship activities such as educational training for government officials from dev- eloping countries, established national territorial plans, and provided consult- ing services. In particular, the GDPC is making active efforts in practicing the 'Development Agenda' adopted at the G20 Seoul Summit.
2011 was the first year when the GDPC made full-fledged efforts to reinforce its capacity for global development partnership. The GDPC has pro- moted various types of work as follows: educational training, international cooperation, policy advisory services for developing countries, and estab- lishing a global network.
For our work on educational training, 64 government officials have parti- cipated in six courses so far, including the EPC(Ⅰ) Urban Planning & Devel- opment Course, EPC(Ⅱ) Urban Planning & Policy Course, KOICA (Korea International Cooperation Agency)-Commissioned Training Course, and the

countries such as Vietnam, Thailand, and Kazak- hstan, focusing on these developing countries.
We have made efforts to establish a global network with various multilateral development banks (MDBs), including the World Bank (WB), Inter-American Development Bank (IDB), and the Asian Development Bank (ADB). Upon entering into an MOU with the WB on Decem- ber 14, 2010, KRIHS was selected as a core partner of the WB for the Urban Knowledge Platform (UKP) project in June 2011.
By hosting the monthly Global Develop- ment Partnership Forum, the GDPC also takes on the role as a bridge for Korean private com- panies so that they could form partnerships with companies and organizations in the over- seas market. Through this forum, the Center provides opportunities to seek strategies for cooperating with overseas countries as well as exchanging information on global develop -ment partnership among domestic and over- seas experts in the overseas development and cooperation area, as well as with the staff at construction companies, engineering compan- ies, and related associations.
In addition, the GDPC website (http://www.
gdpc.kr) has been built to provide information in Korean, English, French, and Spanish to cons- truct and provide information databases. The website provides various information including information on educational training, educational materials, and a virtual 'Community' operated for the trainees. Also, in order to build global development partnership networks, the GDPC is preparing a database for domestic and over- seas human resources (trainees, experts, lec- turers, etc.) and has actively participated in performing research related to developing the content on development and cooperation.
We have also made efforts for content
(MLTM) of Korea, conducting the "Research on the Solutions of Utilizing Official Development Assistance (ODA) in Land, Transport and Mari- time Affairs," “Research on a Roadmap to Esta- blish a Master Plan for International Coopera- tion,” etc.
As for publications, we have published the Planning & Policy Report, which is a report on the policies and development trends in develop- ing countries, published three times a year. The GDPC Newsletters are published once every quarter (i.e., four times a year) in order to inform the participants and affiliated persons of the major projects conducted by the GDPC. The GDPC Annual Report published at this time foc- uses on the international cooperation activities carried out by our researchers at the Center and KRIHS with much passion and dedication. The purpose of publishing an annual report every year is to review and check ourselves by sum- marizing our international cooperation activities that have been performed throughout the year, and also to widely publicize the major achieve- ments of the GDPC in Korea and the overseas.
We, the GDPC at KRIHS, are doing our best to develop as an ODA-specialized institute entrusted by the government in the area of nat- ional territorial development. We look forward to your continued support and interest for many years to come in order to facilitate further dev- elopment of the GDPC.

Purpose To help trainees establish more effective and advanced urban planning, set development policies by teaching them how to utilize urban planning and development experiences of Korea, and share the information on the cases of each participating country
• Major Contents
Presenting Topics by Training Country The trainees presented an issue paper before starting the full-fledged 6-week training and selected a theme to be researched on during the training session. Afterwards, they were set to learn relevant theories and participate in practices related to the research theme, throu- gh lectures, site visits, and industrial field trips.
Also, the trainees were able to conduct a more profound research with one's advisor assigned to each trainee. Finally, the trainees presented their policy report in the final workshop so that
they could share the cases of each country and induce policy suggestions suitable for each country’s circumstances.
After completing the training course, certi- ficates were given to every trainee and awards were given to those who wrote exceptional policy reports.

Meeting with Advisors and Conducting Policy Research
The course included meetings with experts at KRIHS so that the trainees could develop their research with the topic of choice for the pro- cess of self-led research training. Though the meetings with their advisors which took place
three times in total, the trainees suggested policies that are suitable for the circumstances of each country, and also exchanged ideas on urban planning and development.
• Evaluation of the Course
Participant satisfaction with the training pro- gram was shown to be high overall. In parti- cular, satisfaction with the field trips related to their own research themes was shown to be high. Also, it was evaluated that the trainees

Regarding the trainees' opinions, they exp- ressed that they wanted to secure their resear- ch topics before the course begins, in order to facilitate a more effective process, and they
asked to increase the discussion time with their advisors. Since they have shown far more satisfaction with a customized program rather than a one-way information delivery kind, the development of more customized programs is required.

