3. Public Administration System in the Republic of Kazakhstan

3.1 Public Administration Organization at the Central Level

The organization of public adm inistration at the central level in fields of architecture and construction is realized by the Agency for Construction, Housing and Utilities of the Republic of Kazakhstan. Regulation of the sphere of city planning is one of the important directions of the Agency's work.

The Agency is a central executive authority.

The Agency shall be headed by the Chairman who is appointed and released from the position by the Governm ent of the Republic of Kazakhstan.

In the town planning area, the Agency performs the following functions:

1) Forming and conducting public policies and inter-industry coordination in the field of architecture, town planning and construction;

2) Ensuring developm ent of a draft of the master plan on the territorial org- anization of the Republic of Kazak- hstan;

3) Organizing and performing complex town planning expertise of drafting master plans of the city of republican status, the capital, and towns of oblast status with a calculated number of population over a hundred thousand residents;

4) Considering and approving town planning, architecture, construction, and other project documentation for the construction of objects of the state, inter-regional, or inter-state significance, except for documentation to be approved by the Government of the Republic of Kazakhstan;

5) Organizing and supervising the quality of project documentation;

6) Managing the state’s expertise of projects;

7) Exercising state architectural and construction control and supervision of objects, executing and issuing per- mits for the performance of civil and installation works, and applying ad- m inistrative m easures established by legal acts to violators of town plan- ning, architecture, and construction disciplines;

8) Providing norm ative, technical, and methodological support for local ex- ecutive bodies in the sphere of archi- tectural, town planning, construction, and services of state town planning;

9) Determining procedures on the dev- elopment of territorial development rules;

10) Coordinating projects on the border cities of republican status and also other towns with a population over one hundred thousand residents;

11) Determining composition, contents, procedure on development, and co- ordination of schemes on development and infrastructure of small built up areas;

12) Approving norm ative requirem ents of specifications for development of project (design-estimate) documenta- tion for construction.

The Agency has other areas of work as well.

3.2 Public Administration Organization at the Local Level

Administratively, Kazakhstan is comprised of 14 regions, two cities of Republican subordination, 84 cities of which 39 refer to those of regional subordination, and 175 districts

Every region, cities and districts has its local governm ent (akimat).

The functions of the local governments (akim ats) are as follows:

1) Carrying out the state architectural, town-planning, and construction poli- cies in subordinated territories;

2) Organization of developm ent of the m aster plan draft of the city;

3) Introducing the draft of the m aster plan of the city on the statement in the Governm ent of the Republic of Kazakhstan;

4) The statement and im plem entation of the town-planning projects designed for the development of the approved master plans of cities, residential sub- urbs, etc.

3.3 Research Institute for Territorial Development

The Agency for Construction, Housing and Utilities of the Republic of Kazakhstan has started to arrange the General Schem e of the Organization of Territory of the

Republic of Kazakhstan from 2011 to 2013, working out which is assigned to a juris- dictional enterprise, the Republican State Enterprise Kazakh Research and Design Experimental Institute of Earthquake- Resistant Construction and Architecture (RSE KazNIISSA).

The structure of RSE KazNIISSA includes seven centers, a representative office in Ust-Kamenogorsk, an Astana branch, and also a South Kazakhstan-affiliated state enterprise. The centers of the RES Kaz- NIISSA are as the following: Center of Research W orks and Innovation Activity, Center of Analytics and Methodology, Center of Seismic Stability of Buildings and Constructions, Center of Typical and Indi- vidual Designing, Center for W orking Out of Specifications, Training Center, and the Publishing Center.

The research institute performs the following types of activities: conducting

research on architecture and urban plan- ning, economics, and pricing in construc- tion, as w ell as im proving the m anage- m ent of organization and building pro- duction technology; architectural design, development, construction documentation, construction engineering, technological design, and design of engineering systems and networks; participating in the drafting of legislative and regulatory documents on architecture and town planning, as well as capital development in normal and seismic areas; participating in the scientific and technical ties with foreign organizations in the field of earthquake engineering and architecture; development of methods for engineering calculations on the seismic effects for buildings; developing m odel projects of buildings and structures for seismic and non-seismic areas in different climatic zones. The research institute has other areas of work as well.
