2. 우리의 농정과제
○ 우리 농업은 미국, 일본 등 선진국에 비해 여러 가지로 열악한 상태에 있음. 농가인구당 경지면적을 보면, 미국은 우리의 50배, 프랑스는 우리 의 20배에 달함. 일본의 농가인구당 경지면적도 우리의 2배로 농업구조 측면에서 우리나라는 커다란 제약이 작용
- 우리나라의 농가소득은 도시근로자소득의 1990년대 중반까지 90% 이 상에서 2005년에는 78%로 감소하였고, 농가 간 소득격차도 확대되고 있음. 중농층의 비중이 감소하여 대농과 소농으로 양분되는 경향을 나 타내고 있음. 60세 이상의 경영주가 전체의 60%에 달하는 등 농촌인 력의 고령화 문제가 심화되고 있음.
○ 이러한 상황 하에서 규모화 위주의 농업구조정책은 한계가 있음. 기술과 자본 집약형 경영체 육성을 통해 차별화된 농산물의 생산과 마케팅을 추구할 필요가 있음.

○ 세계적으로 농업의 다원적 기능 등을 고려하여 직접지불 형태의 소득보 전이 확대되고 있음. 이러한 정책은 국민경제에서 차지하는 농업의 비중 이 낮을수록 납세자의 반대가 적고 정책효과가 큼.
○ 그러나 우리나라는 아직도 농업 GDP와 농가인구 비중이 전체 GDP와 인구에서 차지하는 비중이 높음. 우리나라 전체 GDP에서 농업이 차지 하는 비중은 3.7% 수준으로 일본과 미국에 비해 3배 정도 높고, 전체 인구에서 차지하는 농가인구 비중도 일본의 2.3배, 미국의 3.5배 수준임.
- 농가인구 비중은 일본의 1990년 수준이며 미국의 1970년 수준보다 높음.
○ 우리나라는 식량 자급률이 30% 이하의 농산물 수입국으로 농산물 무역 수지 적자가 70억 달러에 달하여 미국이나 프랑스 등 농산물 수출국과 는 차이가 있음.
○ 따라서 농업의 식량공급 기능은 상대적으로 축소되는 반면 환경 및 식 품안전, 농촌지역개발 등에 대한 기능은 확대되고 있는 국제적인 변화를 수용하여 농정을 전환시켜 나가되 우리 농업의 현실이 반영된 정책을 개발할 필요가 있음.
- 농업과 농민이라는 틀에서 소비자와 국민경제의 관점에서 바람직한 농 정 목표를 수립하고 효율적이고 실현성 높은 정책 수단을 도입할 필요 가 있음.
○ 농가소득보전은 생산중립적 직불제를 중심으로 시행하되 대농은 소득 증대보다 경영안정이 더 중요하므로 품목별 자조금, 농작물 재해보험 등 경영안정대책을 중심으로 발전을 유도
○ 지역별, 농가 성격별로 농업정책과 농촌정책을 구분하여 추진할 필요가 있음. 영세 소농 및 고령 농가에 대하여는 복지정책을 중심으로 농촌정 책 차원의 대책 필요