Purpose To help trainees establish effective and advanced urban planning and set dev- elopment policies by teaching them how to utilize urban planning and development experiences from Korea, as well as share the information on the cases of each participating country
The above training course was a demand-oriented self-led research training program focusing on the policies and cases related to national territorial and urban planning of Korea. It consisted of lectures (38%), one-day site visits and industrial field trips (27%), workshops (20%), meetings with advisors and writing policy reports (11%), and cultural and social activities (4%). The trainees took the basic training required during the course in the orientation session. They also attended lectures and research instructions based on experiences from one-day site visits and industrial field trips. They wrote a policy report suitable for the policies of each nation and completed the course.

This course provided practical information on the policies on national territoral and urban planning in the form of an educational training course, as well as experiences of Korean cul-
ture and history. Presentations were given by the trainees in order to share infromation and their understanding of the history and culture of each participating nation. In final workshop, the trainees presented a policy report so that they could share the cases of each country and induce policy suggestions suitable for the circumstances of each country.
After completing the training course, certifi- cates were given to all who completed the course, and awards were conferred to those trainees who wrote excellent policy reports.

Customized Lectures
The course included 16 lectures segmented by national territorial and regional plans, green nat- ional territory and cities, housing land, national infrastructure, geographic information system (GIS), Korea's official development assistance (ODA) policies, civil investment, etc., accord- ing to the survey results of their educational needs.
Site Visits and Industrial Field Trips The programs were provided so that trainees could experience the overall facts of national territorial development and urbanization of Korea based on theories that they learned in lectures.
Regional industrial field trips were conduct- ed for three days so that trainees could see the cases of National Territory Development Pro- jects and urban planning, as well as experience Korean culture in person. Through these trips, they experienced Korea's transportation infra- structure, water resource management, cities, agricultural life, etc.
Meetings with Advisors and Conducting Policy Research
Taking into account all the knowledge gained from the lectures and the experiences of Korea's national and regional development, the trainees suggested policies that may be suitable for the circumstances of each country, by writing a policy report through a self-led research process. To improve their reports, they attended meetings with their advisors three times in total, through which they were provided with constructive advice for their reports.
Visiting Private Companies
The trainees had an opportunity to visit many private companies in Korea, such as Yooshin Engineering Corporation, Dowha Engineering Co, Ltd., etc. They were able to learn the

Seminars and Special Lectures by Experts
As a part of the training, international seminars and special lectures given by experts, in which the trainees discussed the issues arising from urbanization and gathered ideas for urban- ization-related policies for developing countries.
• Evaluation of the Course
The participant satisfaction with the overall tra- ining program was shown to be high. The train- ees had time to think over what is required for
the development of their countries through this course and it enabled them to discuss in depth national territory policies. Also, it was evaluated that trainees benefited from many lessons from the development experiences of Korea. They showed higher satisfaction with one-day site visits or industrial field trips rather than one-way delivery lectures. This means that the course should focus more on self-led education and training in which participants can feel, see, and think for themselves.
Eventually, strategic education and training plans will be required in order to provide every stage of education and training, policy con- sulting, plan establishment, and development projects linked as one system.

The above training program has been conducted at the request of the Korean International Coop- eration Agency (KOICA). It consisted of lectures (33%), one-day site visits and industrial field trips (33%), workshops (6%), meetings with advisors and writing policy reports (15%), and cultural and social activities (10%). The trainees were introduced to Korean culture and development of Korea in the orientation session that was conducted by the KOICA. They were told about the training process and given the necessary information.

Presentions of Topics by Each Training Country
Each trainee wrote a Country Report and a report for the Planning & Policy Report, and gave presentations on their reports. The Coun- try Report refers to a report that describes the facts and figures of the countries participating in the educational training course, while the Planning & Policy Report refers to a report con- taining specific development plans or policy suggestions based on the Country Report, rather than dealing with simple facts and fig- ures of a country.
The trainees gave their presentations on the Country Report in the initial stage of the training course. Furthermore, they refined and developed their report through meetings with their advisors and their independent research study for the Planning & Policy Report that was submitted as a final report.
Through a workshop on the trainees' Plan-
ning & Policy Report, the trainees had the opportunity to receive feedback from not only their advisors but also other experts at KRIHS who are able to provide helpful comments for their continued revisions to their reports even after they return to their home countries.
After completing the training course, certi- ficates were conferred to all the trainees, and awards were given to those who wrote superb policy reports.
Customized Lectures
This course included 16 lectures that were divided by each topic on national territorial and regional development, transportation infrastru- cture, green cities, housing and land policy, geographic information system (GIS), official development assistance (ODA) of Korea, etc.
The trainees thought the lecture component of the training course was very valuable, as the experts in each area provided their knowledge and ideas.
Site Visits and Industrial Field Trips The site visit programs were provided so that the trainees could visit the urban development sites of Korea and institutions related to urban policies.
Also, industrial field trips were conducted twice for three days so that the trainees could experience in person the Korean territorial dev- elopment sites, industrial development, Korean traditional culture, etc.
Meetings with Advisors and Conducting Policy Research
The meetings with one's advisor were officially held three times in total. During the meetings, trainees obtained the necessary materials and
advice required for their research from their individual advisor. Advisors were assigned by KRIHS to each trainee based on the topic of his/her Country Report and the advisor’s area of expertise. Every trainee were assigneed his/
her own advisor and received assistance from the advisor when writing the research report (Planning & Policy Report), and the trainees were satisfied with such support.

