Invitation for Bids

1. The Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) towards the cost of the Northwest Region Transmission Line Project. Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Joint Stock Company (JSC) “National Electric Grid of Uzbekistan” (the “Employer”) invites sealed bids from eligible Bidders for engineering, procurement and construction of

“220kV Digital Substation “Zafarabad” and two line-bay in the Sirdarya Thermal Power Plant (the “Works”), as detailed and specified in the Bidding Document.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single Stage:

One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

The Works under the Contract shall be completed within 24 months from the date of contract effectiveness.

The Initial Environmental Examination (IEE) and Environmental Management Plan (EMP) for this project are included in the bidding document. Bidders’ proposals must incorporate the mandatory measures indicated in the IEE and EMP.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

• Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years, 2018, 2019 and 2020, to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

• Minimum average annual turnover of US$ 40 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years: 2018, 2019 and 2020.

• Participation in at least one (1) contract that has been successfully or substantially completed within the last six (6) years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds US$ 32 million.

• Development of detailed design for the substation 220 kV.

• Procurement of power transformers not less than two (2) pcs., current and voltage transformers 220 kV not less than 50 pcs., circuit-breakers 220 kV at least 50 pcs. and disconnectors 220 kV not less than 50 pcs. as specified in section 6 Bidding Document.

• Construction of substation 220 kV and experience in installation of power transformers 250 MVA no less than five (5) units.

Clarifications via Tenderlink System (Tenderlink)

Request for clarification can be sent through Tenderlink, and the Client will respond through Tenderlink. Bidders in Tenderlink may access the response (including explanation of the query but not the query source).

6. To obtain the Bidding Documents at no cost, eligible Bidders should:

• visit https://www.tenderlink.com/adb and register for an account (free of charge)

• locate the notice in Tenderlink by searching for 220kV Digital Substation Zafarabad; and

• click Download the tender documents for this notice found at the bottom of the notice.

7. Bidders shall submit their bids electronically through the following web portal:

https://www.tenderlink.com/adb on or before 8 June 2021 at 10:00 hours (Tashkent time) together with a bid security as described in the Bidding Document.

Technical bids must be uploaded to the technical tender box. Financial bids must be uploaded to the financial tender box.

Late bids will be rejected. Bids will be opened immediately after the deadline in the presence of Bidders’ representatives who choose to attend.

In parallel there will be an online broadcast at the opening of bid proposals.

8. The Employer will not be responsible for any cost or expense incurred by Bidders in connection with the preparation or delivery of bids.
