Report of the Director-General

Seventh Supplementary Report:

Appointment of an Assistant Director-General

1.

In accordance with the Staff Regulations, appointments at the Assistant Director-General level are made by the Director-General after consultation with the Officers of the Governing Body. On entering upon duties, an Assistant Director-General shall make and sign the prescribed declaration of loyalty before the Governing Body in public session.

After duly consulting the Officers of the Governing Body, the Director-General has decided to appoint Mr Nicolas Niemtchinow as Special Adviser on the Future of Work Initiative at the Assistant Director-General level, with effect from 1 November 2015.

This appointment is communicated to the Governing Body for information. A brief statement concerning the qualifications and previous activities of Mr Nicolas Niemtchinow is given overleaf.

4. The Governing Body notes this appointment made by the Director-General, after

having duly consulted the Officers of the Governing Body, and invites

Mr Niemtchinow to make and sign the prescribed declaration of loyalty as

provided under article 1.4(b) of the ILO Staff Regulations.

Mr Nicolas Niemtchinow

Appointed Special Adviser on the Future of Work Initiative, with effect from 1 November 2015.

Mr Niemtchinow, a French citizen born on 27 April 1968, holds an MA in history and is a graduate of the Ecole Normale Supérieure, the Institut d’Etudes Politiques and the Ecole Nationale d’Administration in Paris.

Upon leaving the Ecole Nationale d’Administration in 1995, Nicolas Niemtchinow joined the French Ministry of Foreign Affairs. From 1995 to 1998, he was an expert in the Directorate-General of Political Affairs. From 1998 to 2002, he was First Secretary at the French Embassy in Russia. From 2002 to 2005, he was appointed Deputy Chief of Mission at the French Embassy in Jordan. From 2005 to 2009, he returned to the Ministry of Foreign Affairs as an assistant director in the Directorate of Political Affairs. In 2009, he was appointed Diplomatic Adviser to the Minister of Defence. From March 2011 to February 2012, he was Deputy Director of the Office of the Minister for Foreign and European Affairs, and was responsible for the general coordination of French foreign policy, particularly on global issues such as the Millennium Development Goals and the post-2015 development agenda goals.

From February 2012 to August 2015, Mr Niemtchinow was Ambassador, Permanent Representative of France to the Office of the United Nations at Geneva and other international organizations in Switzerland.

While carrying out this latest mandate, Mr Niemtchinow expressed strong support for ILO reform, in particular for the promotion of a more active and recognized role for the Organization in international governance as a reference point on employment, social dialogue and vocational training issues. He took part regularly in discussions and workshop retreats organized by the ILO, and was personally highly involved in developing its work.
