consideration of earthquakes in road and bridge construction, to complete the data base of road asset and land ownership certificates for the Department of Roads.

The 8×3 National Highway system and five regional plans in Nepal are important for the future development of the country.

9. Investment Plan

Investment in Nepal for the development/

improvement and the maintenance of SRN has increased yearly, by more than 10%.

Here, the 20-year plan and program are presented, which has broken down in four parts the 5-year plans for Nepal.

In Nepal, the government budget in the road sector has increased yearly by about 15%, so the investment increased accord- ingly. Thus, the total required budget is 10 billion USD for the above 20-year plan.

10. Recommendations

The 3×8 m atrix road network in Nepal proposed three road alignments in the east

−west direction and eight road alignments in the north−south, connecting China in the north and India in the east, south, and west is proposed. The main goal of road developm ent is to achieve travelling in a one-day trip from each regional centre to another, adjoining regional centres to five development regional centers. A one-day trip from satellite cities to regional centers within each region is also being planned.

Each region should build their own strategic regional development plan with an inter- connection to the 8x3 matrix for five devel- opment regions. The SRN strategy should be im plemented as follows.

It is recomm ended that road projects are planned in an integrated manner with other projects for high economic develop- m ent as stated in the investment plan. It is needed to plan roads to increase the safety and capacity of the existing road network. It is recom m ended to plan for the development of the caption region in Kathmandu Valley. The plan should expand the feeder roads for them to be connected to the strategic locations in the country. What should be also developed is the connections and facilities for trade and transit, linking

with neighboring countries and connecting the nearest seaport outside the country.

It is recommended to prioritize the comp- letion of the planned 8X3 road network as a national high priority project. Emphasis should be m ade on m aking green and environm entally friendly roads. It is im - portant to encourage the private sector, also, in order to maintain the existing road network.
