the stage which is making efforts to hold its posi-tion on new paradigm in city policy and plan-ning, and to develop heading to citizen act. The Prof. presented the success factor of Kista city to play roles of service provider or sup-porter such as : an administrative service by-between central and local governments ; residen-tial environment improvement ; and information technology industry infrastructure establishment, not to play roles of administrator. As another fac-tor of Kista's achievement, it was mentioned to play a mediative academic-industrial cooperating role between Stockholm city and Electrum had founded by Ericsson Corp. and Swedish govern-ment. Furthermore, in order to accomplish innov-ative city development, it was contended to establish an innovative region available for local brand creation with locally complex environmen-tal analysis. Objective

In the middle of July, after establishing a master plan be blue-print of present ten innovative cities, and based upon the master plan, the inno-vative cities would be constructed with founding a development plan. This seminar, before estab-lishing the development plan, would inform audi-ence with foreign developed cities' development strategies and success factors in forms of foreign city development case study. Also foreign distin-guished scholars would provide participants with their distinctive idea related to innovative city development.

As a keynote speaker, Michael Luger(Prof., Uni-versity of North-Carolina at Chapel Hill, U.S) had announced “smart places for smart people" pre-sented that whole countries across U.S, Europe, and even Asia were challenged by a competitive higher value-added business of high technology fit for new economy. Furthermore, he contended that every local community should be converted into smart one with developing a suitable local business through a new cluster based lan perfect in the new economy.

Robert McMahan(a Secretary General of Sci-ence and Technology Committee in North Caroli-na, U.S) presented the case of eastern Silicon Val-ley Research Triangle Park had praised for the suitable place for business and career by the Forbes in 2005. He mentioned that they were essential factors for deciding success of the inno-vative city. As the essential factors, he pointed, there could be narrated inducement of local resources such as local college, local government, private entrepreneurship with establishing coop-erative system across these factors. As long as it takes time around thirty years for getting ripeness of the Research Triangle Park's development, the speaker stressed out consistent investment and efforts for achieving a long-term goal than emphasizing short-term results.

Objective

The purpose of this International Workshop is to build an international collaboration research sys-tem concerning the construction of BESETO cor-ridor through international studies on the North-east Asian transportation system, especially cur-rent situation, problems, improvement and action plan of constructing BESETO corridor.

Brief Summary

In the morning of June 29, session-I started out with Won Bae Kim(Senior Fellow, KRIHS)'s

keynote speech, “Meaning of building a BESETO corridor". This session was presided over by the Executive Vice President of NIRA, Dr. Yasuo Sawai. Won Bae Kim explained the general con-cept of BESETO corridor ; the corridor linking among the capitals of Korea, Japan and China, and the meaning and vision of BESETO. To sup-port the development of BESETO corridor, he assumed both the short-run tasks and long-run tasks, and also pointed out several considerable factors for each tasks. Followed by Dr. Kim's speech, Sung Ho Oh(Associate Research Fellow, KRIHS) gave the next presentation on the “Miss-ing links and bottlenecks in the BESETO corri-dor". They explained the disconnected railway sections between North and South Korea which were considered as the major bottlenecks of con-structing BESETO corridor and recently promoted projects which aimto connect the disconnected railway sections such as Donghae North Line and Gyungui Line through collaboration between two Koreas. In addition, they foresaw the bottleneck which would result from the increase of freight in the BESETO corridor. Also, he suggested several alternatives to reduce the bottleneck.

term plan consistent investment and efforts are also needed. Furthermore, the innovative devel-opment strategy is essential with making creative local characteristics and analyzing local capacity driven by local itself.

The case of Kista city suggested the success factor to play roles of service provider or support-er such as : an administrative ssupport-ervice by-between central and local governments ; residential envi-ronment improvement ; and information technol-ogy industry infrastructure establishment, not to play roles of administrator. For accomplishing the

innovative city development it was needed to divide their roles between participants and to found a system promoting ideal role playing.

In order to make succeed the innovative city development, it is essential to found the highest qualified infrastructure to promote the academic-industrial cooperation. Especially, because the white collar put their value on educational, cul-tural, recreational environments, it has a value to invest and to improve the intangible city-drawing factors such as high-qualified life and environ-mental infrastructure establishment.

Objective

Under the Academic Exchange Agreement between KRIHS and the College of Southeast Land Management of Zhejiang University from 2003 to 2007, the two organizations have agreed to conduct joint researches on the following five themes on a yearly basis : urban land develop-ment ; mediation between public and private interests ; sustainable development and land pol-icy ; macro-economy, land market and land policies ; and role sharing in land policies between central and local governments. This year, the two bodies jointly conducted a research on the fourth theme, and the workshop was the venue to exchange the accomplishments of the research.

Brief Summary

A total of eight theses were presented at the workshops. The following is a brief summary of the theses :

First, the Study on China's Policies on New Comprehensive Plan for Land Use introduced poli-cies that are related to the New Comprehensive Plan for Land Use of China.

Secondly, the study on the Introduction to Infrastructure Development Charges and Policy Issues introduced Korea's infrastructure develop-ment charges to be introduced in July 2007, reviewing basic principles, measures for opera-tion, expected effects and policy issues of the sys-tem.

