The World Bank (WB) and the Economic Policy Research Foundation of Turkey (TEPAV), hosted the Turkey Urbanization Review Workshop in order to discuss the experiences of Turkey, as a country that has experienced rapid urbanization, and the policies connected to the topic of “Urbanization in Turkey.” The KRIHS attended the workshop in order to share its experience regarding how it achieved rapid urbanization based on economic development. It also hosted a workshop with related government agencies and universities in order to expand its partnership network through this visit to Turkey, which is a strategic partnership country of Korea.

Turkey Urbanization Review Seminar

The seminar was begun with a welcoming address by Deputy Director General Elvan Ongun, Undersecretariat of the Treasury, in Turkey. The participants were officials of Turkey’s Ministry of Environment and Urbanization, Ministry of Economic Development, Ministry of Finance, TEPAV, members of the academia, the chamber of commerce, local authorities, the KRIHS, and the World Bank Turkey. After welcoming remarks, there were keynote addresses and presentations given by the World Bank, Harvard University, Ministry of Environment and Urbanization of Turkey, and KRIHS, in that order. At the final session of the workshop, a panel discussion and Q and A session followed to solve topic-related issues, and finish the workshop.

Ministry of Environment and Urbanization (MEU)

The delegates of the KRIHS visited Turkey and discussed shared common issues of interest and mutual cooperation measures with Turkey’s Ministry of Environment and Urbanization (MEU) and the World Bank. The MEU hoped to develop a partnership with the KRIHS in the future, mentioning that the expertise the KRIHS has accumulated during the past three decades would be helpful for the development direction that the MEU follows. The World Bank hopes to share the knowledge and financing, if necessary, and develop and promote joint projects in the fields of environment, land use, and construction with the MEU.

Ministry of Finance (MOF)

The delegates of the KRIHS met with the vice director of the Turkey Ministry of Finance (MOF) and officials from the World Bank to discuss housing and urban development-related issues. The discussion issues concerned legislation on urbanization, building housings for the low income class, urban redevelopment in disaster areas, and cultural heritage preservation policies. The delegates sought for cooperative measures for the related projects that the MOF is promoting, and introduced the accomplishments of the KRIHS.

Economic Policy Research Foundation of Turkey (TEPAV)

The delegates of the KRIHS and the TEPAV officials discussed the issues of common interest and mutual cooperative measures under the theme of national territorial planning, urban policy and housing policy. In particular, the TEPAV showed great interest in Korean policies and experience, and how it related to the housing supply in the major cities of Turkey. In the short run, the KRIHS hoped to promote academic exchanges, such as joint workshops related to the Turkey Urbanization Review Project of the World Bank, and in the long run, to expand official exchanges between the KRIHS and the TEPAV.

Department of Urban and Regional Planning (DURP)

The KRIHS visited the Department of Urban and Regional Planning of the Istanbul Technical University to discuss common interests and mutual cooperative measures. During this meeting, Korea’s and Turkey’s pending issues related to urban and regional development fields were discussed. They discussed signing an MOU between the KRIHS and the DURP in the short run, and the expanding of the official partnership, which would include academic exchanges such as joint workshops in the long run.

The GDPC hosted a series of five special lectures about Official Development Assistance (ODA) by Senior Research Fellow, Lee Ryun-joo, on Mondays from January 30 (Mon.) to February 27 (Mon.), 2012. The objective of this special lecture series was to understand the concept of ODA, and learn about international cooperation and the national territorial development projects taking place in developing countries.

The main topics consisted of relevant ODA issues including: Concept of ODA; Status about ODA;

Progress and Procedures of Projects; Integrated Evaluation of ODA; and Improvement Policies.

The special lecture series received great attention from inside and outside the KRIHS. After each of these special lectures, active question and answer sessions and discussion followed, which showed great interest in ODA businesses in the public and private sectors, and the international development projects.
