서울시립대학교에서 조경학(BLA)을 전공하고, 서울대학교 환경대학원에서 환경조경학(MLA)을 전공하였다. 동 대학원에서 환 경계획학 박사과정을 수료하고, 현재 미국 PPS에서 인턴으로 근무하고 있다. PPS는 뉴욕시에 위치한 비영리기관(Nonprofit Organizaton)으로 도시의 공공공간에 대한 디자인 및 계획, 교육프로그램을 지원하고 있다.

신시아 니키틴은 세계적인 공공미술 및 커뮤니티 디자인 전문가이자 행동가다. 미국 클라크대학교(Clark University)에서 미술사(Art History)와 비교정치학(Comparative Politics)을 전공하고, 뉴욕대학교(New York University)에서 예술경영(Arts Management)과 도시계획(Urban Planning) 전공으로 석사학위를 받았다. 현재 PPS(Project for Public Spaces) 부회장을 맡고 있다. 19년간 전문가로 서의 능력을 발휘하여 다운타운을 중심으로 한 175개 이상의 대규모 복합 프로젝트에 참여하였다. 대표적인 활동으로, 다운타운 마스터플랜을 비롯하여 대중교통시설 및 역세권 개선, 자전거 전용도로 설치 및 주(State) 고속도로 토지이용계획, 주요 도시의 공공미술 프로젝트에 참여하 였다. 또한 시립도서관 등의 공공건물을 시청사와 통합하여 이를 다용도로 사용할 수 있도록 제안하기도 하였다. 뉴욕 스트리트 르네상스 프로 젝트, 휴스턴 다운타운 공원 리뉴얼뿐만 아니라 공공 디자인과 관련한 프로젝트에 다수 참여하였다. 현재 도시 시민을 위한 공간창출 프로젝트 ‘장소 만들기(Placemaking)’를 현장에서 실천하고 있다.

윤윤정(이하‘윤’): PPS(Project for Public Spaces)1)는‘장소 만들기 (Placemaking)’개념에 입각하여 공공공간을 계획 및 설계하고 있습니 다. 장소 만들기란 무엇인지 설명하여 주십시오.

▶▶신시아 니키틴(이하‘니키틴’): 우리는 장소 만들기에 대한 PPS 나름의 정의를 내리고자 했습니다. PPS 웹사이트에 장소 만들기가 무엇인지에 대한 질문을 올렸고, 이에 대해 700여 개 이상의 댓글이 달렸습니다. 댓글 의 내용들을 살펴보면, 장소 만들기는 머물고 싶은 장소로 변화시키는 과 정이라고 말하기도 하고, 사회 발전과 통합을 지원할 수 있는 건조환경 (Built Environment)을 조성하는 것이라고 언급하기도 하고, 어떤 이들 은 이를 휴먼 임파워먼트(Human Empowerment) 차원에서 설명하기도 합니다. 개인적으로는「시카고 장소 만들기」라는 책에서 장소 만들기에 대 해 정리를 가장 잘했다고 생각합니다. 이 책에서 장소 만들기는 사람들을 관찰하는 것으로 시작하여, 그들에게 공공공간을 어떻게 사용하는지, 이 공간에서의 문제는 무엇이며, 무엇이 필요한지 묻습니다. 그리고 우리는 이들의 생각을 메모하고, 이를 비전으로 만들어 계획을 설정합니다. 이것 이 단기적으로 실행할 수 있는 장소 만들기의 첫 단계로 보는 것입니다.

Yunjung Yun(‘Yun’): Using the concept of Placemaking, PPS plans

and designs public spaces. Would you define Placemaking for me?

▶▶ Cynthia Nikitin(‘Nikitin’): The way we decided to define it was to

ask PPS members to tell us what they thought Placemaking meant. So we posted the question on a website and we got over seven hundred answers.