Third, the research on the Land Market Opera-tion and Trends of China dealt with the operaOpera-tion of China's unique land market, whose ownerships

Four subjects were introduced during the after-noon session. This session-II was presided over by Won Bae Kim(Senior Fellow, KRIHS). Firstly, Dr.

Yosuke Oneda, President of C.S. Japan Co., made a presentation on the first subject, “Air trans-portation Network in North-East Asia : Vision and Issues", concerning the international aviation agreements among Korea, Japan and China.

Moreover, he provided information about the current air transportation networks among three countries and increasing demands of air trans-portation. Dr. Jae-Wook Lee, Professor of Inha University, made a presentation on the second subject, “A Feasibility Study on Korea-China Train Ferry", focused on the railroad transporta-tion. He analyzed the train ferry system in Europe which had already been stimulated in Northern Europe. And he also explained the positive effects generated from TCR/TSR that plays an important role in Northeast Asia as a major route for the Chinese ‘West Development Project'. Mr. Zhang Kangmin, Senior Research Fellow of ICT, explained the third subject, “Rail and road con-nections between China and South Korea via North Korea", mainly about the rail/road connec-tions between Korea and China. Asserting the importance of rail/road connections between North Korea and China, he also pointed out the future land connections between North Korea and South Korea and current land connections. Lastly, Mr. Takeshi Suzuki, the Senior Researcher at NIRA, announced “Intermodal transportation sys-tem for the BESETO corridor". Focusing on the freight/passenger demand, he explained the nodes of BESETO corridor which can be utilized

to connect each transportation modes. Referring the situation that BESETO corridor was once for connecting the Europe-Asia route, he foresaw the possible type of the transportation which can connect the BESETO cities with each other.

Policy Implications

The attendants from the Korea, China and Japan National Policy Institution and transportation specialists agreed on the BESETO corridor's politi-cal and economipoliti-cal significance. Also, they asserted the need of additional research about the specific way of the action plan related to the con-struction of the BESETO corridor and moreover had the same opinion about the necessity of con-tinuous national cooperative research in North-east Asia. Also, the second international work-shop which was arranged by ISPRE, “Agenda for Inner-City Networking and Accessibility in the BESETO Corridor", was held in Beijing, China (October 26~27 in 2006). Followed by the work-shop in Beijing, the third workwork-shop which was arranged by NIRA, “Realization of the BESETO Corridor Vision", was held in Tokyo, Japan (March 8~9 in 2007). From those workshops, many international specialists discussed the Vision and Action Plan for Trans-Northeast Asian Transport Network.

belong to the state and society while whose right to use is privatized.

Fourth, Dr Choo Choi analyzed in a practical way the impact of the indicators for the housing sector, and macro-economic indicators of Korea on land price in his presentation.

Fifth, the thesis, China's Urban Planning and Urban Land Development System, examined the nature and role of urban planning, systems and institutions of urban planning, key issues and policy responses, and land supply and property development procedures of China amid system transformation and rapid industrialization and urbanization in China.

The sixth thesis, Policies for Property Tax Sys-tem : Targeting Land Market Stabilization intro-duced major contents of the restructured property tax system of the incumbent Participatory Gov-ernment including two comprehensive measures for property market stabilization in October 2003 and August 2005.

Seventh, the study on the Retrospect and Prospect for China's Reform towards Market Sys-tem and Land Factor, reflected upon the reform of land market of China and dealt with predic-tions for the future.

Lastly, the Contents of the Countermeasures against Real Estate Speculation and Market Effect, illustrated the contents of various mea-sures against real estate speculation in Korea in terms of tax system, finance and regulations, and examined the effect of the measures on the real estate market.

Policy Implications

The joint workshop compared and analyzed land market and land policies of Korea and China, considering the theme of the workshop. As a result, the strength and weakness of the socialist and capitalist system related to land market were identified. It is expected that the results of the workshop will have rational policy implications for improving relevant systems and policies of Korea. In particular, China's experiences during the system transformation can be benchmarked in order to prepare basic initiatives for land-relat-ed policies for North Korea after reform and opening-up of the nation.

The National Territorial Research Division of KRIHS held the international seminar on the

‘Effective Development of High Speed Rail Impacted Areas' on October 13 at KRIHS Hall.

The seminar was conceived to review the long histories of HSR operation in Japan and France, and draw from them policy implications for an effective development of the High Speed Rail (HSR) impacted areas in Korea.

In the meeting, which was moderated by Presi-dent of the Housing and Urban Research Institute of the Korea National Housing Corporation, there were three keynote speeches by experts from Japan, France and Korea followed by discussions.

The discussants were Chae Moon, Sungho Lee, Bonghyun Jung and Sungjae Joo from the acade-mia, Gyeongchul Lee from the Korea Railroad Research Institute, and Byeonggwon Yoo from the central government. The conclusions of the seminar were that, while the accomplishments of regional development with the HSR differ depending on regional responses. However, what is common among the cases is the fact that, only when regional development utilizing the HSR is incorporated into the Master Plan for the devel-opment of the regions with HSR stations or the region concerned can the HSR play a catalystic role for regional development.
