인사말

국립외교원 외교안보연구소는 외교부 후원으로 ‘평화와 협력의 동북 아시아로 가는 길’을 표제로 10월 28일부터 30일까지 ‘2014 동북 아 평화협력 포럼’을 개최합니다. 이번 포럼은 국립외교원 연례회의 인 ‘IFANS 국제문제회의’의 일환이기도 합니다.

박근혜 정부는 출범 시부터 동북아 평화협력 구상을 주요 외교과제 로 추진해왔습니다. 동 구상은 비전통 안보분야에서부터 대화와 협 력의 관행을 축적하고 신뢰를 쌓아 평화와 협력의 동북아시아를 만 들어 가자는 정책 이니셔티브입니다.

우리 정부는 그간 다양한 외교적 노력을 지속한 결과, 동북아 평화협력 구상에 대한 국제사회의 지 지와 공감을 확보할 수 있었습니다. 국립외교원도 지난 9월, EU와의 국제회의를 통해서 유럽의 경 험을 동북아에 적용할 수 있는 가능성을 모색하기도 했습니다.

이번 ‘2014 동북아 평화협력 포럼’에서는 역내 주요 국가의 정부 고위인사, 학자 및 전문가, 정책 담당자들이 참석하여 평화와 협력에 대한 경험과 식견을 공유하게 될 것입니다. 이번 포럼이 동북 아 평화협력 구상의 본격 추진을 위한 구체적인 협력 의제를 설정·확산하고, 정부 및 민간 부문의 국가 간 인적 네트워킹을 구축하는 출발점이 될 수 있을 것으로 기대합니다.

포럼에 귀하를 초청하오니, 평화롭고 협력적인 동북아를 만드는 자리에 함께 해주시면 감사하겠 습니다.

GREETINGS

The Institute of Foreign Affairs and National Security (IFANS) of Korea National Diplomatic Academy (KNDA), under the sponsorship of the Ministry of Foreign Affairs, hosts the “2014 Northeast Asia Peace and Cooperation Initiative Forum” on the theme, Charting the Course to a Peaceful and Cooperative Northeast Asia, from October 28 to 30. The Forum doubles as the IFANS Conference on Global Affairs, a signature conference of KNDA.

Since its inauguration, the Park Geun-hye government has pursued the Northeast Asia Peace and Cooperation Initiative (NAPCI) as its main diplomatic agenda aimed at accumulating the practice of communication and cooperation, beginning with non-traditional security issues, to gradually build trust and eventually, create a peaceful and cooperative Northeast Asia.

Through continuous diplomatic efforts, the Korean government has garnered the international community’s support on the NAPCI. KNDA also held a joint conference with the European Union last September to seek lessons from the European experience of regional cooperation that may be applied to Northeast Asia.

The 2014 Northeast Asia Peace and Cooperation Initiative Forum will be joined by high-level government officials, scholars, experts and policy-makers from the countries in the region, who will share their knowledge and experiences in building peace and cooperation. We hope that the Forum will become a crucial moment for establishing and advancing specific agendas for coop- eration regarding the implementation of the NAPCI. It will also provide an opportunity for build- ing intellectual networks among the participating countries.

We cordially invite you to join us in the process of shaping a peaceful and cooperative Northeast Asia.

YUN Duk-Min is Chancellor of the Korea National Diplomatic Academy, Ministry of Foreign Affairs. He was a professor from 1991 to 2013 at the Institute of Foreign Affairs and National Security (IFANS) which was transformed to KNDA in 2012. Dr. YUN participated in South-North Nuclear Talks as a special advisor from 1991 to 1992. He also advised the National Security Council, the National Assembly, the Ministry of Defense, the Ministry of Unification and the National Intelligence Service. For the past 5 years, Dr. YUN served as a member of President LEE Myung-bak’s Advisory Council for Foreign Affairs and National Security. He is cur- rently a member of President PARK Gyun-hye’s Advisory Council for Foreign Affairs and National Security, and also a member of the Presidential Committee for Unification Preparation. Dr. YUN specializes in North Korea and international security. He received his Ph.D. in political Science from Keio University in 1991 and his M.A.

from the University of Wisconsin-Madison in 1985. He has published numerous books and articles. His recent articles include “ROK’s Response Options in a North Korean Contingency”, “The Origin of North Korea Nuclear Problem” and “Envisaging Future of ROK-US Alliance”.

