4. Inauguration of Road Policy Research Center

The Road Policy Research Center was opened on July 13, with the Vice Minister of Construction and Transportation and senior government offi-cials in the relevant fields along with experts in the related fields participating in the opening cer-emony. Aiming at exploring future-oriented road policies, the center, as a core think-tank for pub-lic roads, is intended to devise systematic and comprehensive measures for road maintenance by collecting road policy-related data and devel-oping major policies. In addition, the center has played its due role in strengthening the network between related research institutes, contributing to maximizing the synergistic effect of the research outcome.

The primary outcomes achieved during 6 months can be summarized are as follows: First, the center set the evaluation criteria and proce-dure for local government's master plan of public roads and its revised version, through the consent from local governments officials who are respon-sible for the public road works. Based on the cri-teria and procedure, the center examined and reviewed the consistency and rationality of the road master plans suggested by six local

provinces including Seoul and Gyunggi province, in terms of secure in commence time and scale of between central and local government's road master plan.

Secondly, the center suggested more than ten examinations to central government, reviewed by some road and transportation experts, for the placement of a roadway passing through Songdo district as in second circular expressways of Seoul Metropolitan area, and the adjustment and performance of the expressway line number sys-tem, and the approval of local connecting roads such as line number 1030. Thirdly, the center set up an information distribution system to strengthen expert network related to road con-struction and policy, and to gain a firm grasp of foreign and domestic road policy. As an effort to share the information, monthly road policy brief-ing publications are distributed for road policy planners and experts and the website(www.road-research.or.kr) was opened mot only to allow public opinions voiced from citizens but also to contribute to policy decision making and road related research by supplying foreign and domes-tic road statisdomes-tics data and policy trends.

「The Korea Spatial Planning Review」Contest for Distinguished Theses, established with a view to enhance the quality of territory-related research and encourage relevant researchers, selects distin-guished theses from those that appeared in the journal throughout the year and awards the authors. The Selection Committee for the contest, organized in December 2007 by the editorial committee of the journal, deliberated over 53 entries from the year's issues of the journal and decided on the 2007 winners of one First Prize and two Awards for Excellence.

The First Prize went to the thesis titled, “Micro-Economic Analysis on the Optimal Maintenance, and the Optimal Choice between Remodeling and Redevelopment of an Old House”. The two Awards for Excellence went to the paper titled,

“Defining the Spatial Extent of Subway Catch-ment Areas in the Metropolitan Areas Using SP and RP Data”, and “A Test for the Causality between Jobs and Migration" respectively. The awards ceremony was held on March 4, 2008 at KRIHS Hall. The contest was established in 2002, and the winners are awarded research grants along with trophies.

Prizes for Instructors The Children's Human Settlements Writing Contest,

set up with the intent to raise awareness among children of the importance of the territory and the need for environmental conservation, marked the 12th anniversary in 2007. This year, a total of 3,113 participants from 230 elementary schools entered the contest, and after a rigorous delibera-tion, a total of 347 prizes including one Grand Prix, two Gold Medals, four Silver Medals and 50 Bronze Medals were selected as winning entries.

KRIHS Korean Translation Series 4 -Matzizukury and Citizen Participation (Community Businesses)

The edition is the final part of the ‘Matzizukury and Citizen Participation' Series jointly worked out by the KRIHS and the Presidential Commis-sion on Balanced National Development. Focus-ing on the community business, the core project of the Matzizukury, the book deals with practical measures of bringing vitality to regions which is led by the residents, along with strategies of revi-talizing regional economy, thus turning regions into a self-sufficient economy. It is only a short time since the concept of community business first appeared even in Japan. Besides, it is not long since people started to fully discuss the issue. In this regard, the book, which describes in depth the background and ideologies of commu-nity business along with specific case studies, is expected to open a new horizon of the Livable City Project.

2007 Global Urban Information - Add to Your Favorites

The book is designed to provide a direct access to diverse and in-depth urban information of the world as well as information on local cities for those wishing to obtain urban information. To this end, the book introduces websites that are the source of information on advanced cities and livable parts of the world provided in the global urban information website (http://ubin.krihs.re.kr), so that it can help the readers retrieve more vivid and profound up-to-date urban information.

For the reader's convenience, the book classifies approximately 800 relevant websites into four categories: global urban information, major global cities, global city creation, and global case studies of urban development and relevant institutions.

For approximately 170 of them, the book provides detailed information on the websites including the introduction, major contents, and data and lan-guage available at the websites. For the rest of them, the book provides brief introduction to the websites along with the URL addresses.