People said Placemaking is turning a place into something you can’t wait to get through to a place you never want to leave. People talk about it in terms of creating a built environment that supports social development and social cohesion. People have spoken about it in terms of its human empowerment. And I think the best definition is in our Chicago Placemaking book where it starts with watching and asking people about their ideas using a public space, their issues and their aspirations; then, we take notes of these ideas and turn them into a vision document or a conceptual vision plan and start looking at implementing short term improvements. So Placemaking, in some ways, is an immediate process for making positive changes in the built environment; a process that also builds social cohesion and encourages people in a community to collaborate and work together. This process is not something that an architecture or design firm can do by itself. It is very much a holistic

윤: PPS가 수행하는 프로젝트 범위는 도시의 주요 가로를 비롯하여 공원, 시장, 캠퍼스 등 그 대상이 광범위합니다. 프로젝트를 수행하면서 PPS가 개진하고자 하는 비전과 공공규제와의 갈등이 발생할 수도 있다고 생각합니다. 이러한 경우 서로 간의 의견 충돌을 어떻게 해결하는지 말씀해 주십시오.

▶▶니키틴: 미국, 유럽을 비롯한 모든 도시들에 는 규제를 비롯한 법률, 정책 등이 있습니다. 일 반적으로 사람들이 벌이고자 하는 프로젝트는 종종 불법이거나, 이유를 막론하고 그들이 생활 하는 도시에서 프로젝트를 벌일 수가 없습니다.

우리가 하는 일 중 하나가 사람들로 하여금 규 제와 규율을 바꾸도록 하여 이를 실제로 실행할 수 있도록 지원하는 것입니다. 그러나 사람들은 이러한 규제를 아무 의심 없이 받아들이고 있습 니다. 몇몇의 사례에서는 이 법률이 왜 여기에 적 용되는지 알지 못하여, 사람들이 이러한 법의 타

당성에 관하여 연구할 수 있는 프로젝트를 6개월 간 수행한 적이 있습니다. 사람들은 이 규제가 어 디에서 파생되었는지 찾고자 하였습니다.

우리는 기존의 규제와 법에 대하여‘언제 이 법이 만들어졌는가’, ‘무엇을 예방하기 위하여 만들어졌는가’, 그리고‘그 규제가 지금도 적절 한가’를 묻습니다. 우리의 관점에서 규제는 바 뀔 수 있다고 생각하기 때문입니다. 우리는 이 를 성공적으로 바꾼 경우도 있지만, 그렇지 못 한 경우도 있습니다. 규율이 존재하는 진짜 이 유가 있다면 우리는 그것을 이해하지만, 규율은 여전히 바뀔 수 있다고 생각합니다.

이와 관련하여 PPS는 종종‘규제자유구역 (Bureaucracy Free Zone)’을 설정하도록 제안 하고 있습니다. 이렇게 되면 이 구역으로 지정

collaborative development, working with the people currently using the public space or the citizens and residents who will use the space in the future.

Yun: PPS projects include urban thoroughfares, parks, markets, and campuses. Throughout

these numerous projects, PPS’s creative vision on public spaces and public facilities might conflict with official regulations and guidelines on such spaces. Has this ever happened and if so, how did it affect the project and how did PPS solve the conflict?

▶▶ Nikitin:Including American cities and European cities, every city has regulations, laws, policies and rules. By and large, what happens is the projects that people want to have happen are often illegal or not possible in their city for whatever reason. So a lot of our work goes into encouraging people to change the rules and regulations to allow these things people want to happen. People also have come to accept these regulations and rules without questioning them.

In some cases, no one knows why a law is in place and we have had projects where people have done research about the validity of these laws. We worked for six months and these people tried to find out where a rule came from; in one case, you could not have a median in a road wider than four feet. They said, “You just can’t.” If you are making a road, a boulevard, you cannot have the center island more than four feet and we said, “Why not?” It took them six months to come back to us and they said “We have no idea where this rule came from. Make them [the medians] bigger.” See, as soon as you can go six feet you can plant trees, in the median; a tree can’t grow in four feet of space. Therefore, we have to sometimes question the rules for a project that people want.