YUN Byung-se is Minister of Foreign Affairs since March 2013. Prior to this, he was a member of President Park’s Transition Committee focusing on foreign affairs, national defense, and unification. In 2009, he joined the Law Offices of Kim & Chang as a Senior Advisor, and began teaching at Sogang University’s Graduate School of International Studies. In 2006, Minister YUN was named Deputy Minister for Foreign Affairs. From 2004 to 2006, he was Senior Coordinator for the National Security Council. At the Ministry of Foreign Affairs and Trade, he served as Deputy Director-General of both the North America Affairs Bureau and the Asian and Pacific Affairs Bureau. Minister YUN has also had an extensive career abroad serving as Minister at the Korean Embassy in the United States, and Korea’s Permanent Mission to the UN Secretariat and International Organizations in Geneva; Minister-Counsellor at the Korean Embassy in the Republic of Singapore; Counsellor at the Korean Permanent Mission to the UN in New York; and as Consul in the Korean Consulate General in Sydney. Minister YUN graduated from Seoul National University’s College of Law and Graduate School of Law.

He received his M.A. from Johns Hopkins School of Advanced International Studies.

Ganbat DAMBA is a Director of the Institute for Strategic Studies of Mongolia. He is advisor to the President of Mongolia on research and a member of the Board of the Minister of Foreign Affair of Mongolia. Ganbat earned his Ph.D. in Political Science from the Mongolian Academy of Science. Before October 2010, he was an Executive Director of the Academy of Political Education since 1999. Now he is a Chairman of the Board of the Academy. He is also a Board Member of the National Public TV/Radio, Secretary General of Mongolian Political Science Association, and member of the Doctorial Dissertation Committee in Political Science.

Mark T. FITZPATRICK is Director of the Non-Proliferation and Disarmament Programme at the International Institute for Strategic Studies (IISS) in London. His IISS program focuses on proliferation challenges posed by Iran, North Korea, Syria and other outlier states, and on nuclear security and nuclear disarmament issues.

He is the author of Overcoming Pakistan’s Nuclear Dangers (2014) and The Iranian Nuclear Crisis: Avoiding worst-case outcomes (2008). He is also the editor of six IISS Strategic Dossiers on countries and regions of proliferation concern, most recently on North Korea (July 2011) and Iran (February 2011). He has lectured throughout the world and is a frequent media commentator on proliferation topics. FITZPATRICK joined IISS in October 2005 after a 26-year career in the US Department of State, including as Deputy Assistant Secretary for Non-Proliferation (acting). His diplomatic postings also included Vienna, in charge of liaison with the Interna- tional Atomic Energy Agency, as well as postings in Seoul, Tokyo (twice) and Wellington. He earned a Master’s degree in Public Policy from the Kennedy School of Government at Harvard University, and he attended a one-year post-graduate study program (1990-1991) at the Japanese National Institute of Defence, where his dissertation on Korean unification was published in journals in Japan and South Korea.

