The representatives stated that they were able to gain hands-on experience on important development policies and know-how of Korea through the lecture and that they were impressed with how the KRIHS has shared its knowledge on the national land and infrastructure development research with developing countries over the past 33 years. They also emphasized the cooperative relationship with the KRIHS in knowledge exchange and in the areas of national land and infrastructure through Urbanization Knowledge Platform (UKP) launching seminars jointly carried out by the World Bank and the Inter-American Development Bank and by engaging in platform-building projects for sustainable new cities.

The program was provided at the request of the Vietnam Urban Planning and Development Association (VUPDA) that has had an MOU with the KRIHS. It was designed for the KRIHS to participate in the Workshop for the Establishment of Urban Management Information System in Ho Chi Minh City, jointly hosted by the VUPDA and the Strategic Research Institute of Ho Chi Minh City in order to deliver Korean development experience and provide advisory consulting to Vietnamese officials. Sakong Ho-sang, Director of the GDPC, participated in the 3-day workshop for policy advice, presented Korea’s experiences and cases related to the plan for designing Ho Chi Minh City’s economic information network and the operation of related organizations, and proposed a master plan for the operation of a data center and building a partnership with the KRIHS.

At the “Workshop for the Establishment of Urban Management Information System in Ho Chi Minh City”, the economic information network building project carried out by Ho Chi Minh City was introduced, followed by the discussions on the roles of the network, operation structure, and utilization methods. Through the discussions on the problems that may occur during the course of the project and related tasks, advices were provided based on Korea’s experiences and cases. Director Sakong Ho-sang also introduced the process of building Korea’s urban management information system in the early days and the solutions to the related problems. He proposed a phased approach strategy applicable to Ho Chi Minh City, explaining the joint project between the National Geographic Information Institute and the local governments in Korea on building an integrated space information system and national GIS.
•MajorAchievements
A member of the Strategic Research Institute of Ho Chi Minh City, following Sakong Ho-sang’s proposal, accepted the establishment of the master plan for informatization in the mid- and long-run, and agreed to seek ways to cooperate on training for specialists for the master plan, jointly establishing the master plan with the KRIHS.

The government of Kazakhstan (the Bureau of Housing and Facilities Construction), through the Ministry of Land, Transport, and Maritime Affairs of Korea, requested a policy advisory program on Korea’s housing policies and new city development policies. The delegates from the Bureau of Housing and Facilities Construction and related organizations shared the experience of Korea’s new city development policies and housing policies for the low-income class and discussed how they could be applied to Kazakhstan.

Since the late 1990’s when the relocation of the capital city to Astana was under way, both the population and the demand for housing have rapidly increased in Kazakhstan. In order to solve urban housing problems caused by rapid urbanization and industrialization, the government of Kazakhstan has implemented a housing development plan since 2005. The Bureau of Housing and Facilities Construction, which implemented the construction and dissemination of apartment buildings, studied Korea’s housing policies for the low-income class and urban development. They stated that it was helpful in designing policies for developing new cities, and supply and stabilization of housing for the low-income class.
