Purpose To seek mutual cooperation plans through discussions for invitational training courses for civil officers, and to build an urban information system by visiting major institutions of Vietnam

The KRIHS delegation visited the Urban Development Agency (UDA), the Academy of Managers for Construction and Cities (AMC), and the General Department of Land Administration (GDLA) under the Ministry of Construction of Vietnam and discussed invitational training courses for civil officers and building an urban information system. The KRIHS delegation tried to increase mutual cooperation with the Vietnamese government by collecting and exchanging information on urbanization facts and development in Vietnam through city tours.

• Major Contents

General Department of Land Administration (GDLA)

The GDLA asked KRIHS for cooperation for the establishment of a land database (DB) and leg-islation on the Land Administration Act. As for the Land DB Construction Project, they sought funding methods through the programs of the World Bank (WB), Asian Development Bank (ADB), the Korea International Cooperation Agency (KOICA), etc. For legislation on the Land Administration Act, the GDLA expressed their hope for support from Korea’s Ministry of Land, Transport and Maritime Affairs (MLTM) and KRIHS.

Urban Development Agency (UDA) The UDA is currently establishing a master plan for urban development in Hanoi City, and expanding investment opportunities of foreign companies to secure financing of the develop-ment. Since Vietnam has an insufficient legal system of urban development, the UDA asked Korea for support during the legislation of a legal system related to urban development.

Also, they discussed a mutual cooperation plan in promoting education training and urban dev-elopment projects.

In addition, the UDA sought funding meth-ods from the WB and the ADB for an urban

information system project utilizing the geo-graphic information system (GIS).

Academy of Managers for Construction and Cities (AMC)

The AMC discussed a detailed training pro-gram and related expenses after asking if two weeks of training at KRIHS could be possible at the end of August 2011. They agreed to hold a follow-up discussion for an MOU or agreement among the three parties of the AMC-KRIHS-WB (the International Bank for Reconstruction and Development (IBRD) or the World Bank Institute (WBI)).

City Tours

The Nabe New City construction site, which is 100% invested by GS Construction, was visited; as well as the Can Tho International Airport, Can Tho Port, and the Can Tho Grand Bridge, which are Can Tho’s transportation infrastructure facilities.

Purpose To discuss a plan to deliver the experience of KRIHS on national territorial development in order to carry out the Colombia Regional Development Planning Project

The Colombian government and the WB had suggested a joint project for “Colombia Regional Develop-ment” in March 2011. In this project, KRIHS took on the practical works while Colombia's National Planning Institute and the WB took on the job to provide information on the region. Further-more, the Colombian government requested to transfer the experience in national development in order to promote the establishment of a national land research institute. As for these two matters, KRIHS, the WB, and the DNP of Colombia held a joint workshop on July 21, 2011.

• Presentations

1. Introduction of KRIHS: Dr. Jo Jincheol (Vice Director, GDPC, KRIHS)

• Major Contents

Dr. Jo Jincheol, GDPC Vice Director, introdu-ced the background and progress of the esta-blishment, financial structure, and duties of KRIHS. Since being founded in 1978, KRIHS has supported the establishment of the poli-cies of the Ministry of Construction and Trans-portation of Korea which led the development of national infrastructure, urban development, housing construction and supply, land develop-ment, local developdevelop-ment, road construction, and development of an industrial complex.

KRIHS played the role of a think-tank regarding national development.

KRIHS has established and operated the GDPC in order to share the know-how obtain- ed from research experience of the last 33 years, development experience, and progress of development with developing countries;

furthermore, established a system that invites the experts of advanced countries for joint research during the research period. Therefore, both institutes desired to continue discussing consultation regarding the foundation and oper-ation of a research institute in the future, con-sultation regarding the establishment of nation-al planning and regionnation-al planning, and coop-eration through joint research.

Dr. Kim Dongju gave a speech entitled

"Transfer of Experience on Korea's National Planning and Policy of Korea." He explained three national land development strategies and a comprehensive national territorial planning.

As for the three strategies, the first example was a strategy for developing a hub for nation-al land and regionnation-al land development; and

secondly, finding elements for development of the national and regional economy. Finally, a synergy effect through harmony of economic plans and national territorial planning was dealt with.

Mr. Juan Mauricio Ramirez gave a speech titled "Introduction of the DNP, and Facts on Colombia, and the Pilot Project." After explain-ing the current facts on Colombia and the role of the institute, he accounted for the problems of insufficient research on the pending issue of urban area, limitations in planning and practical effectiveness, and the necessity for streng-thening the competence of the national and local government. Then, he asked advice on those issues. Especially, he requested the cooperation from KRIHS regarding an efficient system for a procedure for the establishment of a national plan and development plan for the northern area of Colombia, which focuses on three cities; Santa Marta, Barranquilla, and Cartagena, located on the Caribbean Coast. It is an integrated development plan of connect-ing three cities utilizconnect-ing characteristic traits and the potential of each city.

The Colombian government introduced the problems that they have had due to the rapid urbanization of the Caribbean region and reg-ional development projects under progress.

They requested advice based on Korea’s exp-eriences on national territorial development for regional development. Accordingly, the World Bank (WB), the Colombian government, and KRIHS suggested a joint project for planning Colombia’s regional development and conduct-ed field visits and advisory meetings to