HAN Yong-Sup is currently Professor of Korea National Defense University (KNDU) and President of Korea Nuclear Policy Society. He was Vice President of KNDU in 2011-12 and President of Korea Peace Research As- sociation in 2007-2010. He used to be Director of Research Institute for National Security Affairs (RINSA) from 2005-2008. He was Special Assistant to the Korean Minister of Defense in 1993 and a Senior Staff Member to the South-North Joint Nuclear Control Commission in 1991-92. He has been Visiting Professor at China Foreign Affairs University in 2009, a Research Fellow at RAND Corporation in 1999-2000, a Visiting Fellow in 1999 at the Center for Nonproliferation Studies of Monterey Institute for International Studies and Senior Visit- ing Fellow at the United Nations Institute for Disarmament Research in 1993. Dr. Han holds a B.A and an M.A degree in Political Science from Seoul National University and Masters in Public Policy from Harvard University in 1987, and a Ph. D. on Security Policy from RAND Graduate School in 1991. His English publications include Peace and Arms Control on the Korean Peninsula (Kyungnam University Press, 2005), Sunshine in Korea (RAND, 2002), “Time for Conventional Arms Control on the Korean Peninsula” (Arms Control Today, December 2000), “North Korean Behavior in Nuclear Negotiations” (The Nonproliferation Review, Spring 2000), Nuclear Disarmament and Nonproliferation in Northeast Asia (the United Nations,1995), etc.

Professor Il-Soon HWANG, a nuclear energy specialist, with Ph. D. in Nuclear Materials Engineering from MIT, M.S. in Mechanical Science from Korea Advanced Institute of Science and Technology and B.S. in Nuclear Engineering from Seoul National University, has expertise in nuclear materials, nuclear plant integrity, nuclear waste transmutation and nuclear non-proliferation. He has led Korean implementation of IAEA Periodic Safety Review (PSR) and the development of the advanced nuclear waste partitioning and transmutation technology, known as PEACER-PyroGreen, while serving as the Director of Nuclear Transmutation Energy Research Center of Korea and as a member of the Korea National Academy of Engineering.

Dr. Bong-Geun JUN is currently Professor at the Institute of Foreign Affairs and National Security (IFANS) that he joined since 2005. Before joining the IFANS, Professor JUN held a few government and private positions:

Policy Advisor to the Minister of Unification from 2003 to 2004; Visiting Scholar at Keio University in Tokyo and Japan-Korea Cultural Foundation Academic Fellow from 2001 to 2002; Secretary to the ROK President for in- ternational security affairs at the Blue House from 1993 to 1997; and a professional staffer at KEDO New York headquarters from 1997 to 2001. Dr. JUN’s research area covers the North Korean nuclear issue, inter-Korean relations, and nonproliferation issues. Dr. JUN received a BA and MA in political science from Seoul National University in 1982 and 1984 respectively and the Ph.D. in Political Science from University of Oregon in 1992.

Anton KHLOPKOV is Director of the Moscow-based Center for Energy and Security Studies (CENESS) and Editor-in-Chief of the Nuclear Club journal. He is a Member of the Advisory Board under the Security Council of the Russian Federation. Previously, he worked for the Center for Policy Studies in Russia (PIR Center, 2000- 2009), including as Executive Director (2007-2009), and was a Visiting Fellow at the James Martin Center for Nonproliferation Studies (2000). He graduated from the National Research Nuclear University ‘MEPhI’.

Jean Francois LAFORTUNE is Emergency Preparedness Coordinator at the International Atomic Energy Agen- cy since 2013. He is responsible for capacity building programmes in IAEA Member States. Before that, he was the president and CEO of International Safety Research, providing consulting to national and international organizations on nuclear safety and security, environmental impact assessments and emergency prepared- ness. He has contributed to the development of many international standards in emergency preparedness and safety management. He has directed national and regional capacity building and infrastructure development projects in many countries and regions, including the development of regional preparedness and response arrangements for nuclear and radiological emergencies. He served on several international peer review and assessment missions to assist countries in the continuous improvement of their regulatory and emergency management infrastructure.

