I. 연수프로그램 개요

1. 필요성 및 목적

가. 필요성

직능원에 설치된 유네스코 직업기술교육훈련 우수 지역센터 의 기능으로서 인적자원개발 및 직업교육훈련 분야의 국제활 동을 원활하게 수행하고 국제협력 분야 사업을 내실 있게 추 진할 필요가 있음.

아・태 지역 회원국과의 netw ork을 활성화하여 공동 연구 및 사업의 수행에 상대국가의 적극적인 참여를 유도함으로써 국제 협력교류 활동을 강화할 수 있는 기반을 구축할 필요가 있음.

우리 나라의 인적자원개발 및 직업교육훈련 분야에 관한 kn ow -h ow 와 경험을 체계적인 내용으로 구성하여 이를 필요 로 하는 유네스코 아・태 지역 회원국에 전수함으로써 직능 원이 지역센터로서 대외 지원 역할을 수행하고, 연수프로그 램의 운영을 통하여 2001년 Ad elaide에서 합의한 지역센터간 의 기능 분화에 부응함.

나. 목적

연수자가 우리 나라의 인적자원개발 및 직업교육훈련 분야의 전체적인 틀을 파악할 수 있도록 하여 각자 자국의 인적자원 개발 및 직업교육훈련 분야의 방향, 목적, 기본 틀 그리고 전 략을 수립하는 데 필요한 정보를 제공함.

연수자가 우리 나라의 인적자원개발 및 직업교육훈련 분야에 대한 정보와 지식을 얻음으로써 동 분야에서 한국이 거둔 성 과를 좀더 적극적・효과적으로 자국에 이식하도록 동기를 부 여하는 한편, 이와 관련하여 직능원이 축적한 전문성을 컨설 팅에 연결할 수 있는 고리를 확보함.

인적자원개발 및 직업교육훈련 분야에 관한 총론적인 내용을 다루는 본 연수 사업을 성공적으로 수행함으로써 아・태 지 역 회원국을 대상으로 각론 부분에 관한 연수프로그램을 지 속적으로 개발하여 이를 직능원의 연례 연수프로그램으로 정 착시킴으로써 직능원의 대외적인 활동 영역을 확대함은 물론 향후 인접 산업에 대한 파급효과를 거둘 수 있는 기반을 마련함.

2. 내용

가. 프로그램명칭

- 국문: 아・태 지역 회원국 인적자원개발 및 직업교육훈련 분야 전문가/ 관계 공무원 연수 프로그램 운영 사업(UNESCO 지원사업)

나. 추진 방법 및 과정

※ 다음과 같은 절차를 통하여 연수 프로그램을 운영함.

□ 지원서 접수

아・태 지역 회원국 인적자원개발 및 직업교육훈련분야 전문

가/ 관계 공무원 연수 프로그램(이하 연수프로그램 ) 홍보

및 지원서 접수

지원 자격: 유네스코 아・태 지역 회원국민으로서 최소한 7년 이상 인적자원개발 및 직업교육훈련 분야에서 근무한 경력이 있는 전문가 및 관계 공무원중 연수프로그램을 이수하여 자국 의 정책수립과 시행에 영향력을 발휘하거나 동 분야 발전에 기여할 수 있는 자

제출서류: 이력서, 소속 기관장 추천서, 여권 사본, 연수 참가 지원서(본원 소정의 양식)

서류 제출 방법; 각국의 UN ESCO 국가 위원회에서 접수하여 일괄 제출

□ 연수생 선발

심사 기준: 해당 분야 근무 기간, 지원자의 소속 기관 직급, 소속 기관장 추천서 등

선발 인원: 10명 내외

□ 연수 프로그램 운영

연수기간: 4일 30시간 내외 연수시기: 2002. 7. 9 ～ 7. 12

□ 연수 프로그램 평가 및 결과보고

연수자의 연수 결과 평가

- 참여 강사를 대상으로 한 연수생 평가 프로그램 운영에 대한 평가

- 참가자를 대상으로 한 연수 프로그램에 대한 설문

□ 주요 과정

홍보 및 지원자 접수

- 2002년 5월 3~7일. 각 나라의 UN ESCO N ation al Commission 에 연수 참가자들 선별에 관한 협조 요청 서한 발송

- 2002년 5월 7~10일. 각 나라 유관기관에 프로그램 소개와 지 원서 발송(이메일, 팩스, 편지)

- 프로그램 참가자들을 위하여 계속적인 메일 서신 - 대사관 비자관련 협조 요청(카자흐스탄, 중국) 강사자 초청을 위한 섭외

- 교육인적자원부, 노동부, 학교법인기능대학, 한국기술교육대학 교 및 직능원의 전문가 6명

- 전문 강사자 최종 확정

- 2002년 6월 28일(일), 1차 강의 원고 접수 마감 - 2002년 7월 5일(금), 2차 강의 원고 접수 마감

3. 기대 효과 및 활용방안

우리 나라의 인적자원개발 및 직업교육훈련 분야의 경험을 해 당 국가에 전수하고 향후 연관 산업분야로의 파급 효과를 제 고함.