We ask these questions: when was this law made, what was it designed to protect and is it still relevant? Because in our system, rules can be changed. Sometimes we are successful, sometimes not. If a real reason exists for the regulation, we understand, but still changes can be made. What we often recommend is creating a “bureaucracy free zone” as an experiment. For that one street or that one block, there are no rules. You can have dogs in the restaurant, outdoor displays, and flowers; obviously some rules you don’t get rid of, like not breaking windows. But all of those small and annoying regulations that make things impossible, for a month or two, don’t exist. Let people do what they want and then evaluate them to see how

윤: PPS는 멋진 공간을 만드는 특징적 요소 로서 네 가지(Sociability, Uses & Activities, Access & Linkage, Comfort & Image)를 언 급 하 고 , 세 부 적 으 로 I n t a n g i b l e과 Measurement로 나누어 요인들을 제안하고 있 습니다. Measurement 요인 중 Street Life, Retail Sales, Parking Usage Patterns에 대해 구체적으로 설명해 주십시오.

▶▶니키틴: 네 가지 요인은 좋은 공공공간이 지 니고 있는 공통적인 특징들입니다. 여기에는 세

부적으로 정성적 요인과 정량적 요인을 구별하 고 있습니다. Intangible은 정성적 특징으로 공 간의 질과 관련한 것입니다. 이는 감성적 반응 으로 사람들이 장소를 걸으면서 느낄 수 있고, 장소에 대한 연계, 장소와의 안전, 장소에 대한 매력 등에 관한 것입니다. 이러한 느낌은 말로 표현하기 어려우며, 물리적으로 구현되는 것이 아닙니다. Measurement는 정량적 요인으로, 이를 통하여 공공공간의 성공적인 조성 여부를 파악할 수 있습니다.

Street Life를 측정할 수 있는 방법은 여러 가지가 있습니다. 가로를 걷는 사람들의 수를 세어서 측정할 수 있습니다. 보도에 있는 사람 들 또는 시간당 가로를 지나는 사람들의 수를 세는 것입니다. 관찰을 통해 측정할 수도 있습 니다. 이 데이터를 통해 사람들의 Street Life(걷거나 서기, 앉기, 점심 먹기, 사람들과 교류하기) 정도를 파악할 수 있습니다. 예를 들 어, 사람들이 Village에서 단순히 걷기만 한다 면, 이는 앉거나 머물 수 있는 장소가 없음을 의 미합니다. Retail Sales는 해당 상인들로부터 영수증을 확인하면 쉽게 파악할 수 있습니다.

successful it was. And then if some rules are needed back, reinstate them, while ignoring the unneeded ones. Thus, the way we get the rules to change sometimes is by experimenting, by saying that there are no rules. These merchants can experiment with the city, put out outdoor cafe tables and all kinds of things and see how well it works and then the city can change the rules to support the new economic and social vitality.

Yun: PPS believes four key attributes make a great place and that intangibles and

measurements complement these four. This diagram shows PPS’s public space planning and design approaches. Please describe in detail these key elements for me. And how should I measure elements like street life, retail sales, parking usage patterns?

▶▶ Nikitin: These are qualities every good public space should have. It is the distinction between the qualitative and the quantitative. The intangibles are the qualitative things, and it has to do with the quality of the space. Something intangible is a feeling, an emotional reaction.

It is the feeling you get when you walk into a place and it feels connected, safe and looks attractive. The measurements are quantitative, these are the ways you measure success.

There are many ways to measure street life. Street life can be measured by counting the number of people on a sidewalk, calculating the walking paths to actual space, and how many people walk through per hour. You can also do pedestrian counts of how many people are walking by and observe their activities. With these measurements, you can figure out the quality of street life(walking by or stopping and lingering, sitting, having lunch, socializing) in that area. Here in the Village, people are just walking, because there is no real place to sit, linger, and gather. Retail sales are easy to measure with the receipts from the merchants. To find out how much money they made before and after, you can calculate by the x amount of square feet, or square meters the business has. If they made five hundred thousand dollars and they have 500 square feet, then they are making a thousand dollars a square foot. This is one way to measure how well the businesses are doing in the area. Also we are starting to see changes in parking usage. For example instead of merchants’ parking all day in the parking space in front of their building, they realized that if they park there, customers can’t, so they park elsewhere. You also see people only parking for half an hour and or an hour instead of all

이러한 결론을 내리게 된 사건 혹은 프로젝트 사례가 있다면 소개하여 주십시오.