SHEN Dingli is a professor and associate dean at Fudan University’s Institute of International Studies. He has taught in China, US and the Semester at Sea program. His research and publication covers China-US security relations, regional security and international strategy, arms control and nonproliferation, foreign and defense policy of China and the US etc. He is Vice President of Chinese Association of South Asian Studies, Shanghai Association of International Studies, Shanghai Association of American Studies and Shanghai UN Research Association. He received his Ph.D. in physics from Fudan in 1989 and did post-doc in arms control at Princeton University from 1989-1991. He was an Eisenhower Fellow in 1996, and advised in 2002, then UN Secretary General Kofi Annan for his strategic planning of second term. He is on the Global Council of Asia Society, and is appointed by Shanghai Municipality as Shanghai’s Conference Ambassador. Amb. SHIN Bongkil is the President of the Institute of Foreign Affairs and National Security (IFANS) at the Korea National Diplomatic Academy. He was the inaugural Secretary-General of the Trilateral Cooperation Secretariat of China, Japan, and Korea (2011-2013). Since joining the Korean Ministry of Foreign Affairs in 1978, he was mainly involved in issues related to North Korea, China and Japan as the Director of the Inter- Korea Policy Division of the Ministry of Foreign Affairs (1992-1995), Counselor/Consul General and Minister (1996-1998, 2004-2007) in the Korean Embassy in Beijing, China, and Special Advisor at the Office of Planning for the North Korean Light-Water Reactor Project (2002-2003). His latest posts include Spokesperson for the Korean Ministry of Foreign Affairs (2003-2004), Ambassador to Jordan (2007-2010), Ambassador for Interna- tional Economic Cooperation (2010-2011), and Ambassador for Northeast Asian Regional Cooperation (2013- 2014). Amb. SHIN graduated from Seoul National University with a bachelor’s degree in international relations, and was the editor-in-chief of the University Weekly Newspaper. He studied Chinese at Peking University and received his MA from the University of North Korean Studies in Korea.

Tatsujiro SUZUKI is a Vice Director, Professor of Research Center for Nuclear Weapons Abolition (RECNA) at Nagasaki University, Japan. Before joining RECNA, he was a Vice Chairman of Japan Atomic Energy Commis- sion (JAEC) of the Cabinet office from January 2010 to April 2014. Until then, he was an Associate Vice Presi- dent of the Central Research Institute of Electric Power Industry in Japan (1996-2009) and Visiting Professor at the Graduate School of Public Policy, University of Tokyo (2005-2009), an Associate Director of MIT’s Interna- tional Program on Enhanced Nuclear Power Safety from 1988-1993 and a Research Associate at MIT’s Center for International Studies (1993-1995) where he co-authored a report on Japan’s plutonium program. He is also a Council Member of Pugwash Conferences on Science and World Affairs (2007-2009 and from 2014~present).

Dr. SUZUKI has a Ph.D in nuclear engineering from Tokyo University (1988).

ZHU Xuhui, a Professor at the China National Nuclear Corporation, graduated in 1962 from Tsinghua Uni- versity. From 1962 to 1988, he worked at the China Institute of Atomic Energy, except for 1980-82, which he spent at the Max Planck Institute of Quantum Optics and Munich University. From 1988 to 2005, he worked at the China National Nuclear Corporation as chief engineer in the Bureau of Science and Technology and as a standing member of its Science and Technology Committee. He has long been involved in China’s nuclear fuel cycle, especially in uranium enrichment. During the past fifteen years he also has been involved in nuclear arms control, nuclear nonproliferation, nuclear export control matters and nuclear safety/security, including as a long-time advisor in the Six Party Talks with North Korea

