Spatial Reorganization of the Shihwa Region

This study aims to propose desirable land use and transportation network systems for the Shihwa region. An attempt is also made to suggest the guidelines for water supply and environmental conservation. In the Shihwa region, Ansan and its surrounding areas are expected to grow to be another metropolis of one million in the Capital region around the year 2001.
Nonetheless, this region is without any comprehensive development plan, and thereby, faces difficulties in establishing the efficient land use and transportation network systems.
The basic guidelines for reorganizing spatial structure of this region are as follows; minimize development area in order to maintain the consistency in the growth control policy in the Capital Region; encourage the low-density development in both residential and industrial areas; establish an efficient transportation network in line with land use pattern; and improve the living amenities by reducing municipal and industrial wastewater pollutants as well as expanding green space in the vicinity of the existing industrial estates and urban areas.
Based on such guidelines, a new residential area will be developed in Pibong (Hwasong-gun) with the population of 30,000 around the year 2000. In the long run, another Namyang residential area is proposed in the Shihwa Ⅱ region. On the other hand, the newly formed tideland south of the Shihwa industrial estate, 6.8㎢, is offered to accommodate the small size manufacturing firms relocated from Seoul and Inchon. Songsan industrial estate is also proposed in the Shihwa
Ⅱ region after new sources of water supply are ensured. With regard to the road network, five north-south and four east-west axes are recommended to improve the accessability within the region and among other regions as well. As far as environmental conservation is concerned, it is essential that not only wastewater treatment plants in Ansan and Shihwa be expanded, but the level of
treatment be extended to the secondary treatment system.
Finally, it is required that the Shihwa region, expected to be a metropolis of one million in the near future, should strengthen its self-sustained economic base so as to reduce the socio-economic dependencies on Seoul and Inchon for the urban service delivery system. Attention needs to be paid to the local administrative boundaries in the region. For example, Shihwa industrial estate is divided into the jurisdiction of Ansan and Shiheung cities. The prospective Pibong residential area also falls under the jurisdiction of Ansan city and Hwasong-gun. It is thus recommended that the administrative boundaries are delineated to promote more efficient administrative coordination in growth management of the region.
