4 CONSTITUENCIES (5 DISTRICTS) WAT ER SUPPLY PROJECT

REQUEST FOR PROPOSAL FOR T H E ENGAGEMENT OF
PRIVATE SYSTIEM OPERATOR (PSO) (I N THE VO LTA REG I ON )
1. The Government of the Republic of Ghana, with support from the Austrian Government through the Ministries of Finance and Water Resources Works and Housing, has allocated funds to cover the cost of construction of Piped Water Supply System for 4 constituencies (5 Districts) in the Volta Region. The project involves the construction of Volta River based piped water supply scheme including a water treatment plant to serve about 160 communities in the four Constituencies. The Project is in three phases and the second phase is expected to be completed in August 2014 which will provide safe water to about 50% of the intended beneficiaries. The system upon completion of the phase II will covers approx. 3.4km of Raw Water Pipeline, 36.6km of Transmission Pipelines, 100km of Distribution Pipelines, 10 high level concrete tanks and about 111 public standpipes. The system has the capacity, and there is also demand for the extension of the distribution network. The Project area (upon completion of phase III) spans 55Km from North to South and 35Km from East to West.
2. Construction works is in progress and the second of the three phases will be completed by the end of August 2014. CWSAacting on behalf of the District Assemblies intend to engage the services of a Private Water System Operator to manage the facility under a management contract upon the completion of the Second Phase. The scope of the management assignment of the Operator will include mainly:
• Operation and Maintenance of the entire water supply system and treatment plant
• Water tariff setting (in collaboration with the WSMT and the DistrictAssemblies with technical input from CWSA)
• Tariff collection
• Construction of Private Connections and
• Carrvinq out system extensions as and when reauired •
3. The CWSAacting on behalf of the DistrictAssemblies now invite sealed Technical and Financial Proposals from interested firms for the Management of the System.
4. Request forProposals (RFPs) may be purchased for a non-refundable fee of GH¢500 from 16th June, 2014 to 30th June, 2014; between the hours of 1 0:00am to 4:00pm at the office of the Regional Director, CWSA-VR, Ho. Interested firms may also obtain further information at the same address.
Proposals shall be deposited in the Tender Box in the Conference Room of the CWSA VR on or before 12:00 Noon (Local Time) on Tuesday, 14th July, 2014 Proposals should be addressed to:

5. Pre-Proposal site meeting/visit is scheduled to take place and will start at the Treatment Plant Site, Adidome at 10 am prompt on Thursday, 3rd July, 2014. Findings, observations and any other technical issue shall be discussed after the field trip at the Central Tongu DistrictAssembly, Adidome.
6. Proposals shall be valid for a period of 90 days after Proposal opening and must be accompanied by a Proposal Security from a Bank or Insurance Firm acceptable to the Employer. The Proposal Security must be GH¢5,000 (Five Thousand Ghana Cedis) and valid for an additional 28 days after Proposal expiration period. The Proposal Security shall be in the format specified in Form T2.
7. Technical Proposals will be opened on the same day of submission in the presence of participants or their representatives/who wish to attend. Firms whose Technical Proposals are accepted after the Technical evaluation, shall be invited to obserVe the opening of the Financial proposals at a later date.