Kent CALDER is currently Director of the Reischauer Center for East Asian Studies at SAIS/Johns Hopkins University in Washington, D.C. Before arriving at SAIS in 2003, he taught for twenty years at Princeton Uni- versity, and also as Visiting Professor at Seoul National University, and Lecturer on Government at Harvard University. CALDER has served as Special Advisor to the U.S. Ambassador to Japan (1997-2001), Japan Chair at the Center for Strategic and International Studies (1989-1993 and 1996); and as the first Executive Director of Harvard University’s Program on U.S.-Japan Relations, during 1979-1980. CALDER received his Ph.D. from Harvard University in 1979, where he worked under the director of Edwin O. Reischauer. A specialist in East Asian political economy, CALDER has spent eleven years living and researching in Japan, and four years else- where in East Asia. His most recent work is The New Continentalism: Energy and Twenty-First Century Eura- sian Geopolitics (Yale, 2012). He has also recently authored Embattled Garrisons: Comparative Base Politics and American Globalism (Princeton, 2007), co-authored The Making of Northeast Asia (Stanford, 2010), and co-edited East Asian Multilateralism, with Francis Fukuyama. Among CALDER’s major works on Japanese politics and public policy are Crisis and Compensation (Princeton, 1988); and Strategic Capitalism (Princeton, 1993). He has also written extensively on Asian energy geopolitics and U.S.-Japan relations, including Pacific Alliance (Yale, 2009); and Pacific Defense (William Morrow, 1996). CALDER’s first book, The Eastasia Edge, co- authored with Roy Hofheinz, Jr., (Basic Books, 1982), was one of the early studies of comparative East Asian public policy, based on a seminar first co-taught with Hofheinz at Harvard in the fall of 1979.

Dr. CHOI Kang is vice president for research and director of the Center for Foreign Policy and National Security at the Asan Institute for Policy Studies. Prior to joining the Asan Institute, he was the dean of Planning and Assessment at the Korea National Diplomatic Academy. He also previously worked at the Institute for Foreign Affairs and National Security as the president (2012) as well as professor and director-general for American Studies (2008–2012). From 1992 to 1998, Dr. CHOI worked at the Korea Institute for Defense Analyses (KIDA) as associate research fellow and director of International Arms Control Studies, and later returned to KIDA as the chief executive officer for Task Force for Current Defense Issues (2002–2005). Between those two periods, he served in the National Security Council Secretariat as senior director for Policy Planning and Coordination (1998–2002). Dr. CHOI was also a South Korean delegate to the Four-Party Talks. He received his Ph.D. from Ohio State University. His areas of interest include the ROK–U.S. alliance, North Korean military affairs, inter- Korean relations, crisis management and multilateral security cooperation.

Jean-François DI MEGLIO has been a founder and is now the President (since 2009) of Asia Centre, an inde- pendent, Paris-based, think tank and research center focused on Asian contemporary issues, from Korea to India, encompassing Japan, China and South East Asia, which is the editor of three quarterlies : Korea Analy- sis, China Analysis, and Japan Analysis. His research focus is energy, environment and monetary policies, as he dedicated the first part of his professional life to be an international banker for Paribas, then BNP Paribas, with a focus on Asia and energy, commodities, project and carbon finance. He has been a frequent visitor to East Asia since the late ‘70’s, has lived there for more than ten years and is still visiting six times a year for academic and various professional reasons. Jean-François DI MEGLIO has an active presence on French and international media and was a co-editor of “China and the global financial crisis two years on: a comparison with Europe”, published at Routledge in 2012 and will soon release “Framing China’s security energy”, also with Routledge, early 2015. He is an alumnus of Ecole normale supérieure (rue d’Ulm) and Beijing University.

Shoichi ITOH is a senior analyst and manager at the Institute of Energy Economics, Japan (IEEJ). He has extensive expertise in global energy markets and geopolitics and he is a frequent speaker on energy security around the world. He held visiting fellowships at the Center for Strategic and International Studies (CSIS) in 2010, at the Brookings Institution in 2009 and at the Center for East Asian Studies at the Monterey Institute of International Studies in 2006. He also served at the Consulate-General of Japan in Khabarovsk as political and economic attaché in 2000-2003. ITOH has spearheaded a variety of policy projects particularly on the U.S.- Japan alliance and is a frequent speaker on energy security around the world. His recent research focuses include strategic implications of the U.S. Energy Independence for the Asia-Pacific region, the U.S.-Japan cooperation on hydrocarbons trade and nuclear energy, Sino-Russian relations, etc.

Jae-Seung LEE is Professor of International Studies at Korea University and Director of Energy & Environment Policy at KU-KIST Green School (Graduate School of Energy and Environment). Professor Lee has also joined at Walter H. Shorenstein Asia-Pacific Research Center and Center for East Asian Studies of Stanford University as a visiting scholar. His current research includes energy security, energy diplomacy and regional cooperation.

