Notice of Request for Proposal for a Small Sum Negotiated Contract
1. Information Relevant to the Proposal
a. Work Title: Installation of the power generator in the Official Residence of Consul General of the Republic of Korea in Houston
b. Location: 6040 Crab Orchard, Houston, TX 77057
c. Work Description: Installation of power generator(capacity : 48KW) in the Official Residence
d. Base Price: 42,200 USD
e. Work Period: Within 3 month from the date of commencement
2. Submission and Opening of Proposals
a. Submission Period: 2021.6.29 (Tue) ~ 2021.7.5 (Mon)
b. Documents to Submit: a copy of Proposal, a copy of Business Registration Certificate, a copy of Certificate of Registered Seal
c. Submission Deadline: 2021.7.5 (Mon) 17:00

3. Proposal Tendering and Contract Method
a. This renovation work requires a lump sum proposal without attaching a statement of calculation.
b. This renovation work does not allow a joint venture contract.
4. Qualification to Participate in the Proposal Submission
a. An individual who holds a valid architect’s license and certificate under the laws of the United States of America and the State of Texas, and has registered an architectural firm in accordance with the same laws
5. Site Presentation
a. A site presentation will not be provided for this renovation work, but on-site visit will be made available instead for assessing the details of the renovation. Please be fully acquainted with the details of the renovation work before submitting a proposal, as the tenderer will be liable for any issues arising from the failure to do so.
6. Determination of the Other Party to the Contract
a. Tenderers who submit proposal quote that is lower than the base price and is at least 87.745% of the base price will be reviewed in the order of lowest priced proposal and
the tenderer without any reason for disqualification will be determined as the other party to the contract.
b. The company selected as the other party to the contract must enter into a contract within 7 days of receiving the award notification.
c. In the event that the decision to award the contract is canceled after the winning tenderer is found to be disqualified before signing the contract or if the winning
tenderer is unable to fulfill the contract due to inevitable reasons and submits a contract waiver for exclusion from the other party to the contract, the contracting officer shall review the next-ranking tenderer for any disqualification and award the contract.
d. In the event of 2 or more proposals with the same price, a lottery will take place to determine the Tenderer to whom the contract will be awarded.
7. Payment and Reversion of Tender Deposit
a. Tender deposit by company submitting a proposal will be in accordance with Article 37 (Bid-Deposit) of the [Enforcement Decree of the Act on Contracts to which the State is a Party] of the Republic of Korea and a Memorandum of Payment will be equated as payment of the tender deposit.
b. The winning tenderer must enter into a contract within 7 days of receiving the award notification. If a contract is not signed within this deadline, a tender deposit equivalent to 5/100 of the winning tender amount shall be paid to the Consulate General of the Republic of Korea in Houston.
8. Tender Invalidation and Precautions
a. All tenderers are obliged to be fully acquainted with the details of the tender and the tenderer shall be responsible for failure to do to.
b. The company selected as the winning tenderer must submit ‘Confidentiality Agreement’
and ‘Pledge to Implement Integrity Pact’ at the time of signing a contract.
9. Additional Information
a. If the winning tenderer is unable to enter into a contract, then the contract may be entered into with the next-ranking tenderer.
