Subsequent to the UKP launching seminar for East Asia, co-hosted by the WB and KRIHS, for two days from June 30 to July 1, this seminar was held in Latin America to seek an econo-mic development plan in Latin America thro-ugh urbanization.
In this launching seminar, more than 100 scholars and experts in the field participated including Dr. Sohn Kyunghwan, KRIHS Vice President, and other participants from the USA as well as major Latin America countries such as Colombia, Brazil, Chile, Puerto Rico, and Mexico. The participants discussed land, mar-ket, infrastructure, and space planning meth-ods for sustainable and competitive urban dev-elopment and building UKP in Latin America.
Subsequent to the welcoming message given by Minister Beatriz Uribe of the Ministry of the Environment, Housing, and Regional Development in Colombia, and the opening speech of Ms. Abha Joshi-Ghani, the Urban Development Manager of the WB, there was a keynote speech by a prominent urban eco-nomist, Dr. Edward Glaeser of Harvard Univ-ersity, entitled the "Triumph of the City." Major sessions were held with discussions and pre-sentations by the participants of each country, with topics on urban development strategies and network, urbanization and metropolitan governance, civil participation in urban
dev-elopment, sustainable urban growth, urban development and resolving social discrepancy, etc.
In the session on regional economic devel-opment, Dr. Kim Dongju, Director of the Nat-ional Territorial Planning & RegNat-ional Research Division in KRIHS, reported the Korean exper-ience in national territorial and urban develop-ment. Then, there were discussions on the methods to be applied to the countries in Latin America. In the special session of KRIHS, Dr.
Jo Jincheol, GDPC Vice Director, introduced the background and organization structure of KRIHS and explained major research projects in the areas of national territory and urban plan-ning, housing, land, and infrastructure. Dr. Jo also explained the role of KRIHS in supporting research institutions related to the develop-ment of national territory and urban policies of Korea.

KRIHS requested the WB to participate in the seminar as a member of the Global Knowledge Platform (GKP) that consists of urban platform, green growth platform, and information and communications technology (ICT) platform, and the WB agreed to co-host the East Asia launching seminar with KRIHS, for the first time in history, in April 2011. The WB also sug-gested a plan for hosting the “Urban Research Symposium” in Korea (GDPC, KRIHS), which has been held at the WB once every two years.The GDPC, moreover, shared opinions with the WBI in order to exchange experts for lectures in both institutions.
As for the IDB, the GDPC discussed the subject of conducting an invitational training at KRIHS for the Sustainable City Project.
Through the GDPC’s mediation, they establish-ed funds and utilizestablish-ed them for a preliminary feasibility study, discussing plans for Korean companies to participate in the project.

Purpose To seek a project-building plan for an Urban Planning Information System (UPIS) for Vietnam
The experts of the World Bank (WB), Korea International Cooperation Agency (KOICA), Vietnam Institute of Architecture, Urban and Rural Planning (VIAP), and KRIHS gathered to host a seminar titled “The Establishment of the UPIS and Urban Development in Vietnam” and sought a project-building plan for an Urban Planning Information System (UPIS) for Vietnam.

• Major Contents
First of all, Senior Research Fellow Vu Chi Dong dealt with UPIS in technical aspects. This study was the output of the research that established a development plan utilizing the geographic information system (GIS) for Can Tho City in the Mekong Delta region and the Ha Long region with the support of the WB.
Next, Luu Duc Minh, the Manager of the GIS Team, suggested the UPIS establishment plan from an administrative perspective. He conducted research on the UPIS strategy with the assistance of KRIHS and mentioned that he hopes to receive support from Korea. As the result of the research, he classified pilot regions into three provinces/cities and the business processes into four sessions. In parti-cular, he asked for help from Korea for estab-lishing an operation system.
After a topic was suggested by the pre-senter, the participating institutions proposed their opinions as follows. KRIHS presented opinions regarding Korea’s experiences in dev-eloping the UPIS and promised the support of the VIAP for successful business. The affiliates of the WB positively evaluated the previous research cooperation between KRIHS and the VIAP, and emphasized that the VIAP was required to persuade KOICA of the importance of the project. Mr. Woo Jun Sohn, Councilor, empha-sized the necessity of securing official
development assistance (ODA) through the joint efforts of the VIAP and the Ministry of Construction (MOC) of Vietnam in order to per-suade the Ministry of Planning and Investment (MPI). Director Ngo Trung Hai of the VIAP stated that he plans to actively promote the project since the Vietnam’s Minister of Const-ruction is also interested in the project. He expressed his gratitude for the interest of the WB, the Korean Embassy in Vietnam, and the KOICA, and asked for the support of the Korean government.
