Part 2. OECD 다국적기업 가이드라인의 이행 절차 OECD Guidelines for Multinational Enterprises
주요 책임이다. 가입국, 자문기구, OECD Watch 로부터 가이드라 인에 대한 국내연락사무소의 해석이 투자위원회의 해석과 일치하 는지 여부에 대한 입증된 주장이 제기되는 경우 역시, 위원회는 이 를 검토한다.
가이드라인이 규율하는 사항에 대한 비가입국의 참여를 끌어내기 위해서 위원회는 관심을 보이는 비가입국을 위원회 회의, 연례 기 업책임 원탁회의(Roundtables on Corporate Responsibility), 사 회책임경영에 관한 구체적 프로젝트에 초청할 수 있다.
끝으로 위원회는 보다 폭넓은 쟁점(가령, 아동노동이나 인권) 또는 개별적 쟁점를 다루고 이에 관한 보고를 하기 위하여, 또는 절차의 효과성을 개선하기 위하여 전문가들을 요청할 수도 있다. 이를 위 해 투자위원회는 OECD 내부 전문가, 국제기구, 자문기구, 비정부 기구, 학계 및 그 밖의 자들을 초청할 수 있다. 그렇다고 이들이 개 별적 문제를 해결하는 패널이 되는 것은 아니다.
that the meaning of the Guidelines would not vary from country to country. A substantiated submission by an adhering country, an advisory body or OECD Watch with respect to whether an NCP interpretation of the Guidelines is consistent with Committee interpretations will also be considered.
In order to engage with non-adhering countries on matters covered by the Guidelines, the Committee may invite interested non-adhering countries to its meetings, annual Roundtables on Corporate Responsibility, and meetings relating to specific projects on responsible business conduct.
Finally, the Committee may wish to call on experts to address and report on broader issues (for example, child labour or human rights) or individual issues, or to improve the effectiveness of procedures.
For this purpose, the Committee could call on OECD in-house expertise, international organisations, the advisory bodies, non-governmental organisations, academics and others. It is understood that this will not become a panel to settle individual issues.