He has published numerous books and articles in these fields and conducted policy research projects with several ministries. He has contributed op-ed articles to major Korean newspapers and has commented on international affairs for BBC, CNN and Korean broadcast stations. Professor LEE holds a BA in political science from Seoul National University, and an MA / Ph.D in political science from Yale University. He has previously taught at Yale University, Seoul National University and the Institute of Foreign Affairs and National Security (IFANS) of the Ministry of Foreign Affairs and Trade.

Dorjsuren NANJIN is a Head of Center for China, East Asian Studies at the Institute for Strategic Studies of Mongolia. He specializes in Korean Peninsula Problem. He is the Executive Secretary of JuSong Association, the friendship association of Mongol-DPRK which is designed to study the DPRK military First policy during 2006-2008. From 2000 to 2003, he held the position of Coordinator of International Relations in Shariki Village Office of Aomori Prefecture, Japan. Dr. Yongduk PAK started his international energy cooperation career from the promotion of Northeast en- ergy cooperation intergovernmental mechanism in 2004. After the implementation of the Mechanism, he has participated in the various international energy cooperation activities such as IEA, WEC as well as Northeast energy cooperation mechanism. Also with the strong interest in China’s energy sector and its cooperation potentials, Dr. PAK has implemented many studies about the specific energy issues of China. Currently, he has supervised many international energy cooperation projects as managing director in KEEI. Dr. PAK received B.A. and M.A in economics from Yonsei Univ. in Korea and completed his Ph.D degree in Emory University in United States.

XU Qinhua is professor of School of International Studies, director of Centre for International Energy and Environment Strategy Studies, Renmin University of China. Her current research interests are mainly on en- ergy politics, with focus on energy policy in China. Dr. XU is active in the energy sector and is entrusted with a number of advisory posts in the China government agencies and international bodies. She is now an expert consultant of National Energy Administration, China; a committee member of the World Energy Council She is the founder of China International Energy Cooperation Forum and Beijing ZFY New Energy Institute in China.

Konstantin V. SIMONOV graduated from the Faculty of Philosophy majoring in political science (1991-1996) and the Economic Faculty (1995-2000) of Moscow State University. He has Ph.D in Political Science. He re- ceived a Master’s Degree in Political Science at the University of Manchester. Konstantin V. SIMONOV has been engaged in political and economic analysis at various research entities over the past 20 years. In 2003 he was appointed General Director of the Center of Political Conjuncture of Russia. In 2006 he founded and became the head of the National Energy Security Fund. He is the author of several books: “Russian Oil”,

“Energy Superpower”, “Global Energy War”, “The Oil and Gas Factor in World Geopolitics”, “Liquefied Natural Gas – the Future of the World Energy Sector”. In 2011 and 2013 the Energy Ministry of the Russian Federation recognized Konstantin V. SIMONOV as the best Russian expert on issues of the oil and gas industry. Since 2014 K. James A. LEWIS is a senior fellow and directs the Center for Strategic and International Studies Digital Policy Group. Before joining CSIS, he worked at the Department of State and Commerce. He was a member of the Clinton White House Working Groups on Electronic Commerce and Secure Public Networks that laid the foun- dations for global e-commerce and liberalized US encryption policy. LEWIS led the initial U.S. delegation to the Wassenaar Arrangement Experts Group, was the Rapporteur for the UN’s Group of Government Experts on Information Security for the 2010 and 2013 sessions, and leads long-running Track II cybersecurity discus- sions with the China Institutes of Contemporary International Relations. He is an internationally recognized expert on technology and strategy and has authored numerous publications, including the bestselling Securing Cyberspace for the 44th Presidency. His remarks appear frequently in the media and he has testified numerous times before Congress. LEWIS received his Ph.D. from the University of Chicago.

