AGENDA ITEM 1. OPENING STATEMENTS OF THE CO-CHAIRMEN

6. Dr. Luluk Sumiarso warmly welcomed the delegations from Japan, China, Korea and the ASEAN countries and organizations to the Meeting. In his opening remarks, Dr. Sumiarso, on behalf of the SOME delegation, expressed his expectations on the SOME+3 Consultations, that is, to establish a closer relationship among the East Asian countries in the field of energy through open and active exchange of views on common regional issues and challenges.

7. On behalf of the METI delegation, Mr Takashi Suzuki expressed his sincerest gratitude to China and Korea for joining the first SOME+3 Consultations. He stressed the need to establish a strong regional cooperation for the East Asian energy security including such key challenges and issues as oil supply security, energy diversification, energy sector liberalisation, and global warming.

8. Mr. Jun Wang of SPDC expressed his sincerest thanks and appreciation to the SOME for hosting the first SOME + 3 consultations.

In his opening statement, he underscored the importance of energy security in sustaining economic growth and in meeting the basic energy needs of the people. He emphasized that while the level of economic growth, technical advancement and resource endowments of the countries vary, he expressed with high hopes, that this forum would greatly enhance the exchange of information and views on various issues and challenges in energy towards an enhanced cooperation between ASEAN, China, Korea and Japan. He wished that this summit would be mutually beneficial to all the countries concerned.

9. Mr. Jun 11-Hwan Oh of MOCIE. Korea expressed his sincerest gratitude to the SOME for the excellent arrangements made for the first SOME + 3 consultations in energy. He emphasized that the energy sectors of the countries concerned are facing various challenges and pressures; and that this Meeting is very timely and appropriate to build up stronger regional cooperation towards energy supply security. In

addition, he mentioned that the close geographical location of the ASEAN + 3 countries is an strategic advantage to facilitate and further strengthen regional energy cooperation.

10. The Meeting adopted the Agenda of the Meeting which appears as ANNEX B.

AGENDA ITEM 3. BUSINESS ARRANGEMENTS

11. The Meeting was held in plenary at the Bali International Convention Center, Nusa Dua, Bali, Indonesia.

AGENDA ITEM 4. POLICY CONSULTATIONS a. International Energy Situation

12. Japan briefed the Meeting on the current international energy situation which appears as ANNEX C highlighting, among others, a) world energy outlook onto 2020; b) Japan's energy strategies; and c) Japan's future concrete policies such as promotion of energy efficiency, introduction of new energy, fuel switching, expansion of natural gas use, nuclear power promotion, strategic support for R&D, and international cooperation. Also highlighted was the preparation for the 8t' International Energy Forum (IEF) cohosted by UAE and Italy to be held in Osaka, Japan on 21-23 September 2002. The objective of the IEF is to strengthen the mutual understanding and partnership between producing and consuming countries through information exchange on key energy issues affecting the world. The results of the G* Energy Ministerial Meeting held in Detroit USA on 3 May 2002 was also presented.

b. Current Energy Security Policies

13. China briefed the Meeting on its comprehensive energy policies focusing on the 10`" Five-Year Plan 2001-2005. The Plan defined its policy priorities, such as; improvement of energy mix; promotion of clean sources of energy; enhancement of energy savings through the elimination of inefficient energy products; introduction of a national oil stockpiling; promotion in the design, manufacturing, and construction of nuclear power plants; and push for structural changes in the energy sector.

14. Korea outlined its current energy security policies which

highlighted, among others, the following: 1) overview of energy demand and supply; 2) situation of the energy industry and key players; 3) energy policy for supply stability, energy savings and renewable energy;

4) restructuring plan for the electric power industry and natural gas industry; 5) oil stockpiling policy; and 6) energy imports from Asian countries. The policy paper of Korea appears as ANNEX D.

c. Update on ASEAN Energy Cooperation by ASEAN

15. The ACE briefed the Meeting on the progress of the ASEAN Plan on Action for Energy Cooperation (APAEC) 1999-2004, highlighting in particular, the developments on the Trans-ASEAN Gas Pipeline (TAGP) and the ASEAN Power Grid (APG) projects. The Information Paper on the APAEC 1999-2004 appears as ANNEX E.

d. Open Discussion

16. The Meeting exchanged views and information on energy security policies, and other issues and challenges that arc common to ASEAN + 3 countries and further noted the importance of consultations as a vehicle towards achieving the goal of strengthened cooperation in the energy field of the countries involved.

17. In order to accelerate the regional energy security cooperation, Japan proposed to support the ASEAN+3 Oil Security Workshop in cooperation with ASCOPE in January 2003 in Malaysia. The SOMF, China and Korea appreciated the Japanese proposal, and they expressed their commitment to work together for the success of the Workshop.