▶▶니키틴: 디자인은 물론 중요하고 필수적이지 만, 그렇다고 전부는 아니라는 것입니다. 이와 관련하여 워싱턴주의 터코마시 플라자 사례를 설명하고자 합니다. 터코마시의 플라자는 400 만 달러의 비용이 소요되어 건립되었고, 여기에 야외 원형극장이 설치되었습니다. 원형극장 플 라자 길 건너편에는 미술관이, 그리고 그 길 아

래로 두 블록 너머에 대학교가, 플라자 옆에는 호텔과 컨벤션 센터가 입지하고 있었습니다. 이 장소로 사람들이 모이는 것이 당연했습니다. 그 러나 여기에 오는 사람들은 노숙자이거나 스케 이트보드를 타러 오는 이들이 전부였습니다.

이러한 상황이 발생한 이유는 그 장소를 사 용하는 방법이나 목적을 아무도 몰랐기 때문입 니다. 컨벤션 센터는“아, 우리가 거기에다 외부 전시를 했어야 한다”고 생각하지 못했습니다.

왜냐하면 아무도 그 장소에서 그렇게 할 수 있 다고 말하지 않았고, 작업 스케줄을 이해하도록 돕는 사람이 없었기 때문입니다.

이처럼 사람들이 공공공간을 사용하지 않으 면, 우리가 원하지 않는 다른 이들에 의해 공간 이 점유되거나 바람직하지 않게 이용될 수 있습 니다. 그 장소는 직접적인 목적을 가지고 디자 인되지 않았고, 프로그램과 활동이 없었으며, 이를 마케팅하거나 제고하려는 노력이 없어 결 국에는 커뮤니티도 이 장소를 돌보지 않게 된 것입니다. 그들은 그 장소가 어떠한 용도로 사 용될 것인지 파악하지 않은 채 많은 돈을 들여 그냥 멋진 플라자를 건립했을 뿐입니다.

우리는 그 플라자를 건립한 건축가들을 만났 을 때“왜 그런 형편없는 플라자를 건립하였나 요? 이건 왜 있어야 하죠? 저건 왜 없나요?”라 고 물었습니다. 건축가들은“우리 계획에 다 포 함되어 있습니다”라고 대답했습니다. 나중에 그 들은 이러한 것들을 다 빼버렸고, 결국 이를 실 행하는 데 돈을 다 써버리게 되었습니다. 장소

day, because there is a lot more activity. So as can be seen, parking spaces are used less actively when there is nothing going on; if you wanted to, you could leave your car there for two weeks, it doesn’t matter. But if it is an active space, and there is a lot of demand and you have to pay for your parking, you tend to not leave your car there that long. In the end, there is less abusive parking, but if there is nothing going on, people park for free. Usage patterns also depend on enforcing the regulations that are there.

Yun: PPS believes that design is only a small part of what goes into making great public

spaces. Could you tell me about any specific projects or an incident that attests to this idea?

▶▶ Nikitin:I mean it is important, it’s necessary. But it’s not the whole thing. I will explain this with two examples: a plaza in Tacoma, Washington and Millenium Park in Chicago. The Tacoma plaza, had a budget of four million dollars to build it; it had an amphitheater and was very nicely done. There was an art museum across the street and an art museum down the street and a university two blocks away; it was also next to a hotel and a convention center.

Naturally, it should have become a gathering place. It didn’t happen. The first people there were homeless and the second people there were skateboarders. This happened because nobody really knew how they could use it, what it was supposed to be for. So the convention center never thought “Oh, we could have outdoor exhibits there” because no one told them that they could and no one was there to help figure out a working schedule. As in this case, when people are not using a public space, it will be taken over by people who don’t want other people around and it will be taken over for less desirable uses. Since it wasn’t designed with a purpose in mind, with programs and activities, and they didn’t market it or promote it, they didn’t get the community to embrace it. They just built a very nice plaza with a large amount of money that no one could find a use for. When we met the architects, we asked “Why did you design such a crappy plaza, why isn’t there this? Why isn’t there that?” They replied, “We have all of that in the plan.” They took these plans out and later, ran out of money to implement them. So all the things that would have made it a better place, a cafe, a restroom, better lighting, all the things that would have made it really that much more special was apparently not thought worthwhile.

