The participants visited organizations and associations related to the lectures and seminars, and conducted interviews with the heads of the organizations and associations, in order to facilitate an exchange of information regarding personnel and partnership. For instance, the delegates discussed the possibility of holding joint research seminars on amendments of land regulations, and using KOICA funds to do this, as a part of partnership between the KRIHS and the Ministry of Construction of Vietnam. While visiting Jeju, the delegates also met the Governor and staff of the Jeju Provincial Hall and they had seminars and briefings about foreign investment policies.

The delegates stated that the experience and information they gained through the seminar on land regulations regarding Korea’s land policies and administrative systems will help Vietnam in amending its land regulations in the future. One of the achievements of this program was that the KRIHS and the delegates of Vietnam agreed to continue having active discussions, doing joint research, and keeping each other posted in regards to the exchange of information, and to share any progress made in these fields with each other.

While the speed of urbanization is high in India due to rapid economic growth, India lacks the infrastructure and urban management capacity. In response to this challenge, the Provincial Government of Andhra Pradesh in India, jointly with the World Bank, has implemented the Andhra Pradesh Development Project. At the request of the Provincial Government, the KRIHS provided policy advice and shared its experiences and cases with respect to the establishment of NIUM. In addition, at the request of the National Institute of Urban Affairs (NIUA) of India, the KRIHS carried out preparation meetings for the training on the development of infrastructure to be provided to the public officials at the Ministry of Construction in India.

Through this policy advisory program, the Andhra Pradesh Provincial Government and the India Office of the World Bank stated that they were able to plan a sustainable structure for partnership with the KRIHS with respect to the establishment of NIUM. This program also provided a basis for research training for the public officials of the government of India and a foundation for other developing countries to learn from Korea’s urban planning in the future.

This program was a policy advisory program on national asset management provided to the delegates of Vietnamese public officials. The delegates, during their 7-day visit to Korea between June 3 to 9, visited the KRIHS, exchanging information in the areas of national land between Korea and Vietnam and attending the seminar to discuss on Korea’s national land policies.

Lectures
At the seminar for policy advisory on June 5, Ji Dae-sik, Senior Research Fellow, introduced the present value of Korea’s national land asset, the methods for classification of assets and management, and the direction of future national land asset management policies. Kim Seung-jong, Associate Research Fellow, discussed the background for land expropriation and compensation policies in Korea, the requirements for land expropriation and compensation, legal procedures, and policy implications. Following the lectures, the participants sought ways to apply the Korean asset management model and land expropriation and compensation procedures to Vietnam through a question and answer session.

The delegates forecasted that the importance and value of national land asset will increase due to a continuous economic growth. They stated that Korea’s national land asset management policies and experiences will have huge implications in Vietnam. The issue of land expropriation and compensation is a challenge that Vietnam will face in the process of the shifting of the leading subject of the economic system from the government to the private sectors. The delegates emphasized that they need a systematic policy design and that what they learned from Korea will be of great help to achieving this goal.
