He also emphasized the importance of obtaining business information early to prepare for project participation. Professor Lee introduced about the places business information can be obtained, and concluded his lecture by emphasizing the improvement of capacity, and growth of the careers of employees who are in charge of application and progress of project.

Plans for Participation in Projects of the Asia Development Bank (Ham Mi-Ja, President of ABC Communication)

While introducing the annual project volume ordered by ADB, Ham Mi-Ja, President of ABC Communication, requested that Korean government officers be more active in the development and expansion of foreign markets, and led by the World Bank, in which diplomats from advanced countries compete to win projects. Secondly, she explained the elements for winning a bid for ADB projects, including what one should pay attention to in case of a joint venture with a foreign company, a region of manufacture for a product, firm leadership from the executives of the company, an active attitude of the staff, and a systematic level of government support which is regarded as the most important thing. Thirdly, she concluded her presentation explaining tips on where to search for business opportunities and project types presented by the ADB on the ADB website.

Plans for Participation in Projects of the International Development Bank (Goo Yoon-chul, Director of Ministry of Strategy and Finance)

He explained prerequisite elements prior to participating in IDB projects, based on his experiences of participating in projects ordered by the IDB. He especially emphasized who to meet, and which strategy to use, in cases of participating in bidding, as well as the importance of speaking English and Spanish, which are the official languages of the bidding. Furthermore, while explaining the basic elements for winning a bid for IDB projects, he gave examples of important elements, through methods such as obtaining preliminary information, and networking. Finally, while explaining the current status on the IDB, the volume of contributions from each country, and its important business areas, he concluded his presentation by explaining important tips to win bids for IDB projects.

Experience of MDB Project Implementation (Lee Sang-Ik, Vice President of Dongshin Engineering)

Mr. Lee introduced the types and features of foreign projects in which an engineering company can take part, based on his experience and know-how from working on foreign engineering projects for 20 years. He especially explained the challenges that Korean engineering companies can run into when trying to participate in foreign projects; such problems as a lack of experience with foreign projects, a lack of technology, a lack of a person who is fluent in a foreign language, insufficient information about the project owners, and a lack of performance on foreign projects. Finally, he concluded his presentation explaining what to be cautious about regarding the execution of foreign projects related to an MDB.

Panel Discussion

In a discussion which was presided over by Sakong Ho-Sang, Director of the GDPC, a total six of experts discussed not only the role of government departments to win bids for MDB projects, but also cooperation, strategy, and a direction of participation for winning the bids of private business enterprises.

Purpose To introduce Korean experiences on national territorial planning, geographic information, and urban city planning according to the request of Mongolia’s Ministry of Road, Transport, Construction, and Urban Development (MRTCUD) and discuss the partnership between Korea and Mongolia for development

In accordance with the request of the Ministry of Road, Transport, Construction, and Urban Development (MRTCUD), the KRIHS introduced Korean experiences on national territorial planning, geographic information, and urban city planning, sending a delegation to Mongolia. The delegation was formed with the Ministry of Land, Transport, and Maritime Affairs (MLTMA), and the Korea Cadastral Survey Corporation, The purpose of the visit was to find a way of cooperation for the development and cooperation between Korea and Mongolia. The delegation visited main institutes and sites such as Mongolia’s MRTCUD, Agency of Land Construction Cadastre Management, and the construction site of the building of 100,000 residential houses. They gave a presentation about Korean land expropriation and compensation, the Korean land appraisal system, and the Korean geographic information system. They also discussed about a continuous cooperation for a future development partnership between Korea and Mongolia.

Visit to the Ministry of Road, Transport, Construction, and Urban Development (MRTCUD) In this visit accompanied with the Vice Minister of Road Transport Construction and Urban Development and other affiliates, one of the Mongolian officials again expressed an appreciation for the welcoming by the KRIHS when they had visited Korea during the ADB study tour last March.

He emphasized the importance of efforts to keep a continuous and cooperative relationship in the construction area between both countries and requested the KRIHS to provide consultancy support in establishing a national research and development institute in Mongolia that is similar to that of the KRIHS.

Seminar about Korean and Mongolian Land Appraisal and Compensation, and the GIS System

Government employees of Mongolia’s Urban Transport Office and the visitors of the MLTMA, the Korean Appraisal Board (KAB), and the KRIHS participated in the seminar which was divided in both a morning and an afternoon session. The MLTMA introduced the Korean land compensation system and the KAB explained the Korean land appraisal system. As for introducing the Korean GIS System, Choi Byung-Nam, Head of the KRIHS, emphasized the necessity for building a national space information infrastructure in Mongolia, mentioning that the current situation in which data between the national government and the local government has not been exchanged properly due to insufficient national policies, especially in a developing country such as Mongolia.

Joint Consortium Workshop for the NSDI Project with Mongolia

In the meeting held in the Mongolian Agency of Land, Construction, and Cadastre Management, a preliminary joint consortium workshop for bidding was conducted with Chinzorig, Consultant of ADB. In the workshop, they discussed role adjustment with Mongolia and the KRIHS and a budget allocation for the joint consortium. They agreed to submit a proposal by the 16th of July, finishing the meeting.