를 더 좋게 만들 수 있는 야외카페, 조명, 화장 실 같은 것들이 만들어지지 않아 그 공간은 결 국 쓸모없게 되었습니다. 시카고 밀레니엄 파크 는 아름답지만 매우 정적입니다. 장소 프로그램 이 지속적으로 변하거나, 사람들은 그곳에서 자 신만의 경험을 창조해내지 못합니다. 이와 달 리, 센트럴 파크에 가면 아름다운 디자인 요소 들과 함께 자신만의 공간을 정의하게 됩니다.

거기에서 사람들은 자전거를 타거나 소풍과 뱃 놀이를 즐기고, 당신의 아이가 조각물에 올라타 게도 할 수 있습니다. 즉, 사람들이 그 공간을 어떻게 사용할 것인지 이용자가 결정하여 개인 고유의 체험을 창조해내는 것입니다.

밀레니엄 파크의 경우 그 공간을 체험하는 방법을 알려줍니다. 공간이 당신에게‘여기로 가시오’, ‘이것을 보시오’, 그리고‘집으로 돌 아가시오’라고 지시하는 반대의 상황이 발생하 는 것입니다. 그러나 다양한 사람들이 다양한 목적으로 사용할 수 있도록 공간을 유연하게 만 들면 그만큼 감독할 필요가 발생하게 됩니다.

이는 일종의‘관리된 혼란(Managed Chaos)’

이라고 볼 수 있습니다.

윤: 앞서 언급한 두 프로젝트 사례는 공공공 간의 프로그램 고안 및 관리와도 연계되는 것 같습니다. 장소 만들기의 중요한 원칙 중 하나 가 공공공간의 지속가능한 관리에 관한 것입니 다. 공공공간의 조성 후 관리는 어떻게 이루어 지는지 궁금합니다.

▶▶니키틴: 우리는 훌륭한 공공공간을 창조하는 데 프로그램과 관리가 전체의 80%를 차지한다 고 믿습니다. 사람들은 공공공간과 광장, 공원 을 매번 디자인하면서, 이를 관리하고 프로그램 을 고안할 필요성에 대하여 생각하지 않는 것 같습니다. 우리의 신체를 비롯한 모든 것이 유 지관리가 필요한 것처럼, 공공공간 역시 장기적 관점에서 이를 지속가능하게 유지해야 합니다.

공공공간을 지속가능하게 관리하는 방법은 매우 다양합니다. 자원봉사자들이 도시를 도와 공원을 관리하기도 하고, 도시가 이 공간을 관 리할 사람을 고용하기도 합니다. 어떤 경우는 지역사회단체가 이를 관리하게 하여, 그들에게 관리비를 지원해주기도 합니다. 때때로 비영리 컨저번시(Nonprofit Conservancy)가 관리하기 도 합니다. 도시공원을 관리하는 형식과 방법은 매우 다양합니다. 그러나 가장 중요한 것은 공 간 프로그램이 사람들에게서 파생된다는 것을 명심하는 것입니다. 그래서 공원 이용자들에게 공원을 어떻게 사용하고 싶은지, 어떤 공원 프 로그램이 필요한지 질문해야 합니다.

Millennium Park in Chicago is lovely, but it is very static. It is not a place that’s going to continuously change and it is not a place where the people using this space have a role in defining and shaping their experiences of it. However, when you go to Central Park, with its beautiful design features, you have a role in defining your experience of it; you can be on a bicycle, you can be picnicking, you can be playing with a boat, you can be with your kids climbing on a sculpture. You basically determine how you are going to use that park, that public space and what your experience is going to be. Millennium Park tells you how you are going to experience its space; it tells you to go here, to look at this, and then go home. It’s about watching how people use it and changing the place to support this kind of beneficial use.

But making it a flexible space that can be used in many different ways by many different people, does take supervision, oversight and a group of people in charge because it’s like managing chaos. It’s managed chaos.

Yun: Two cases you mentioned before are related to public space management. An

important principle of Placemaking is sustainable management of the space afterwards. Who is in charge of this management after PPS completes the project?

▶▶ Nikitin:We believe programming and management counts for 80% of the success rate of the public space. But we design public spaces and plazas and parks all the time and think they don’t need any management or maintenance. Everything, even the human body needs maintenance and management. This is where we find that management is about the long term sustainability of the place. Its long term success is not just about if the people are keeping it clean and open to public use.

