WTO/DDA 체제의 출범, 국가 간 FTA 협상 추진 등 국내 농산물 시장개방 이 급진전 되면서 우리나라 농업의 국제경쟁력의 확보가 무엇보다 시급한 과 제로 대두되고 있으며, 이에 대응한 각종 대책 수립이 이루어지고 있다. 또한 종전의 생산위주의 농업정책에서 이제는 생활공간과 농촌 에메니티 등 농촌정 책 차원의 접근이 주목 받고 있다. 특히 지방자치제도가 도입되고, 농산물의 산지 간 경쟁 및 수입농산물의 국 내시장 잠식이 심화되는 이러한 여건 하에서 국내의 각 지방자치단체에서는 지역농업의 약점과 대내외 도전을 극복하고 강점과 기회요인을 활용하여 지역 의 특화농업 육성에 힘을 기울이고 있다. 이번에 충청북도에서는 지역 고유의 잠재적 자원을 활용한 농업‧농촌 활성 화를 목적으로 충북 특화농산업단지 조성 사업을 구상하였다. 국내외 환경 변 화에 대응하여 시‧군 지역의 경쟁력을 높이고 이를 바탕으로 충북 농업‧농촌 의 지속적인 발전을 도모하자는 것이다. 이 연구의 목적은 충북 낙후지역의 균형 발전을 위하여 지역 주민의 일자리 창출과 지역농업의 성장 동력 마련에 기여할 수 있는 농업 생산, 유통, 체험 관 광 등이 연계된 충북 특화 농산업단지를 조성하기 위한 기본 구상안을 수립하 는 것이다. 충주시, 영동군, 단양군의 3개 시‧군을 대상으로 지역 특성화 발전 을 위한 구체적이고 체계적인 개발 계획을 수립하고자 하였다. 현지 조사, 자료 수집 등 본 연구의 수행 과정에 적극 협조해 주신 충북도 및 3개 시‧군 농정 담당자, 지역의 농업인, 생산자 단체 등에 감사드리며, 앞으 로 이 연구 결과가 충청북도 농업‧농촌 발전의 밑거름이 되기를 기대한다. 2012. 6. 한국농촌경제연구원장 이 동 필.

(5) iii. 요. 약. □ 연구의 배경과 목적 ○ 충청북도에서는 지역 고유의 잠재적 자원을 활용한 농업‧농촌 활성화를 목 적으로 충북 특화농산업단지 조성 사업을 구상하였음. 국내외 환경 변화에 대응하여 시‧군 지역의 경쟁력을 높이고 이를 바탕으로 충북 농업‧농촌의 지속적인 발전을 도모하는 것이 이 사업의 목적임. ○ 이 연구의 목적은 충북 낙후지역의 균형 발전을 위하여 지역 주민의 일자리 창출과 지역농업의 성장 동력 마련에 기여할 수 있는 농업 생산, 유통, 체험 관광 등이 연계된 충북 특화 농산업단지를 조성하기 위한 기본 구상안을 수 립하는 것임. 충주시, 영동군, 단양군의 3개 시‧군을 대상으로 지역 특성화 발전을 위한 구체적이고 체계적인 개발 계획을 수립하고자 함. □ 연구 방법 ○ 3개 시‧군별로 특화농산업단지 조성 계획을 수립하기 위해 중앙 정부의 관 련 정책과 지역 내의 관련 사업 등을 검토하였음. 다음으로 지역의 특성을 고려한 개발 방향 설정을 위해 지역의 여건을 분석하고 이를 바탕으로 사업 의 비전과 개발 방향을 설정하였음. ○ 각 지역의 비전과 개발 방향에 적합한 공간 계획과 운영 계획을 수립하고 이를 위한 총사업비를 추정하였음. 그리고 경제성 분석 지표를 활용해 사업 의 경제적 타당성 여부를 검토하였음. 마지막으로 사업 추진 전략과 운영 방안을 제안하였음..

(6) iv □ 충주시 주덕 에코뮤지엄 ○ 충주시에서는 주덕 에코뮤지엄을 조성하는 것으로 계획함. 주덕 에코뮤지엄 이 지향해야 할 비전은 ‘주덕읍 에코뮤지엄의 중심: 쌀 농업의 과거‧현재‧ 미래가 함께 하는 복합적 체험 공간’으로 설정하였음. ○ 이를 위해 ①지역의 역사와 문화를 기념하는 랜드 마크, ②지역 주민들의 자유로운 논의 공간, ③쌀농업에 관한 다양한 교육 수요 충족, ④인근 농경 지, 하천 등지를 체험의 공간으로 활용, ⑤친환경 농업의 보급과 확산, ⑥수 익 사업을 통한 독립적 운영 등을 개발 방향으로 설정하였음. ○ 충주시 주덕 에코뮤지엄의 총사업비는 61억 원 가량임. 농경문화체험관(48 억 원), 최첨단 유리온실 등 체험 학습 시설(5억 원), 휴식 편의 시설(0.7억 원)등이 설치될 계획임. 시설 설치로 인한 총편익은 연간 26억 원 가량이며, 연간 경상운영비는 20억 원 가량으로 추정됨. ○ 충주시 주덕 에코뮤지엄은 경제성 분석 지표로 판단할 때 경제성이 있는 것 으로 나타남. B/C가 1.05가량이며 NPV와 IRR도 기준점을 넘었음. □ 영동군 와인토피아 타워 ○ 영동군에서는 와인토피아 타워를 건설하는 것으로 계획함. ‘포도왕국 영동 만들기’를 비전으로 포도 산업의 융‧복합 6차 산업화의 상징성을 제고하고, 파워브랜드로서 포도왕국 영동을 건설하는 것을 목적으로 함. ○ 사업의 기본 방향은 ①영동포도산업의 랜드 마크 기능을 수행하는 거점 시 설, ②경제성, 접근성, 연계성을 고려한 입지 선정, ③포도 산업 기반의 가치 사슬체계 강화로 설정하였음..