Policy,’ ‘The Land Policy of Korea,’ ‘Korea's Housing Policy,’ etc. They showed a high level of content with most lectures and programs, but pointed out the difficulty in communication, due to the relative low English proficiency of some trainees. For the next selection of train- ees, the issue of English proficiency and com- munication will be discussed with the KOICA.
Also, the program the trainees showed great satisfaction with was the research report writing component (Planning & Policy Report)
through the official meetings with their indi- vidual advisors. However, some pointed out the problem of a lack of time. As the training session was short and meetings with their advisors were restricted, profound discussions were insufficiently carried out. Therefore, it is suggested that the duration be expanded as well as the frequency for the meetings with advisors by coordinating parts of the KOICA- commissioned training program.

The above training course targeted the government officials of the member countries of the Asso- ciation of Southeast Asian Nations (ASEAN) who are in charge of logistics policies. This course con- sisted of lectures, site visits, industrial field trips, workshops, cultural and social activities, etc. Four- teen trainees gained understanding in Korea's logistics policies, industries, and transportation infrastructure through the lectures related to logistics, site visits, and industrial field trips during the training period. In the final workshop, all trainees had time to gain knowledge of the logistics policy of each country and find solutions through reporting their research proposals.

Presentation on One's Country and Research
The trainees had the opportunity to understand other countries' by having the time to intro- duce their own country’s history and culture. In the final workshop, each trainee reported his or her own research proposal that they had writ- ten during the training period.
In the course-completion ceremony, certi- ficates were given to the trainees and awards were given to the presenters of distinguished research.

The course consisted of a total of nine lectures which were segmented into various topics related to logistics; including logistics policy and legal system, green logistics policy, log- istics system, logistics infrastructure (land, railway, marine transport, and aviation), etc.

infrastructure of Korea based on the theories learned in the lectures. Also, through the two- day industrial field trips to the regions of Busan and Ulsan, the trainees had an opportunity to gain a deeper understanding of the logistics infrastructure and industries of Korea.
As for the site visits and industrial field trips, a briefing-style presentation was con- ducted by the visiting institution for the train- ees, which was followed by a question and answer session before the trainees toured the related facilities.
• Evaluation of the Course
The trainees were highly satisfied with the overall course content. They evaluated that the lectures and seminars contributed to their understanding of Korean logistics policy and
infrastructure, grasping related issues on the logistics policies of their own country, as well as obtaining important implications and sug- gestions. Also, the trainees showed great satisfaction with the one-day site visits and industrial field trips, as the educational effects were enhanced through their direct experi- ences. Future research training programs should be developed in a strategic way so that they may be linked not only with lectures and industrial field trips but also with the manage- ment of post-performance that follows the research training such as consulting for dev- elopment, developing projects, etc.

Purpose To contribute to the ICT (Information and Communication Technology) development of the participating countries through the Korea’s ICT training course
The Korean ICT (Information and Communication Technology) training course stated above was part of the “IDB-KSP Joint Activities for Sustainable Emerging Cities Initiatives” consulting service for surveying ICT facts and figures and writing an analysis report on the three cities in Mid- and South America. A total of nine officials were invited to Korea including ICT-related regional government officials and project mangers of the IDB in three cities in Mid- and South America; that is, Santa Ana (El Salvador), Montevideo (Uruguay), and Goiania (Brazil). The training program provided lectures on Korean ICT policies, visits to related institutions, workshops, opportunities to experience Korean culture, etc.

• Major Contents
Lectures
The main topics of the lectures were Korea's ICT infrastructure, electronic government, U- City, NGIS, ITS, etc. The course provided a total of five lectures in order to enhance the trainees' understanding of Korea’s ICT policy and ICT application cases.
Site Visits and Industrial Field Trips Through the program, the trainees visited the institutions related to the lecture topics and were able to understand the overall facts on Korea’s ICT development.
Workshops
After the two workshops, the trainees pre- pared their final reports for presentation at the IDB Headquarters on December 8, 2011. The first workshop was held at the Prima Hotel
in Seoul on December 3, focusing on “ICT evaluation and suggestions for three cities.”
The second workshop was held at KRIHS on December 6, in which an “Action Plan for Three Cities” was reported and discussed.
• Evaluation of the Course
The course was provided as a part of the “IDB- KSP Joint Activities For Sustainable Emerging Cities Initiatives” consulting service for survey- ing ICT facts and figures and writing an analysis report on the three cities in Mid- and South America," during the period betwen September 15, 2011 and January 31, 2012.
Each stage of the ‘Writing of the Research Plan (August 2011),''Field Trip to Three Cities in Mid- and South America (October 2011),' 'Invitational Training in Korea (December 12, 2011),' and the 'Final Report to the IDB (Dec- ember 2011)' was interrelated with a clear pur- pose and goals for the course. It was evalu- ated that the management of the course was also carried out effectively.