Sustainable management has very many different structures; sometimes it’s a group of volunteers that helps the city take care of the park by doing extra cleaning or landscaping.

Sometimes the city will hire people to manage the space or sometimes the local community group gets control of the park, and the city gives them a budget to take care of the park.

Sometimes there is a nonprofit conservancy. There are a lot of different models and a lot of different ways of doing it. But the key piece is that the programming comes from the people, by asking the people in the park how they want to use it and what they want the programming

to be. For example, say I want to have my child’s birthday party there. Which is fine, it just means that Sunday morning you have to get tables together and there has to be someone who says you can’t sit here because there’s a birthday party going on. The city officials don’t come up with the idea; it is the people using the park that come up with these ideas for its usage. You can also mix it up with big formal activities and informal, flexible events planned by different individuals. Thus, the space becomes a stage set, a flexible space where you can have ballroom dancing one day, and the next day take up the floor to have a sports event. Like in Korea, New York does not have a lot of space, so we have to be able to use our public spaces in multiple ways and in multiple seasons as well.

Yun: The Washington Park Square, Rockefeller Center and Astor Place projects were

remodeling or redesigning projects. Placemaking principles were applied to these project plans with great success. However, should the same principles apply when an existing space is remodeled and used for entirely different purposes; for example, if a landfill or industrial area is made into a public park? What do you think?

▶▶ Nikitin:Absolutely. PPS has another technique that we call “the Power of Ten”. Looking at the “Power of Ten”, we think of what is going to be the ten great destinations for this place and people often come up with ideas like fountains, picnic areas, parks or a performance space, a play area for kids. These ideas are usually not that different place to place. But where and how you put them together on the site and how you co-locate things is very different from place to place. I am doing this in Houston, TX and Lincoln, NE. We went into the empty site or a site where the buildings were torn down and made into a parking lot. Usually the city has an idea as to what they want the place to become; a cultural center, civic center or a great civic plaza. You don’t usually tear down a building without knowing what it is going to be. But even in the case of a brown field site, there’s a comprehensive plan. They have an idea that the site should become something. But the fact that they have this idea means nothing. What we do when we get there is start asking questions of the people in the city, people in the civic organizations and cultural groups, senior city staffs. We start asking not what they want but rather, what would you like to do here, what is missing from your city, what would attract you

▶▶니키틴: 공공미술이 지역 활성화의 수단으로 활용될 수 있지만, 예술작품 자체가 그러한 역 할을 한다고 보기는 어렵습니다. 조각을 설치한 다고 해서 커뮤니티가 더 나아지지 않습니다.

기존의 연구에 의하면 공공미술이 사회 어젠다 와 결합될 때, 그 지역사회는 공공미술을 매우 혁신적인 방법으로 수용한다는 것을 발견했습 니다. 빈곤층이 많고, 범죄가 많이 발생하고, 젊 은이들은 일하지 않고, 환경문제까지 심각한 한 지역사회에서 작업을 하는 예술가가 있다고 생 각해봅시다. 그 예술가가 그들에게 아름다운 조

각물을 제공한다고 해서 문제를 해결할 수 없을 뿐더러 지역 활성화를 이룰 수 없습니다. 작가 와 지역사회가 함께 지역의 문제가 무엇인지 확 인함으로써 이를 함께 주장하고 그 상황을 함께 개선시킬 수 있습니다.

공공미술과 관련하여 재미있는 사례 한 가지 를 소개하고자 합니다. 한 사진작가가 있었는 데, 그녀는 일반 작가들과는 다르게 저소득층 주거 회사와 함께 일했습니다. 이 사진작가는 미네소타주로 새로 이주해오는 사람들을 위해 일했습니다. 새로 이주한 사람들은 세계 각지에 서 모여든 사람들이었습니다. 그녀는 새로운 이 주자들을 촬영하고, 그들이 이전에 살았던 장소 와, 이주지역에서 각자 성취하고자 하는 바에 대하여 인터뷰하였습니다. 그리고 이를 대형 사 진으로 현상하여, 스카이 브리지(Sky Bridge) 에 매달았습니다. 사진은 한 건물에서 다른 건 물에 걸쳐 볼 수 있었습니다. 그녀는 촬영한 사 진 모두를 스카이 브리지에 걸어놓음으로써, 매 우 공공적이고 일반적인 다운타운 환경을 만들 어냈습니다. 이는 미네소타주 사람들이 새로운 이주자들에 대해 편안함을 느낄 수 있도록 해 자신들과 다르다고 생각하지 않게 하였습니다.

