The GDPC hosted the 5th Global Development Partnership Forum on February 1, 2012, at the Palace Hotel in Seoul. Attending the forum were a total of 21 members, including the members from 2011, and 2012 new members from the global business units of Seoyoung Engineering, Dongmyeong Engineering Consulting Co., and the development business unit of Hyundai Construction.

An invitation lecture “Development of Partnership Plans of Developing Countries: Cases of Kenya and Cambodia” was given by Lee Han-gon, Advisor for the Korea International Trade Association, and former Korean ambassador to Kenya and Cambodia. Mr. Lee shared many of the meaningful experiences that he encountered while working in developing countries such as Kenya and Cambodia. He emphasized that entrepreneurs, and organizations hoping to expand into overseas market, must take an open-minded approach without any bias, and must actively collect local information. Following the lecture, Sakong Ho-sang, director of the GDPC gave a presentation on the Global Development Partnership Forum’s plans for the year 2012.

The goals of the Global Development Partnership Forum for 2012 were: to attract various stakeholders to participate in the forum, with the goal of establishing a global development partnership community; to find ways for cooperation between diverse business and financial organizations for designating Official Development Assistance (ODA) policies, and to carry out these projects; and to focus on contents that would benefit the implementation of projects in practical ways and to promote voluntary operation by the members to make a sustainable forum, by designing and implementing the contents so that they meet the member's demands.

The GDPC hosted the 6th Global Development Partnership Forum on March 7, 2012, at the Royal Ballroom of the Palace Hotel in Seoul. Attending the forum were a total of 25 members including existing members and new members from KOTRA’s Industrial Resources Cooperation Department, Korea Eximbank’s Economic Cooperation Planning Department, Dongho Corporation, Overseas Development Business Team of GS Engineering and Construction, and Han-A Urban Research Institute. Sakong Ho-sang, Director of the GDPC gave a presentation on the status on ODA in National Territorial and Marine Sectors. Mr. Sakong explained the current status on ODA regarding both grant type and loan assistance, ODA projects linked with grant-type and loan assistance, and trust funds in the area of national territorial and marine sectors. He also emphasized the connection between the projects and improving the competence of overseas development consulting and development projects.

In an invitation lecture that followed, Lee Dong-hwan, Deputy Director-General of the Presidential Commission on Architecture Policy, gave a lecture titled “Planning Cooperative Strategy for Urban Export.” Deputy Director-General Lee explained the historical background and current status on Korea’s economy, territory, trade, and the importance of overseas urban development projects. He also emphasized the importance of developing overseas footholds, and building a network nation. He did this by providing examples of overseas urban development, and overseas investment institutions, and by pointing out the shortcomings and merits of the urban development sectors of Korea.

The GDPC hosted the 7th Global Development Partnership Forum on Wednesday, April 4, 2012, at the Palace Hotel in Seoul. In an invitation lecture, Kim Young-guk, former resident official in Uzbekistan, and now public relations officer of the Ministry of Land, Transport, and Maritime Affairs, gave a lecture titled “The Market Trend of Uzbekistan and Strategy to Enter into the Market.” Starting with an introduction about Central Asian countries, Mr. Kim gave an overview of Uzbekistan, their economic status, the trends in their construction market, projects in important sectors, things to be cautious about when entering Uzbekistan, and expansion strategies. In particular, he emphasized that Korean companies should expand businesses only after establishing long-term strategies, by planning thoroughly, and by strengthening their connections with international organizations.

During the discussion session that followed the lecture, the members and the lecturer held a question and answer session about Uzbekistan’s urban population, transportation and distribution issues, logistics, and general business procedures. In the discussion and question and answer sessions, they emphasized that the relationships between Korea and Uzbekistan and between local companies must be based on insights about culture and business types. Prior to this lecture, Dr. Jo Jin-cheol of the KRIHS briefly introduced the 2012 EAROPH World Congress. Dr. Jo introduced past EAROPH Congresses, and talked about the 2012 EAROPH KOREA to be held in Daegu. He then asked for the member's support and participation.