(7) v ○ 영동군 와인토피아의 조성사업비는 69억 원 가량임. 와인타워 건설(61억 원)에 대부분의 비용이 소요되며, 와인타워에는 특산물 전시 판매장, 와인 박물관, 와인‧과일 체험관, 와인바, 술로푸드 레스토랑, 옥상 개방형 정원 등을 조성할 계획임. 총편익은 연간 36억 원 가량이며, 연간 경상운영비는 29억 원 가량으로 추정됨. ○ 경제성 분석 지표로 판단할 때 영동군 와인토피아 타워는 경제적으로 타당 한 것으로 분석됨. B/C가 1.02가량이며, NPV와 IRR도 기준점을 넘었음. □ 단양군 친환경 양잠‧웰빙 단지 ○ 단양군에는 친환경 양잠‧웰빙 단지를 조성하는 것으로 계획함. ‘도시 소비 자에게는 건강과 휴식을, 농촌 지역에는 소득과 활력을 주는 친환경 양잠 웰빙 단지’를 비전으로 설정하였음. ○ 기본 개발 방향은 ①유휴 자원을 지역의 새로운 소득원으로 개발, ②주민의 주도적 참여와 운영, ③기능성 양잠단지의 체계적 개발, ④친환경복합농산 업단지로 조성, ⑤자연친화적 농촌마을로 개발 보존, ⑥의욕적인 인력의 확 보 및 양성으로 설정하였음. ○ 단양군 친환경 양잠‧웰빙 단지의 조성사업비는 37억 원 가량임. 뽕밭(6억 원), 유통 및 저장 시설(19억 원), 기타 편의 시설(7억 원) 등을 조성할 계획 임. 총편익은 연간 6억 원 가량이며, 연간 경상운영비는 3억 원 가량으로 추 정됨. ○ 경제성 분석 지표로 판단할 때 단양군 친환경 양잠‧웰빙 단지는 경제적으로 타당한 것으로 분석됨. (9) vii ABSTRACT. The basic plan for building the Specialized agricultural complex in Chungcheongbuk-do. This study was carried out at the request of Chungcheongbuk-do that is willing to revitalize the countryside. The purpose of this study is to formulate the basic plan for building the specialized agricultural complex which can help to create employment and to revive regional agriculture in Chungcheongbuk-do. Three target regions of the plan are Chungju-si, Yeongdong-gun and Danyang-gun. To formulate the basic plan for the three regions, we reviewed the related policies and projects and analysed the current situation in the regions. Based on the analysis, we established the visions and development strategies for each of the regions and estimated total cost of the project. Then, the business feasibility was analysed and management and operations plan was provided. The theme of the project for Chungju-si is 'Judeok Eco-museum'. The vision of Chungju is 'the center of Judeok Eco-museum: composite experience space which consists of the past, the present and the future of rice agriculture'. Total cost of building the Judeok Eco-museum is estimated at 6.1 billion won. The feasibility analysis shows that this project is economically appropriate based on the B/C ratio (the Benefit/Cost ratio) of 1.05. The theme of the project for Yeongdong-gun is 'Wine-topia tower'. The vision of this is 'making Yeongdong as a grape kingdom'. Total cost of this project is estimated at 6.9 billion won. As a result of the feasibility analysis, this project is economically appropriate based on the B/C ratio of 1.02..

(10) viii The theme of the project for Danyang-gun is 'Environment-friendly silkworm farming town'. The vision of this town is 'Health and rest to city consumers, income and vitality to rural farmers'. Total cost of this project is estimated at 3.7 billion won. The feasibility analysis shows that this project is also economically appropriate with the B/C ratio of 1.07. (19) 1. 제. 서. 1. 장. 론. 1. 연구의 배경 및 필요성. ○ 최근 농업‧농촌을 둘러싼 국내외 여건들이 급격히 변화하면서 지역농업과 농촌의 어려움이 더욱 커지고 있음. 지역에서는 이러한 내‧외부의 변화에 대응하여 지역 농업과 농촌의 경쟁력을 더욱 강화할 필요가 있음. - 한·미 FTA, 한‧중 FTA 등 FTA의 동시다발적 추진으로 농산물 시장 개 방이 더욱 확대되고, 수입쌀 관세화 검토로 쌀 시장도 개방될 우려가 있 음. 국내적으로는 대형 유통업체의 시장 지배력이 강화되는 등 유통 여 건이 급변하고 있음. 지역에서는 지역 농산물의 시장 경쟁력을 강화하고 산지 조직화를 통해 유통 여건 변화에 대응해야 함. - 농촌 인구의 고령화는 계속 심화되고 있음. 하지만 최근 2010년 농어촌 인구가 2005년에 비해 다소 증가하고1 농어촌으로의 인구 이동이 도시로 의 인구 이동보다 커지는 등 농촌 인구의 감소 경향은 완화되고 있음2.. 1 2005년 농어촌 인구는 8,704천 명이었고 2010년 농어촌 인구는 8,758천 명이었다(김 정섭 외, 2011). 2 2010년 농어촌으로의 향촌 인구는 92만 6,125명이었고, 도시로의 향도 인구는 82만.
