Objective

The Geospatial Information Center of KRIHS held the GIS KOREA 2006 on May 17 through 19 at the Korea Convention and Exhibition Center. The meeting was organized to explore strategies to handle the paradigm shift in the GIS in response to the Ubiquitous Era. It was also intended to publicize innovative GIS projects, and provide directions to the national GIS policy in the future.

A couple of affiliated meetings of case study pre-sentations and prepre-sentations of innovative ideas concerning GIS application were also held in order to widen the base for GIS application.

Brief Summary

Experts from the UK, US and Japan, and high-level public officials from some ten South East and Middle East Asian nations participated in the conference along with the President of KRIHS, Minister of Construction and Transportation and President of Korea Land Corporation.

As part of the(20-month-long research) project (launched in 2005), KRIHS invited in September a total of 15 government officials from Egypt, and provided a training program, ‘Land Development and Management'. The program was organized to provide education on land and territorial policy of Korea so that Egypt can learn lessons from it for development and management of land in Egypt.

The leader of the Egyptian counterpart on the Korea-Egypt joint project, Dr. Fahima, and other participants from the General Organization for Physical Planning, central government, and regional government of Assiut, one of the project sites, heard six specialized lectures on territorial and land policies of Korea. The lectures were fol-lowed by visits to related organizations and places including Bundang and Songdo new

towns, exemplary sites of new town development of Korea. They also visited Jeonju City to learn about the application of new GIS technologies to land administration.

During the course, the participants visited Korea's traditional and historical places of Jeonju villages of Korean traditional houses and Seonam Buddhist Temple, and had chances to experience history and culture of Korea as well. They also visited major industrial facilities of Korea includ-ing POSCO and Hyundai Heavy Industries, learn-ing current growth engines of economic develop-ment of Korea.

The training program, lasted 13 days, is expected to contribute to the effort of effectively developing land in Egypt, as well as facilitate the Korea-Egypt joint project currently under progress.

Objective

In order to build up the relatively deficient expe-rience and information about Livable City Mak-ing, it has held many panel discussion about the issue of Livable City Making hosted by institutes or citizen groups. Unfortunately, its definitions are different by each researcher and their discus-sion is superficial so that it has been requesting the consensus on basic direction and principle of Livable City Making.

At this time it has value to have a certain sug-gestion by Japanese, Korean, American, and Eng-lish experts who have studied the similar case of developed foreign countries experienced urban-ization process and urban problem. Furthermore, it is valuable to explore the political solution by discussion upon Livable City Making's backdrops, concerns, results, and future tasks produced through field experiences of Livable City Making.

meetings of Innovative GIS Contest, Conference on National GIS Strategies, GIS Symposiums and New Technology Presentations. First of all, case studies on GIS innovation and innovative ideas were presented at the Innovative GIS Contest. The contest was organized exclusively by KRIHS, and divided into two categories; GIS application in the public sector including central government agencies, local governments, state-run corpora-tions and research institutes, and GIS application ideas among college and graduate school stu-dents.

At the Conference on National GIS Strategies, national strategies for the GIS of advanced coun-tries of the US, UK and Japan were presented fol-lowed by discussions. The strategies of develop-ing countries such as Mongolia, Iran and Viet-nam were also presented. Symposiums and pre-sentation sessions were included in the confer-ence to introduce new GIS technologies and the

integration of Ubiquitous with the GIS. During the meeting, exhibitions were also held at the request of businesses, public organizations and universities.

Policy Implications

The conference demonstrated that a lot of nations from different backgrounds were interested in the GIS strategies of Korea. In particular, developing countries in South East Asia, which have just started introducing the GIS in recent years, expressed amazement at the remarkable develop-ment of Korea's GIS in a short period. Meanwhile, companies involved in the GIS business tried to take advantage of the meeting as an opportunity to make inroads into South East Asian markets.

Lastly, the conference provided a venue for pub-lic agencies and students to demonstrate, utilizing the meeting to publicize their accomplishments and ideas, their passion and interest in the GIS.

Third, the approach, in terms of livable city making, would be needed to harmonize between the community development and the comprehen-sive development direction.

Finally, in order to raise the residents' partic-ipation and stakeholders' conscious level, internal education and efforts should be embedded.

The Livable City Making can be considered as

the stage which is making efforts to hold its posi-tion on new paradigm in city policy and plan-ning, and to develop heading to citizen act. Keep-ing in mind the comments suggested before, when the endeavor related with Livable City Making is kept, the city environmental quality can be felt by each resident themselves, and fur-ther it can give opportunities to promote civil sustainability and competitiveness.