Hyung-Jun SEO is a director in the Division of Cyber Security Policy at the National Security Research Insti- tute (NSRI). Before joining the faculty of the NSRI in 2006, he was a senior researcher at the Korea Institute for Defense Analyses (KIDA) from 1999 to 2006 and served as an adviser about lots of projects of Ministry of National Defense of ROK. He was a research member of the Korea Institute of Science and Technology (KIST).

His current articles and publications include Identity of Cyberspace, Net-Centric Warfare, Cyber Warfare Evalu- ation, and National Strategy for Cyber Security.

YOO Joonkoo

Joonkoo Yoo is a Visiting Professor of the Korea National Diplomat Academy, Ministry of Foreign Affairs. He concurrently serves a professor of the law school of SungKyunKwan Univ. and a adjunct professor of Seoul National Univ. He is also a director of International Economic Law Association of Korea and a member of ad- visory committee of Ministry of Government Legislation. He currently specializes in international law focusing on economic cooperation and governance issues. Professor Yoo has been teaching International Economic Cooperation and International Organization in Seoul National Univ. GSIS and Yonsei Univ. He served as Deputy Director of the Presidential Committee for the G20 Seoul Summit. Before teaching, Dr.Yoo was a Law Consult- ant specializing in International Trade and Defence Acquisition with Aitken, Berlin & Broomanin Washington D.C.. He received a B.A. and M.A. from SungKyunKwan University, LL.M. of international law from American University Law School, and Ph.D from SungKyunKwan University, School of Law.

ZHOU Hanhua

Professor, Institute of Law, Chinese Academy of Social Sciences

ZHOU Hanhua is a professor of law in the Institute of Law, Chinese Academy of Social Sciences, an academic research institution and also the think tank of China’s central government. Professor ZHOU has over 20 years of experience in research and practices in law and government regulation, and has held numerous positions including Vice Chairman of China Information Law Society. Professor ZHOU was the Leader of the Task Force to draft the Regulations on the Freedom of Information, Personal Information Protection Act, as well as E- government Act, which were entrusted by the State Council Informatization Office respectively. Professor ZHOU has obtained a Bachelor’s degree in Wuhan University, and both of his Master’s degree and Doctor’s degree were awarded by the Graduate School of Chinese Academy of Social Sciences.

Wongi CHOE is a professor of international political economy and trade studies at Korea National Diplomatic Academy (KNDA). He holds a B.A. and M.A. in International Relations from Seoul National University, and has obtained a Ph.D. in Political Science from the University of Washington in Seattle. He was a visiting faculty at the School of International and Area Studies of the University of Oklahoma in 2005, a visiting fellow at the School of Global Environmental Sustainability of Colorado State University in 2011, and a visiting scholar in the Energy Program at University of Houston in 2013-14. From 2006, he has been a professor with KNDA.

He served as a member of task force team at the Presidential Council for Future & Vision in 2008 and as a member of expert advisory committee of the G20 task force at the Ministry of Strategy and Finance in 2009. He served as an advisory member of Korean government delegation in the UN climate change negotiations. His current research projects include climate change negotiations, energy security, Korea’s diplomatic strategy toward global governance, regional cooperation and architecture in East Asia.

Dr. Hyeonjung CHOI is a Research Fellow and the Program Chair of Climate Change & Sustainable Develop- ment Program at the Asan Institute for Policy Studies in South Korea. For the last five years, Dr. Choi worked in public service as the Deputy Secretary to the President for Green Growth and the Assistant Secretary to the President for National Agenda at the Office of the ROK President and played a central role in initiating and implementing South Korea’s Green Growth policies. Prior to the public service, Dr. Choi was a Research Scholar at the Institute of Social Science, the University of Tokyo, and faculty member at the Korean Air Force Academy. Dr. Choi received his B.A. and M.A. from Yonsei University and his Ph.D. in Political Science from Purdue University.

Jih-Un KIM is currently an Associate Professor of Chungnam National University, South Korea. Before he moved to the university, he taught at Webster University in Missouri (United States) for one decade. As a ten- ured faculty, he also served to Webster as the academic director of graduate International Relations program.

