Summary
Drawing on the framework for the World Bank’s SABER-Student Assessment programme, this presentation briefly discusses three factors for guiding the development and implementation of effective national learning assessment systems: (i) the enabling context, (ii) system
alignment, and (iii) the quality and use of assessment data. It also describes three key categories of assessment activities that can be found in most national learning assessment systems: classroom-based assessment, examinations, and survey-type assessments.