The GDPC hosted the 8th Global Development Partnership Forum on Wednesday, May 2, 2012, at the Palace Hotel in Seoul. Prior to the invitation lecture, Park Han-sang, Chief Executive Officer of Kapeul Construction, and director of the International Federation of Asian and Western Pacific Contractors’ Association (IFAWPCA), spoke about the international conference of the IFAWPCA to be held in Korea, and about the 36th Board of Directors Meeting. Then, Cha Ryuba, assistant manager of the International Contractors Association of Korea, gave a presentation on the topic “Strategy to Enter into the South Asia’s Market: Focusing on Uzbekistan and Kazakhstan,” as a part of the series of lectures about the expansion strategy into Central Asia that started after the 7th Forum.

After that, Park Seong-jin, former resident official in Uzbekistan, and manager of the Land Policy Department of the Ministry of Land, Transport, and Maritime Affairs, gave a presentation titled

“Cooperative Strategies in Kazakhstan.” Starting with the current status and trends in Kazakhstan, Mr. Park gave an in-depth presentation about the current status on expansion by Korean companies, expansion strategies, and other factors to consider. In particular, he emphasized that when Korean companies enter the Kazakhstan market, they must give serious consideration to the market conditions, learn from the experiences of the Korean companies that have already entered the Kazakhstan market, improve the laws and systems with a long-range perspective and focus on training human resources. In the discussion that followed, the members held a question and answer session based on how to write an agreement when entering into Uzbekistan and Kazakhstan markets, as well as successful and unsuccessful cases of entry into the markets, etc.

In addition, the GDPC conducted a survey about this issue, regarding strengthening overseas development partnership competence, and selected the topic “Participation Strategy for the Projects of the International Development Bank” for the next seminar.

The GDPC hosted the 10th Global Development Partnership Forum on Wednesday, July 4, 2012, at the Ritz Carlton Hotel in Seoul. A total of 36 members from public institutions and companies related to overseas Development partnership attended the forum. The Forum consisted of two invitation lectures: “Status on Development Partnership and Policies of Korea” by Kim Chung-ho, development partnership policy officer of the Prime Minister’s Office, and “Trends of Newly Emerging Overseas Construction Markets” by Kim Gyu-cheol, manager of the Overseas Construction Support Department of the Ministry of Land, Transport, and Maritime Affairs.

The first lecturer, Mr. Kim Chung-ho, lectured about the “Status on Development Partnership of Korea and Policy Directions,” explaining the basic direction of ODA in Korea, its systems, scale, current status, and the advancement model for the ODA policies of 2010 and 2012. He also provided in-depth explanations about the roles of the private sector in overseas expansion through ODA, different ways to accomplish overseas expansion, things to take note of in regards to overseas expansion, the Public-Private Partnership (PPP) model, and policy tasks of the Prime Minister’s Office regarding the strategic use of ODA.

The second lecturer, Mr. Kim Gyu-cheol, lectured about “Trend of Newly Emerging Overseas Construction Markets,” discussing the current status on overseas construction, and overseas construction markets, by region, and the problems related to the process of ordering materials, based on the records of orders made by construction companies. Mr. Kim Gyu-cheol talked, in particular, about the emerging overseas construction markets in Iraq, Myanmar, Colombia, Peru, and Chile, comparing the ordering processes by region and construction type. He emphasized that Korean companies should diversify their businesses, and develop business areas that create high added value. In the discussion that followed, the members agreed that in order for the Korean government and Korean companies to expand into emerging markets, strategic policies, detailed plans, and implementation of the PPP in different business areas are necessary.