He has broad interest in China’s domestic and foreign affairs. Since he finished field work for his doctoral dissertation in China in 2002, he has frequently visited the country. His work on China has appeared in East Asia: An International Quarterly, Pacific Focus, and Asian Perspective, among others.

Tomonori SUDO is Senior Research Fellow of JICA Research Institute and Advisor of Office for Global Issues and Development Partnership, Operations Strategy Department of JICA. He is currently conducting several researches on environment and climate change issues including climate change finance. He is also serving as a member of Bureau of “Environment and Development Cooperation Network” (ENVIRONET) of the OECD Development Assistance Committee (DAC). During his 20 years carrier at JICA and former Japan Bank for International Cooperation (JBIC) and Overseas Economic Cooperation Fund (OECF), he has experienced in ODA loan operations to Indonesia, Malaysia, Bangladesh and China, and secondment to the African Develop- ment Bank as Private Sector Specialist to promote private sector development in Africa, and secondment to the Institute for Global Environmental Strategies (IGES) to conduct several researches on climate policy and capacity building on Clean Development Mechanism in several Asian countries. Before joining to OECF, he worked for the Sakura Bank and experienced in cooperate finance, project finance and forex operations. Dr.

SUDO received his Ph.D. in International Studies from Waseda University, Japan, B.A. in Economics from Osaka University, Japan, and M.Sc in Environmental & Resource Economics from University of London (University College London).

Yunhwa CHOI is a researcher in Nonproliferation Education and Research Center at KAIST. Before joining NEREC in 2014, she served as a program officer of Nuclear Policy and Technology Center at the Asan Institute for Policy Studies. In addition, she worked as a researcher in Nonproliferation and Nuclear Security Center at KNDA, an ad hoc center set up to prepare for holding the 2012 Seoul Nuclear Security Summit.

Sungyeol CHOI is a nuclear engineer specialized in radioactive waste management and nuclear nonprolifera- tion. He is a senior researcher at Division of Nuclear Fuel Cycle Process Development, Korea Atomic Energy Research Institute. From 2010 to 2012, he was a research fellow at Belfer Center for Science and International Affairs, John F. Kennedy School of Government, Harvard University. He earned Ph.D. in Nuclear Engineering in 2012 and B.S. in Nuclear Engineering (summa cum laude) in 2008 from Seoul National University. He has au- thored or co-authored 17 peer-reviewed articles on pyroprocessing, fast reactors, waste disposal, and nuclear nonproliferation. In 2008, he authored Lessons Learned from the Development of the Korean Nuclear Power Programme for the IAEA.

Kuyoun Chung is a visiting professor of the Institute of Foreign Affairs and National Security (IFANS) at the Korea National Diplomatic Academy. She received her Ph.D. in Political Science from University of California, Los Angeles (UCLA) in 2011 and served as a faculty fellow, also at UCLA in 2012. She received her Bachelor of Art in Russian and Political Science in 2002 and Master of Art in Political Science from Korea University in 2004. She is the author of numerous journal articles and book chapters including “Selective humanitarian Intervention after the End of the Cold War: Evidence from 1990-2004 Data,” “US Millennium Challenge Account and the Governance of Africa.” Her research interests encompass US foreign policy, non-traditional security, development assistance, and global governance.

Lisa D. COLLINS is a Program Officer in the Global Governance Center at the Asan Institutes for Policy Stud- ies. Ms. COLLINS has worked at the institute since its inception in 2008 and witnessed the organization grow from a small staff of five to a major organization with over eighty people in the last five years. Her research interests include Northeast Asian security issues, the intersection between international law and international relations, global governance, nonproliferation, nuclear security and safety issues, human rights and refugee law, and the U.S.-ROK alliance. Prior to joining the institute in 2008, she was a graduate fellow in the Korean Flagship Language Program at the University of Hawaii and Korea University. Ms. COLLINS received a B.A.

from Oberlin College in Ohio and a J.D. (juris doctor) from the University of New Mexico.
