This policy advisory program was implemented as GDLA invited the KRIHS with respect to the

“Development Project of Land Information Management Systems of Vietnam.” This will be carried out by the KOICA as an Official Development Assistance (ODA) project. The representatives from the KRIHS visited the Vietnam Urban Planning and Development Association (VUPDA), which had signed an MOU with the KRIHS. The KRIHS had a meeting with the Chairman of the VUPDA, Mr. Chinn, and was introduced to the current status and plans regarding Vietnam’s urban development projects.

Purpose To meet with the Vietnam General Department of Land Administration (GDLA) of the Ministry of Resources and Environment in order to support the establishment of policies related to building a land information system for Vietnam

The meeting started with the introduction of the project for building the Land Management Information System (LMIS) that is being carried out by the VUPDA. The basic direction for the project was set as being that of supporting the development of a comprehensive and sustainable LMIS for Vietnam, by utilizing Korea’s experience in land information and GIS technologies. They discussed additional necessary factors including the strategy for building mid-and long-run land management information systems and establishing a roadmap, technology training and education for the enhancement of competence for policy planning.

In the meeting with the VUPDA, the VUPDA asked the KRIHS to share its experiences and knowhow about Korea’s U-City and Green Growth policies, in which the Ministry of Construction of Vietnam is interested. Also, the progress on Vietnam’s Smart Green City policies was introduced to the KRIHS. The VUPDA asked for the KRIHS’s participation and cooperation in the seminar regarding the Ha Long Bay development project, which is planned to be promoted by the Ministry of Construction of Vietnam.

Meeting with the GDLA of Vietnam

•MajorAchievements

Through this meeting, the preliminary discussion was completed for the signing of an MOU between the GDLA and the KRIHS, and the partnership with the government of Vietnam was strengthened through the policy support and consulting activities of the KRIHS. Moreover, it also provided the opportunity to enhance the experiences and expertise of KRIHS in international development partnership projects.

The visit by Cities Alliance and the policy advisory consulting was done so that Cities Alliance could introduce its activities and main projects to the KRIHS, seeking cooperation with Korea with regard to urban problems such as the urban slumization issue, and to seek a possible partnership with Korea. The KRIHS, through its self-introduction, housing supply policies for the low-income class, and financing in Korea to the Cities Alliance, discussed applicable plans to cooperate with Cities Alliance in the area of urban development.

William Cobbett of Cities Alliance emphasized that Korea is one of the few countries that achieved a successful urbanization in an unprecedented pace, while urbanization according to the rapid growth of the global economy is becoming an important social phenomenon in South America, Africa, and Asia. He went on to say that Korea’s sharing of its experience with urbanization and urban development will be helpful to other cities throughout Africa and Asia, seeking successful transition and that he hopes that Cities Alliance could cooperate with the KRIHS in the realms of housing and urban development, one of the strengths of the KRIHS.

•MajorAchievements

Through this visit by Cities Alliance, the GDPC and Cities Alliance agreed to seek ways to jointly participate in the projects in the event that the project is expanded to the South East Asian region based on their cooperative relationship in the areas of urban development and the housing for low-income class. In addition, this visit provided opportunities for international exchange and partnership activities through the funding of Cities Alliance and exchange of knowledge in the field of Green City, as the Green Climate Fund was decided to relocate in Korea.