The GDPC hosted the 11th Global Development Partnership Forum on Wednesday, August 8, 2012, at the Ritz Carlton Hotel in Seoul. The Forum consisted of a presentation on “Grant-aid Projects of KOICA and Participation Strategy of Private Corporations” by Lee Yeon-soo, manager of the General Policy Team of the Policy Planning Department of KOICA, and a presentation titled "Introduction of the Global Development Partnership Academy and the Building of the Online Support Center for Global Development Partnership” by Sakong Ho-sang, Director of the GDPC of the KRIHS.

Mr. Sakong Ho-sang explained a few programs the GDPC has been preparing. He proposed a differentiated and customized training program for field agents, developed by comparing the training programs of various institutions in Korea, and based on their participation in overseas projects. In addition, Mr. Sakong Ho-sang announced to the forum members that, in October, the GDPC planed to provide demonstration training for any staff members involved in overseas projects, GDPC mentoring services, and an online and up-to-date information support system in each country.

Lee Yeon-soo, Manager of the General Policy Team of the Policy Planning Department of the KOICA gave a presentation titled “Grant-aid Projects of KOICA and Participation Strategy of Private Corporations.” Mr. Lee Yeon-soo first spoke about the KOICA’s organization, its budget, training, evaluation, and other important policies and strategies. He then went on to explain in detail the different strategies used by the KOICA based on region and area, cross-category issues (e.g. gender and environment), gender equality development partnership projects, public-private partnership projects, and the establishment of a development partnership association. In particular, he emphasized the need for strengthening the corporate competitiveness of Korean private enterprises, in order for them to actively participate in grant-aid projects of the KOICA in the future.

Mr. Lee Yeon-soo and the members of the Forum held a question and answer session regarding the establishment procedures of the Country Partnership Strategy (CPS), participation of private enterprises, intensive support areas of ODA, and the application of cross-category issues within a project plan. The participants also engaged in an active discussion regarding the cooperation between the KOICA and private enterprises.

5, 2012, at the Ritz Carlton Hotel in Seoul. The Forum consisted of a presentation titled “Status on Vietnam’s Economy and the Business/Investment Opportunity of Korean Companies” by Tran Trong Toan, Ambassador of Vietnam to Korea, and a presentation titled “Introduction of the Overseas Human Network of the GDPC” by Park Soon-up, Senior Officer of the GDPC. Mr. Park first explained the human network of foreign trainees and experts that the GDPC had built. He spoke about the human network database of the KRIHS that was developed between 2003 and 2012, and about the GDPC between 2011 and 2012. In addition, he showed the list of 21 overseas institutions that the KRIHS has entered into cooperative relationships with through an MOU or other Agreements, emphasizing active use of the KRIHS’s network by the Forum members.

Next, Tran Trong Toan, Ambassador to Korea from Vietnam, gave a presentation on “Status on Vietnam’s Economy and the Business/Investment Opportunity of Korean Companies.” Starting with an introduction about the potential of the Vietnamese economy, the current economic conditions, and the economic development plans for now, and up to 2020, the Ambassador explained the trends in the Vietnamese construction market, its government policies, and the advantages and opportunities for Korean investors in the Vietnamese market. Referring to the discussion on the free trade agreement between Korea and Vietnam, the Ambassador emphasized that the two countries need to work hard facilitating trade and business opportunities in the areas of agriculture and infrastructure.

The Ambassador and the Forum members held discussions on the PPP projects of the Vietnamese government, the social and economic development plans, the trade between Korea and Vietnam, and the areas in which Vietnam hopes to attract investments from Korea (e.g. energy, steel, and infrastructure).

The GDPC hosted the 13th Global Development Partnership Forum on October 10, 2012, at the Ritz Carlton Hotel in Seoul. In the Forum, there was a presentation titled “Status on India’s Economy and Korean Companies’ Strategy to Enter into the Market of India” given by Vishnu Prakash, the Ambassador from India, and a presentation titled “Introduction of the EAROPH, the UKP Academy of the World Bank, and the Global Development Partnership Academy” by Sakong Ho-sang, director of the GDPC of the KRIHS. Mr. Sakong Ho-sang spoke about the 23rd EAROPH World Congress, and the Urbanization Knowledge Platform/World Bank (UKP) SAR Workshop to be held between October 16 and 19, 2012. He also spoke about the “MDB Procurement Project Proposal Training

Program" developed for the staff of the Global Development Partnership Academy, that is to be held on November 6 and 8.

