• Major Contents

KRIHS held an East Asian Launching Seminar of the Urbanizing Knowledge Platform (UKP) with the World Bank (WB) for 2 days from the June 30 to July 1, 2012. In this seminar, 43 distin-guished scholars and professionals who have had abundant hands-on experience in

major Asian countries such as Korea, China, Vietnam, Indonesia, Philippines, Laos, and Mongolia, and also the USA participated and sought ideas for planning on land, markets, infrastructure, and space for activation of sus-tainable and competitive cities.

room on June 30, was initiated with an open-ing speech of Ms. Abha Joshi-Ghani at the WB, a welcoming speech by Dr. Park Yangho, KRIHS President, and a congratulatory mes-sage of Mr. Doan Jeong, Director at Korea's Ministry of Land, Transport and Maritime Affa-irs (MLTM).

In the keynote presentation, world renown urban economist Dr. Edward Glaeser, Profess-or at Harvard University, discussed the impProfess-or- impor-tance of the city, issues of transportation, pop-ulation, healthcare, and education in the cyclic process of urbanization. Then, Dr. Lee Won-sup, Senior Research Fellow of KRIHS, explain-ed what urbanization is and the importance of urban planning by presenting Korea’s cases.

Subsequently, Mr. Greg Clark, Global Cities Advisor at Capgemini, presided over the main topic of ‘System, Data, and Methods for Effec-tive Urban Management,’ while Mr. Roberto Chavez, Housing Expert at the Incremental

Housing Network at MIT, presented on the background knowledge and cases related to the topic. Mr. Chavez mentioned the impor-tance of cooperation with governance in urban planning and explained the regulation and plan-ning methods in urban planplan-ning with the cases of each country. Finally, he explained the imp-ortance of an urban address system in urban management.

Afterwards, Dr. Kim Daejong, KRIHS Research Fellow, announced and explained the geographic information system (GIS) project and the urban planning information system (UPIS) in Korea. In addition, as for the topic 2-1,

‘Reinterpretation of the City: Effective Land Use Planning – Policy and Regulations,’ Dr.

David Dowall, Professor at Berkeley University presented his background knowledge and related cases, discussing urban durability in a changed environment by explaining the urban changing process such as the changes in the urban population and industrial structure.

Finally, Dr. Myung Jin Jun, Professor at Chung-Ang University, brought up public issues con-cerning the greenbelt and new town, which was a regulation on the metropolitan develop-ment in Korea, based on Korean cases

As for topic 2-2, ‘Reinterpretation of the City: Effective Land Use Planning – Markets and Compensation Method’ and topic 2-1, Dr.

David Dowall discussed changes in the market in accordance with land use plan and the role of the urban planner. Then, Dr. Chae Mieoak,

Director of the Center for Cultural Territorial Policy, spoke on the transfer system of floor area ratio for effective land use policy accord-ing to Korea’s cases. There was a site tour after the completion of the session, and a pre-sentation regarding the residential area of Gangnam-gu Segok Bogeumjari was held with the cooperation of the LH Corporation. The invited participants visited the Cheonggye-cheon Museum and learned the history and meaning of Cheonggyecheon.

The seminar on July 1 was held at the G20 Hall of KRIHS. Topic 3, ‘The Integration Method of Land Use Planning and Infrastruc-ture Planning,’ was presided over by Dr. Lee Sangkeon, Director of the Center for National Infrastructure Policy of KRIHS. Ms. Imogene Jensen of the World Bank spoke on the back-ground knowledge and discussed the status of infrastructure development and how it is well-linked with urban planning in accordance with the city cases of each country. Then Dr, Oh Sungho, Research Fellow at KRIHS, explained how land use planning and infrastructure plan-ning are integrated with the case of the Sae-mangeum Project. After that, topic 4, ‘Urban Slum and Social Equality,’ was presided over by Professor Jeongjeon Rhee of Seoul Nat-ional University, and Mr. Roberto Chavez, who was in charge of reporting the background kno-wledge and cases, discussed possible issues by taking the case examples and reasons for

the formation of slums and various slum areas.

Subsequently, Professor Lee Younga of Daegu University explained not only the housing sup-ply ratio but also the kind of slums that are formed in Korea and issues generated accord-ingly.

Finally, Dr. Kim Kwi-gon, Professor at Seoul National University and the Director of the International Urban Training Center at Gang-won Province, presided over topic 5, ‘Low-Carbon Green Urban Plan,’ and Dr. Wang Gwangik, KRIHS Associate Research Fellow, reported on the background knowledge and related cases. He explained the definition of the low-carbon green city and strategies, and the process for a low-carbon green city that was promoted in Korea, by taking the exam-ple of Gangneung City in Gangwon Province.

Afterwards, Mr. Kim Jeongwhan, Manager at PCGC, discussed the global trend for green cities and the role and activities of the East Asia Climate Partnership (EACP).

In the afternoon, while commemorating the signing ceremony between KRIHS and the UKP of the World Bank, an agreement was signed on future cooperative measures. Then, in order to spread the issues that were dis-cussed for two days with East Asian countries, a video conference with eight countries was conducted with a summary presentation of each session followed by a Q&A session.

Finally, in the closing ceremony, the president of KRIHS gave a closing speech and the two-day seminar was completed.
