Request for Proposal

(Media Communication and PR for the Korea Mission in Canada)

1. Description

1) Project: Media Communication and PR for the Korea Mission in Canada

2) Implementing Agency: The Embassy of the Republic of Korea (hereinafter referred to as Korea Mission)

3) Purpose: To enhance Canadians’ understanding of Korea by increasing exposure of Korean government’s policies and Korean cultural activities via Canadian media and press

4) Tasks:

a. Media Release:

- Distribute Press Release of the Embassy of the Republic of Korea and the Korean Cultural Centre to the media of Canada (Press Release are to be provided by the Korea Mission, and the distribution is to be made frequently upon request)

- Monitor (on a regular basis) the press, media of Canada, and their social media to analyze important issues regarding social, political issues related to Korea/Korean culture

- Write and feature a series of articles (min. three, IN PRINT) about the Korean government’s policy or the bilateral relation between Korea and Canada to major press (ex. Globe and Mail, National Post, CBC, or any press equivalent to these)

- (Drafts are to be provided by the Korea Mission) Edit and review drafts for media release

- Feature articles (min. three pieces) as a series on the same press; or suggest possible number of features via different media channels

* Examples of articles (TBD): Celebration of the 60th anniversary of the diplomatic relation between Korea and Canada, Economic exchanges between Korea and Canada, Green Policies of Korea and Canada, Poignant political issues of Korea and Canada, Korean culture in Canada, etc.

- Coordinate an interview between an influential host/reporter and the Ambassador of the Embassy of the Republic of Korea to Canada and feature on major Canadian media (TV included); or feature the Ambassador’s written remark (provided by the Korea Mission) to major Canadian media (more than once)

- Feature articles or remarks of the Korean government’s policy to major Canadian media or magazines (possible content: review or commentary of the Korean government’s policy written by an influential professional-- professor, influential politician, etc. in Canada)

- Content to be directed by the Korean Mission

- Korean Mission to be responsible for the proposal of professionals’ liaison

b. Media Relations:

- (as budget permits) Collaborate with all possible media sources (TV, social media, press, etc.) and promote Korean culture and policies (ex. touring a local city with a Canadian celebrity wearing Hanbok or exploring types of Kimchi with a food related social media influencer)

- Expand media contact and build network between the Korean Mission and major press/media in Canada (ex. conferences/seminars to introduce Korean culture to the reporters and build bi-lateral relationships)

c. Digital PR

- Concentrated Digital PR required for the upcoming Korea Week Events (Sept. 25 - Oct.

10, 2021): K-Pop Concerts, Korean Recipes Contest, Korean Film Festival (K-Cinema Celebration in Canada, etc.

- Digital PR for other activities of the Embassy of the Republic of Korea and the Korean Cultural Centre Canada (seminars, forum, war veterans’ memorial celebration, online programs, events and more)

d. Report

- Initiation Report: Within 10 days after signing the contract

- Regular Performance Report: Weekly (via written report or meeting) - Final Report: Within 10 days after the end of the term (by Dec. 10th)

5) Duration: From the date of contact signing (first week of August) to November 30th, 2021 6) Expected Price Range: max. $100,000 CAD (not including applicable taxes)

2. Qualification

1) Canada-based PR Agency with a proven expertise to conduct tasks written above

3. Bidding Procedure

1) Registration Period: July 15th to July 28th 2) Submission: via e-mail (canada@korea.kr) 3) Required Documents:

a. Proposal (should include the following) - PR proposal

- List of the media/press for prospective collaborations - PR procedure

b. Business Summary - Client List

- Number of Employees - Number of Years in Business

- Introduction of the prospective team and team members for this project c. Portfolio

- All major projects within the past three years

- Business reports of similar projects done with public organizations d. Prospective Work Schedule

e. Quote

f. Pledge Agreement (Appendix A, attached)

4. Bidding Deposit

1) Bidders pay a bidding deposit (5% of the total proposed bid) via cheque* for authenticity affirmation. The Korean Mission retains the entire deposit if the bid winner does not elect to signing the contract

2) The Korean Mission returns the bidding deposit after the announcement of the winning bidder

4 5. Selection Process

1) The Korean Mission selects the winner that earned over 85 points from the criteria included below (#6), among bidders that submitted a bidding price of over 84.245% of the expected price

2) The result will be announced individually via e-mail or phone within 7 days upon closure of the bidding registration

3) Contract signing will be done within 7 days of the result announcement

7. Contract Process

1) Contractor either pays the contract deposit (10% of the total amount for contract affirmation) via cheque* or signs the Memorandum of Contract Deposit Payment. The Korean Mission retains the entire deposit if Contractor cancels the contract.

*Cheque mailed to: Sungeun Lee, 150 Boteler St, Ottawa, ON K1N 5A6

2) Contractor signs the Standard Contract of the Korean Mission, including the Pledge to Implement Integrity, and the Confidentiality Agreement.

3) The fee is paid to the Contractor after the completion of all services. However, if necessary, Contractor may request advanced payment up to 70% of the total amount after the signing of the Contract.

*Any difference of interpretation of this open bid notice would follow the interpretation of the Korean Mission
