사회의 소수자에 대한 편견을 해소하고 이들에 대한 차별금지를 이루 는 일은 한 부처가 아닌 다양한 부처의 협력적 노력이 필요한 일이다. 하 지만 또한 이는 단순히 정책 입안자, 정치·사회 엘리트만의 책임이 아닐 것이다. 이러한 법이 제정되도록, 정책이 올바른 방향으로 나아가도록 감 시자(watchdog)로서의 역할을 하는 것은 바로 일반 시민이다.
역사적으로 차별과 편견의 대상이 되고, 박해를 당하는 소수자들의 인 권신장은 당사자들의 노력뿐 아니라 일반 시민들의 사회정의에 대한 불 관용, 지지와 연대가 중요한 역할을 하였다(장서연, 2018). 미국의 흑인 민권운동이 성공할 수 있었던 것은 마틴 루서 킹(Martin Luther King) 이라는 훌륭한 지도자가 있어서가 아니라, 인종을 막론하고 모든 사람이 차별받지 않고 평등하게 대우받을 권리가 있으며, 이에 대한 사회의 변화 를 요구한 일반 시민이 있기 때문이었다. 자신이 알게 모르게 가지고 있
는 편견적 인식을 깨닫고, 사회정의를 증진하기 위해 개인적 노력을 아끼 지 않으며, 잘못된 사회구조를 바꾸기 위해 노력하는 것, 이 모두가 우리 의 일이다. 이 연구가 한국인들이 소수자에 대해 가지고 있는 명시적 편 견뿐 아니라 암묵적 편견에 대한 기초자료를 제공하고, 향후 이들의 소수 자에 대한 인식 변화 및 차별 방지에 대한 논의에 기여하길 바란다.