Ambassador Vishnu Prakash gave a presentation titled “Status on India’s Economy and Korean Companies’ Strategy to Enter into the Market of India.” The Ambassador explained the history of cooperation between Korea and India, the economic conditions, policies, and the background for growth in India. In particular, the Ambassador explained the current status on the markets in India that are based on well-trained human resources, and the growth of competitive Indian companies, and asked for the entry and cooperation of Korean companies. In the question and answer session that followed, the Ambassador and the Forum members held discussions on India’s transportation infrastructure, including roads and railroads, the focus of transportation policies of India, and protection policies for foreign investor companies involved in public-private partnerships in the future.

The GDPC hosted the 14th Global Development Partnership Forum on November 7, 2012, at the Ritz Carlton Hotel in Seoul. The Forum consisted of a presentation titled “Preparing for A Planet of Cities” by William Cobbett, Manager of Cities Alliance (Cities Without Slums), and the presentation of “Transport Master Plan and the SOC Project of Egypt” by Ryu Jae-young, senior research fellow of the Infrastructure Research Division of the KRIHS. Mr. Ryu Jae-young first explained the Korean investment in the Ministry of Transport of Egypt. He then gave a detailed presentation on important projects in Egypt, the outlook in the areas of transportation, important policy directions, environmental issues, and projects in areas including, railroads, marine transportation, roads, and bridges. In addition, he spoke about the backbone transportation network plan of Egypt (2012-2027), and the investment projects that Korea hopes to participate in.

Wlliam Cobbett, Manager of Cities Alliance (Cities Without Slums), gave a presentation titled

“Preparing for A Planet of Cities.” Mr. Cobbett first spoke about the trends of urbanization that are prevalent in Latin America, the Sub-Saharan Region, and South East Asia. He gave a presentation about the prerequisites for successful transformation of cities in Africa and Asia by seeing the connections between urbanization, poverty, and sustainable development, and the importance of Korea sharing their urbanization and development experiences. In the question and answer session that followed, the participants discussed the execution of Cities Alliance’s budget and operations, and ways for public institutions and private enterprises of Korea to join Cities Alliances.

The 14th Global Development Partnership Forum

The GDPC hosted the 15th Global Development Partnership Forum on December 5, 2012. There were 32 Forum members and speakers who attended this Forum including Goo Yoon-cheol, Director of the Ministry of Strategy and Finance (currently dispatched to the Korea National Diplomatic Academy), Park Gwan-sik, Advisor for KOTRA, and Lee Dae-hyong, Executive Vice President of Seoyoung Engineering. In this Forum, a total of 14 forums held in 2012 were evaluated. Sakong Ho-sang, Director of the GDPC presented information about the performances and achievements of the forums, and its related projects, held in 2011 and 2012. Included were meetings between the forum members and GDPC trainees, seminars on overseas development partnerships, the Global Development Partnership Academy, and online MDB mentoring services.

The Forum members appreciated the quick growth of the Forum and its huge achievements.

During the discussion about the plans for the operation of the Forum in 2013, most of the members expected further growth of the Forum, and proposed cooperation among the Forum members in carrying out overseas projects. The projects included local workshops in developing countries such as Vietnam and Myanmar, and in foreign development banks such as the ADB. Most of the members also agreed with the idea of building cooperative relationships among the members by carrying out joint projects. In order to cooperate with the Forum members, the GDPC of the KRIHS, proposed providing strategic and differentiated consultations regarding the MDB, and services dealing with public/private partnership projects. In addition, operating plans for the Forum, and the MDB training for staff members, were also discussed as methods that would support long-term growth, and an improvement in the capacity for overseas expansion.
