SUMMARY
Policy Directions for Rural Land Use Planning System

Currently, the Korean government has various plans related to farming for sustainable development of agriculture, balanced development of rural areas, food conservation, and promotion of agriculture-related industries, including the food industry. Typically, Planning for Development of Farming, Livestock and Food Industry includes the development goals and policy directions of agriculture, food industry, proper self-sufficiency and implementation plans for food and stocks, and policies and financing plans for agriculture, livestock and food industries.
However, rural land use planning related to the management of rural areas, such as land use plans, is virtually absent. In addition, there are several problems in the rural planning system, including hierarchy, contents and procedures between the plans. In particular, projects for developing farming and fishing villages cannot be expected to have
SUMMARY ․ 95 efficiency because they are carried out as individual projects without considering the spatial plan of rural areas, and the life improvement plan lacks spatial characteristics and connectivity with individual projects.
Under the Farmland Act, local governments should establish plans for the use of farmland, but they do not establish such plans.
As a result, problems with the planning system, such as layering between plans, and problems related to planning items and contents, such as insufficient space management, arise from rural land use planning. In addition, there are problems where the actual number of plans is small and the planning procedure is not defined. There is also a problem that arises from the failure to separate the contents and procedures by type of rural development project. Problems related to lack of connection with urban planning also appear.
To address these problems and overhaul the rural planning system, it is necessary to streamline each plan in a timely manner as required by policy. The plan should be simplified by considering the responsibility of the plan, the feasibility of the plan, etc. It is also necessary to establish hierarchy between upper and lower plans within the rural plan and review the relationship with segment plans. To simplify rural planning, existing plans should be divided into policy plans and business plans to draw up a list of plans to be included in the rural planning plan corresponding to the basic plan. In addition, rural plans with characteristics of the project plan should be integrated into the Rural Life Quality Improvement Plan.

Since the current rural planning system is complex and inefficient, it should be synthesized to improve the effectiveness of the plan. In addition to the current basic items that present policy directions for the development of farming, forestry and food industries, the Planning for Development of Farming, Livestock and Food Industry needs to present policies for rural development, such as reduction of the population in rural areas and conservation of farmland. It is necessary to readjust to include Planning for Development of Farming, Livestock and Food Industry, such as farmland use plans and rural plans, which are necessary for the preservation of farmland, rural regeneration, housing, agriculture and industrial facilities.
Integrating a statutory plan that is obliged to establish a plan requires providing legal grounds for integration and providing detailed guidance on what should be included in the content of the rural plan. It is also necessary to prepare a process to disclose details of the plan so that stakeholders can know the details of the plan.
Since the projects for developing farming and fishing villages include various types of projects, such as development of production base, development of living environment and promotion of farming and fishing industry, it is necessary to classify and type the projects in order to enhance the efficiency of the development project. It should be institutionalized by integrating redundant types and differentiating the planning content and procedures by type.
In addition, there is a need to improve relevant laws to create a

The development projects in rural areas should be linked to development permits, district unit plans, and urban and military planning facilities by securing procedural justification, such as national territory planning assessment, and supplementing relevant special regulations.