to this area, how you would like to be able to get here, and who do you think might come to this place. We identify what is big or successful in the city, whether it needs more room and could be relocated to this place. Envisioning the diagram, the uses and activities for this space, the amenities that will make it comfortable for people to spend time there, different ways of getting there, we answer these questions. Do there need to be new streets or roads, can we bring bus service out here, how much parking do we need and how should we create activities that will create a lot of social life and generate interest? Then, our projects always start looking at the uses and the activities, amenities and their connections to a place. Subsequently, the design comes from this process. Therefore, the use of the public space informs the design and programming of the buildings adjacent to it. That is why you don’t start with a building and then whatever is leftover is public space. You start with the public space.

Yun: I saw that you had also worked with public art projects. In South Korea, public art

projects are programs crucial to the revitalization of communities. In America or on a smaller scale, in New York City, do such collaborations between art and public space design occur?

▶▶ Nikitin:Public art can be a tool used for revitalization but it is not just the work of art itself. Putting up a sculpture does not make a community better. The research I have been doing shows that when public art is tied to a larger social agenda, the community accepts the art in many startling ways. An example of this is the artist who works in a community that has a lot of poverty or crime or young people with no work or even environmental problems. Only if the artist and the community work together to identify what the problems, issues and challenges are in that community, can the artists and community address it and improve the situation.

There is an interesting project where a photographer was not working with an arts group.

She was working with a low income housing firm that found housing for people from other countries moving to the state of Minnesota. These people were from all over the world. The photographer’s project was to take photographs of these new residents, to interview them on their previous places of residence and what they hoped to achieve in their new homes. Then she took these huge photographs and put them in the sky bridges. You can see them span the

▶▶니키틴: 공공디자인에 대한 첫 번째 견해는 가로 차원(Street Lever), 즉 작은 단위에서 발 생한다는 것입니다. 공공디자인은 일종의‘작은 디자인(Little ‘d’Design)’이라고 생각합니다.

상점의 간판, 길 찾기, 페이빙 재료, 상점 입구 는 상점을 소유한 개개인들에 의해 디자인됩니 다. 이러한 것을 작은 디자인이라고 볼 수 있습 니다. 공공영역에서 이 같은 작은 디자인은 그 영향력을 점점 확대해나갈 수 있습니다.

일례로, 한 예술가가 뉴욕시 전철역의 펜스 와 입구를 아름답게 디자인하였습니다. 사람들 은 이를 매우 좋아했고, 이후 이 디자인을 차용 하고 단순화하여 현재 뉴욕시 전철 펜스와 입구 의 디자인 표준이 되었습니다. 이러한 방법으로 디자인은 예술에서 벗어나 보행환경을 매력적 이고 편안하게 변화시킬 수 있습니다. 가로의 조명, 쓰레기통, 자전거 받침대, 버스 정류장과 같은 보행자 측면에서의 디자인이 작은 디자인 에 관한 것이라고 볼 수 있습니다.

두 번째 견해는 공공(Public)이 디자인 프로 세스에 참여해야 한다는 것입니다. 공공디자인 은 공공이 디자인에 참여하여 그 디자인이 어떻 게 보이고, 어디에 배치되고, 왜 그 위치에 있어 야 하는지, 그리고 어떻게 사용되는지 결정하는 것을 의미한다고 생각합니다. 공공공간은 단순 히 배달되거나 전시되는 공간이 아닙니다. 공공 은 공공공간을 정의하고, 프로그램과 그 공간을 어떻게 사용하길 원하고, 이 공간에서 무엇을 원하는지 공무원(공공기관)에게 요구할 필요성 이 있습니다. 그러나 한국에서는 청계천이나 광 화문 광장과 같은 대규모의 디자인 스테이트먼 트(Design Statement), 즉 보여주기 위한 디자 인 사업들이 계속 나타나는 것 같습니다.