동 분야에 관한 전달 내용을 체계화함으로써 향후 연수프로그 램 개발의 기초자료로 활용함은 물론 원내외 전문가의 강의 및 연수진행 경험을 축적하여 국제연수프로그램 운영의 인력 p ool을 구축함.

연수 참여 국가에 인적자원개발 및 직업교육훈련 분야의 성공 적인 경험과 사례를 전달함으로써 향후 직능원이 전문가 컨설 팅 지원을 비롯한 지속적인 협력 제공의 기반으로 활용함.

유네스코 아・태 지역센터의 활동으로서 호주의 지역센터와 차별화된 활동 영역의 발굴 가능성을 높이고, 참가 회원국과 의 netw ork 활동을 강화하기 위한 기반으로 활용함.

사업 결과에 대한 참여자의 호응도를 높이고 유네스코 아・

태 지역 회원국가의 요구를 유도하여, 향후 인적자원개발 및 직업교육훈련 분야의 각론에 관한 연수 프로그램 개발 및 시 행의 토대를 마련함.

4. 결과 평가

가. 주체자 평가

프로그램 총평

- 모든 반응이 나타나려면 시간이 걸리지만 교육산업이란 투자 를 해서 불필요한 것이라 할지라도 보이지 않는 효과, 국익 이 있으므로 계속적으로 추진해야 함

- 직급이 있는 사람들이 참가하여 불법관련 문제는 없었음 개선점

1) 일정표 관련

- 강의 시간을 더 늘려서 충분한 교육이 이루어 질 수 있도록 함 - 연수시기를 봄, 가을로 개편

- 일정을 일찍 시작하여 줄여서 오후에 개인 방문이나 개인 시간 줌

2) 강의 내용

- 선정된 주제 이외에 필요한 것들 삽입 예) 교과과정 개발,

교수기법 그 자체

- 일률적인 것보다 융통적으로 할당해야함

- 연수자의 관심사를 분석. 중요하다고 생각하는 분야

- 이론과 실제(현장 견학)가 있는 것은 시간 할당을 더 많이 하도록

- 정책분야--> 강의를 1시간 정도로 줄이고 비디오와 자료, 질 문을 더 포함시킴

- 좋은 내용을 미리 연수자들에게 물어서 선정

- 대다수 참가자들이 어떤 분야인지 파악하여 주제선정과 시 간 배분

- 강의 자체를 처음에는 전반적인 것으로 하고 다음에는 세분 화시킴

3) 강의실

- 집기도구 등 관리, 강사의 편의 고려 - 스크린의 글자들 크게 하도록 함 4) 연수대상자

- 연수대상을 조금 더 전문적이고 High Level 국가에 영향력 을 끼칠 수 있는 사람(노동부나 교육부와 차별을 두어야 함) 기타 사항

- 10월 워크샵은 연구원을 대상으로 개최

- 설문지, 보고서 등을 받아서 후에 있을 프로그램에 덧붙임 - UN ESCO Region al Center에 대한 구체적인 체계가 잡혀야

할 듯, 언어적인 문제가 해결되어야 함

- 차별화를 시키고 방향을 잘 잡고 나가야 함(SIVAT처럼 실무 교육을 시킬것인가, KOIKA처럼 연수식으로 운영할 것인지) - 직업훈련의 필요성이 많이 요구됨 (후진국은 대학 진학이

드물기 때문에 중등 이전까지만 관심, 그러나 우리나라는 대학진학이 많음, 그래서 안 맞는 부분이 많음)

- Online 교육 에 대해... 불가능하면 구체적 사례 소개 정도만 - 각 나라 수준이 틀리기 때문에 우리의 것 중 도움이 될만한

것을 걸러서 교육함

국제화와 과학기술의 발전이라는 양대 현상은 양면성을 지니고 있습 니다. 저마다 다른 경제적・기술적 수준에 도달해 있는 세계 각국은 이 두 현상을 한편으로는 극복하기 어려운 도전으로서 인식하기도 하 고, 다른 한편으로는 더 큰 도약을 위한 절호의 기회로 받아들이기도 합니다. 하이테크 기술을 선도하고 있으며 그 기술을 활용할 수 있는 풍부한 인적자원을 확보하고 있는 나라들은 예측불허의 변화를 몰고 오는 국제화와 과학기술의 발전을 호기로 삼을 수 있을 것입니다. 반 대로 경제기반, 기술, 인적자원 그리고 자국의 노동인구를 위한 교육 훈련 등의 측면에서 준비가 덜 된 나라들은 점점 더 벌어져 가는 선 두주자들과의 격차를 좁혀야 하는 난제를 안고 있습니다.

