• Major Contents

As a part of the Sustainable Emerging Cities Initiatives promoted by the Inter-American Bank (IDB), the IDB selected three cities; Santa Ana (El Salvador), Montevideo (Uruguay), and Goiania (Brazil) among the emerging cities in Mid- and South America. The IDB has been conducting the project to improve the environ-ment and set strategies for the sustainable development of cities. For these purposes, KRIHS planned to diagnose the current ICT state of the three cities by utilizing Korea's telecommunications technology and providing consulting services in order to establish action plans accordingly.

This workshop was held to report the research results obtained through exploratory visits to the three cities and a study tour in Korea conducted during the task period. In order to diagnose the current state of ICT, three cities were compared based on 13 indices by country and city. Based on the

opi-nions of the trainees formed during the explor-atory visits to the three cities, the GDPC team deduced the ICT-related issue by city. Based on the results, three projects for establishing an Internet network, monitoring center, and a telecenter for Santa Ana were suggested. For Montevideo, five projects for designing and extending optic cables and establishing a bus information system, transportation manage-ment system, business managemanage-ment system, and a public broadcasting system were sug-gested. Advice for Goiania involved six pro-jects for designing and extending optic cables;

designing a monitoring center; establishing a bus information system, transportation man-agement system, land information system, and a business management system.

• Major Contents

On June 13, the trainees visited the Urban Policy Department of Korea's Ministry of Land, Transport and Maritime Affairs (MLTM) and discussed the cooperation plans between both parties. In the afternoon, the delgation attend-ed the lectures that presentattend-ed the facts of new urban development and advanced urban development technology (U-City) of Korea.

Afterwards, as a site visit, the delegation moved to the Pangyo Clean Tower for a brief-ing on the development facts for the new city, Pangyo, and toured the downtown area.

On June 14, the trainees visited Shingye Town in Yongsan, which was followed by a

This course was an advisory consulting course for urban development policy implemented at the request of the Ministry of Construction (MOC) of Vietnam. The purposes of the visiting group were:

first, to learn the policies required for amendment of urban development laws of Vietnam, and second, to inspect facts and figures of urban development and management by visiting related sites in Korea. For these purposes, this program consisted of lectures and workshops, visits to urban development sites and the tourism town of “Hallyu” culture (Korean Wave), etc.

question and answer session focusing on the development methods for the town and the role of the central government. Afterwards, KRIHS held a workshop with the experts in related fields with the topic “The Role of the Central and Regional Governments in the Urban Development Area.”

During the two days of June 15 and June 16, the trainees visited Korea's urban dev-elopment sites. On June 15, the trainees visit-ed the tourism towns of ”Hallyu” culture (Kor-ean Wave) in Chuncheon and Nami Island. On June 16, they visited the development sites of new cities such as Paju and Songdo, and com-pleted their schedule in Korea.

visited MLTM and discussed the scheduled visit to Vietnam from July 4 to 6 of personnel from KRIHS, the Department of Land Policy, and the National Territory Information Center.

This course was an advisory consulting course for land administrative policy at the request of the General Department of Land Administration (GDLA) of Vietnam. The purpose for the GDLA’s visit to Korea were; first, to learn about Korea’s land policy and geographic information system (GIS) projects;

second, to expand exchanges and cooperation with the MLTM; and third, to conduct prior dis-cussions before Korean officials visit Vietnam in early July 2011. For these purposes, the GDPC provided a program consisting of lectures, visits to related public and private corporations and new city development project sites, experience of “Hallyu” Culture (Korean Wave), etc.

llVietnam GDLA Delegation llLearning How to Use Surveying Instruments

In the afternoon, there were lectures on GIS lectures as well as exchanges and cooperation plans with the National Territory Information Center. As part of the program to visit urban development sites, the trainees visited some

”Hallyu” culture (Korean Wave) sites such as Nami Island and the Chuncheon area on June 15; and then visited the Peace History Town and new cities of Paju and Gimpo.

On June 17, the trainees visited the Korean Cadastral Survey Corporation (KCSC) where they learned how to use surveying instru-ments. They discussed mutual cooperation plans with the corporation as well. In the after-noon, the trainees visited a GIS-specialized company, through which visit they could enhance their understanding of the Land Man-agement Information System (LMIS) and the Urban Planning Information System (UPIS).

This visit completed their official schedule in Korea.

In the seminar held on December 5, 2011, KRIHS Research Fellow, Dr. Kang Mina, pre-sented on the topic, “History of the Korean Housing Funding System.” This was followed by a presentation by KRIHS Research Fellow, Dr. Kim Seungjong, on the topic, “The Exp-erience of Korean Government on the National

Expropriation of Land and Housing Policy.”

Afterwards, the trainees discussed how they could apply the Korean experience on the nat-ional expropriation of land and housing policies of Vietnam.

This course was to examine and discuss whether Korea’s housing funding policies and models could be applied to Vietnam. For this purpose, the program provided seminars and workshops focusing on Korea's housing funding policy and operation facts. while providing opportunities to visit public rental houses. Director Nguyen Manh Ha suggested having a workshop in Vietnam in 2012 on the same issue, and promised to develop further discussions for joint research and information exchange between the two countries in the future.

On December 7, the trainees visited the Pangyo public housing complex after holding a workshop on public financing related to Korea's public housing at the Korea Land &

Housing Corporation (LH). On December 8, they visited public rental houses and Korean traditional housing sites, which completed their visit to Korea.

KRIHS was introduced to the members of Viet-nam’s Institute of Environment and Sustain-able Development (IESD) visiting group, Mr.

Phan Sy Man, Ms. Luu Bach Dung, and Ms.

Nguyen Thi Kim Dung.

After reporting Korea’s experiences in green growth and sustainable development, the participants discussed how they could apply Korea’s green growth policies and green city models to Vietnam. Dr. Kim Seongsoo, KRIHS Associate Research Fellow, insisted that they should consider Vietnam’s circumst-ances and policy environment because there may be difficulties in applying Korean policy and models. Responding to this point, Director Phan Sy Man said that they hope to develop a green city model to apply to Vietnam through joint work with KRIHS.

• Suggestions

The seminar was meaningful in that it intro-duced Korea’s green growth policies and examined the feasibility of applying the green city model to Vietnam. On top of that, Mr. Jo Jincheol, GDPC Vice Director, and Director Phan Sy Man agreed to further develop their discussion for joint research and information exchange between the two institutions. Direc-tor Luu Bach Dung expressed his willingness of participating in a research training course at KRIHS.