광화문 광장의 경우 이곳에서 다른 곳으로 접근하는 것이 쉽지 않으며, 횡단보도도 몇 개 없습니다. 일단 그곳에 가면, 바람이 많이 불고, 앉을 수 있는 공간이 많이 없습니다. 이는 공공 공간일 수 있지만, 공공이 모일 수 있는 기능을

street from one building to another, made of glass. And she put all of these photographs in the sky bridges, in a very public, normal down town setting. It helped people in Minnesota feel more comfortable with these people that didn’t look like them; these people from other countries with their strange customs and languages. The new residents and immigrants became familiar faces to them. It actually helped people in the city become more comfortable with new immigrates and the influx of people, that was coming to the city. This project helped with social integration and immigration issues, it also made new comers feel like they belong to the city and it was just a fabulous art project. That’s regeneration, done not by an art institute or a developer; it was done by housing, by low income housing. It does seem like the most successful public art works in the United States really have this deeper purpose. The site where the art goes also becomes a pleasant public place to sit in; PPS truly believes public art can help make a place more comfortable. It can be another “Power of Ten”. There has to be a space created around it where you want to spend time. To me, this is how public art can respond to the communities it tries to help.

Yun: In South Korea, the planning and creation of public spaces is called public design. In

conclusion, are there any suggestions or last remarks you would like to make about Korean public design and its rapid expansion into the global market?

▶▶ Nikitin:The first thing about public design is that it occurs at the street level. I think that public design really can be about the smaller things like little design. Interesting signage, way finding, paving materials, the design of store fronts and shop fronts which is usually done by individuals who own different little businesses; this is design. But there are design features in the public realm that can be turned into something more widespread; for instance, there was an artist who did a lovely fence, a gate for one of the NYC subway stations. People liked it so much that they took her design and simplified it and it is the new design standard for all the fences and gates in the New York City subway. In this way, design can come out of art but the pedestrian environment must be attractive and comfortable. It is all about the smaller things, like street lights and waste receptacles and bike racks, bus shelters and things at the level of the pedestrian.

세계적으로 널리 알려진 도시들의 경우 유명한 건축물로 알려진 도시도 있지만, 도시의 공공공간 을 매우 훌륭하게 활용하여 유명해진 도시도 있습 니다. 뉴욕의 센트럴파크, 파리의 룩셈부르크공 원, 최근에는 텍사스주의 디스커버리 그린이 그러 한 예입니다. 물론 이러한 장소에서도 박물관과 컨벤션 센터가 여전히 건립되고 있습니다. 그러나 공원과 광장이 사람들의 활동으로 가득 채워지는 것이 진짜 공공공간이라고 생각합니다. 사람들의 활발한 공공공간 이용이 세계 각국에서 그 장소를 방문하게 하는 유인 요소(Magnet)가 될 수 있습 니다. 따라서 공공디자인을 최대한 활용하여 도시 를 조성한다면 멋진 공공공간을 가진 도시가 될 수 있다고 생각합니다.

The second thing about public design is that the public should be involved in the designing process and be able to decide what it looks like, where it should go, why it is there and how they are going to use it. A public place is not something that is just delivered and unveiled; the public has a role in defining the purpose, its programming and telling the officials how they want to use it and what they need in that space. But these big design statements keep popping up, like the Cheong Gye Cheon and the new boulevard that leads up to the Gwangwhamun. It is not necessarily there to be used. The boulevard itself is not easy to get to and there are very few cross walks. Once you’re on it, it is very windy and there are no places to sit. It looks like a public space, but it really wasn’t designed to function as a public gathering space. So our suggestions for public design is that it should really focus not so much on these design statements or buildings and facilities but really on creating signature public spaces. The best cities in the world are often known, of course for the architecture, but also for its great public space usage; Central Park in New York, Luxemburg Gardens in Paris, recently Discovery Green in Texas. They’re still building art museums and convention centers. But it’s really the parks, the plaza and the public spaces that are full of people and activity. All this public usage is a magnet and that’s why people go to these places when they come from other countries.

Consequently, PPS thinks that the way to create great public design and a great city is by creating great public spaces.