한국의 경제발전은 이 커져 가는 간극을 좁히는 데 성공한 보기 드문 모범사례의 하나라 하겠습니다. 이 성공의 비결은 천연자원의 부족을 극복하기 위한 전략으로서 효과적인 직업교육훈련을 통한 인 적자원의 개발에 힘썼던 데 있습니다. 물론 이러한 직업교육훈련을

정착시키기까지는 많은 시행착오들이 있었습니다. 지난 수십년간의 노력이 있었기에 오늘날 한국은 직업교육훈련의 정책적, 제도적 기반 을 확립할 수 있었습니다.

한국직업능력개발원은 1997년에 설립된 이래 한국의 직업교육훈련 과 인적자원개발 분야의 중추적인 역할을 담당해왔습니다. 정부출연 연구기관으로서 본원은 정책의 수립과 시행 그리고 프로그램의 개발 등을 위한 연구를 수행하는 외에도 민간자격국가공인사업과 같이 인 적자원의 개발과 관련된 다양한 사업을 시행하고 있습니다. 특히 본 원의 직업진로정보센터에서는 개개인에게 좀더 가까이 다가가기 위한 방편으로 진로상담과 커리어넷 서비스를 제공하고 있습니다.

한국직업능력개발원의 다양한 기능과 사업 그리고 축적된 노하우 는 자국 직업교육훈련분야의 발전을 위해 벤치마킹의 필요성을 느끼 고 있는 아・태 지역 국가의 전문가, 정책입안자, 행정가들에게 교육 훈련을 제공할 수 있게 하는 최적의 요건입니다. 2002년도 유네스코 직업교육훈련 우수지역센터 연수 프로그램은 아・태 지역 국가들의 효과적인 직업교육훈련 시스템 정착의 노력에 길잡이가 되고자 하는 취지에서 개발된 것입니다. 본 프로그램에 참여함으로써 자국의 직업 교육훈련 분야에 새로운 변화를 가져올 수 있는 영향력 있는 분들이 꼭 이 기회를 활용하실 수 있기를 바랍니다.

Korea Research In stitu te for Vocation al Ed u cation an d Train in g (KRIVET) th rou gh its m an y activities w ith intern ation al organ ization s su ch as UN ESCO, O ECD an d ILO h as often p lay ed a lead in g role in th ese efforts. In 1999, KRIVET w as giv en th e m an d ate to serv e as on e of tw o UN ESCO Region al Centers of Excellence in TVET in th e Asia-Pacific. To fu lfill this role, KRIVET p lan s to bu ild on p ast activities an d d ev elop n ew in itiativ es to foster th e d ev elop m en t of TVET in th e region .

Th e UN ESCO Region al Center of Excellen ce in TVET Train in g Program (h ereafter Th e Train in g Program ) is on e of th e n ew initiativ es p lan n ed for lau nch th is y ear . Throu gh th e assessm en t of train in g n eed s of exp erts in th e region an d th e con su ltation of exp erts in Korea, w e fou n d th at th ere w as a sp ecial in terest in th e role of TVET an d H RD in Koreas rap id econ om ic d evelop m ent . Ou r staff h as d ev elop ed a train in g p rogram th at w ill allow p articip an ts to grasp th e big p ictu re as w ell as th e sign ifican t d etails of Koreas TVET an d H RD to u se as reference in m akin g an d in im p lem entin g p olicies su itable for th e con d ition s of th eir ow n cou ntries.

- All ap p licants are eligible for gran ts coverin g p artial or fu ll cost of p articip atin g in Th e Trainin g Program . Th e p u rp ose of th e grant is to p rovid e su p p ort to th ose w h o h av e u rgent n eed for trainin g bu t are lim ited by fin an cial con straints to p articip ate in th e p rogram . H ow ever, if th ere is m u ch com p etition in th e selection of su ccessfu l ap p licants, p riority m ay be given to th ose w h o can at least p artially cover th e exp en ses.

- Th ere are tw o typ es of gran ts, th e fu ll grant an d th e p artial grant . Th e fu ll grant covers p lan e fare and accom m od ation . A p artial grant cov ers only accom m od ation .