18. The Meeting also agreed to support another workshop which will be hosted by Japan entitled, "ASEAN+3 - IEA Joint Workshop" on 21 November 2002 in Tokyo, Japan This was an offshot of the recommendation of the Energy Security Seminar in Asia held on 4 March 2001 in Japan. The Information paper appears as ANNEX F.

19. The ACE expressed its appreciation to the Government of Korea and the Korea Energy Economics Institute (KEEI) for accepting its proposal to explore joint partnerships in energy. Similarly, ACE expressed its interest to develop with Chinese counterparts some joint projects for the mutual beneits of ASEAN and China.

AGENDA ITEM 5. OTHER MATTERS

20. The Meeting exchanged views on ways to improve and to make

future consultations more meaningful. The Meeting agreed to establish a small working group that will be tasked to identify topics and to design the format and mechanics of the second consultations. The Meeting appointed ACE as the lead coordinator of the said working group in cooperation with the contact organizations that will be appointed by the delegations of Japan. China, and Korea

AGENDA ITEM 6. DATE AND VENUE OF THE FOURTH SOME-METI CONSULTATIONS

21. The Meeting agreed to hold the Second SOME +3 Consultations during the SOME of the 21st AMEM in Malaysia tentatively scheduled in the first week of July 2003.

AGENDA ITEM 7. ADOPTION OF THE SUMMARY RECORD 22. The Meeting considered and adopted the Summary Record of the First SOME + 3 Consultations held on 2 July 2002 in Bali International Convention Centre, Nusa Dua, Bali. Indonesia.

ACKNOWLEDGMENT

23. Dr. Luluk Sumiarso congratulated the delegations from Japan, China, Korea and ASEAN for the success of the consultations and the excellent presentations from all sides and thanked them for their active participation in the discussions. He mentioned that the first consultations were very important in charting the future framework and scope of collaboration for the ASEAN+3 countries in the field of energy. Finally, he reaffirmed the importance of closer consultations among ASEAN+3 energy policy mak r; to enhance regional energy security. He wished everyone a pleasant stay in the island paradise of Bali and a safe journey back home.

SECOND SOME+3 CONSULTATION

2 July 2003, Berjaya Langkawi Beach and Spa Resort Langkawi Island, Malaysia

INTRODUCTION

1. The Second Senior Officials Meeting on Energy (SOME) + the Ministry of Economy, Trade and Industry (METI) of Japan, and the representative of the State Planning and Development commission (SPDC) of China and the Ministry of Commerce, Industry and Energy (MOCIE) of Korea (SOME+3) Consultations for the ASEAN + 3 energy cooperation was held at the Berjaya Langkawi Beach and Spa Resort, on 2 July 2003 in Langkawi Island, Malaysia.

2. The Meeting was co-chaired by Datuk Dr. Halim Shafie, Secretary General, Ministry of Energy, Communications and Multimedia and Senior Official on Energy (SOE) Leader of Malaysia, Mr. Yasuo Tanabe, Director , International Affairs Division, METI, Ms. Deng Liyang, representative from the Embassy of China in Malaysia and Dr.

Jung-Gwan Kim, Director of the Ministry of Commerce, Industry and Energy of Korea.

3. Datuk Dr. Halim Shafie led the SOME delegation composed of the Senior Officials on Energy (SOE) Leaders from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam; and the representatives from the ASEAN Council on Petroleum (ASCOPE), Heads of the ASEAN Power Utilities and Authorities (HAPUA), ASEAN Forum on Coal (AFOC), Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN), New and Renewable Sources of Energy Sub-Sector Network (NRSE-SSN), ASEAN Secretariat and the ASEAN Centre for Energy (ACE).

4. Mr. Yasuo Tanabe led the METI delegation consisting of the representatives from METI and Ministry of Foreign Affairs (MOFA).

Ms. Deng Liyang attended as the representative of China and Dr.

Jung-Gwan Kim attended as the representative from MOCIE of Korea.

6. Datuk Dr. Halim Shafie on behalf of ASEAN welcomed the delegations from the + 3 countries (China, Japan and Korea) to the Second SOME+3 Consultations.

7. Ms. Deng Liyang of China expressed her gratitude to attend the meeting and hope that the meeting will be successful.

8. Mr. Yasuo Tanabe of METI in his welcoming remarks recalled that the SOME + 3 Consultation started in Bali last year. Through the year, the issues on security of petroleum and energy conservation are being more highlighted in the formulation of policy related issues.

Regional-multilateral dialogue have important significant in discussing these issues. He hoped that through this meeting there will be exchange of views on how best to implement policy and enhanced cooperation. He hoped that the discussion will further strengthen the cooperation and lead to concrerte programs

9. Dr. Jung-Gwan Kim of MOCIE, Korea expressed his appreciation for the invitation to attend the meeting. He stated that the SOME+3 Consultation was being established to strengthen energy cooperation in the ASEAN and East Asia region Energy security is becoming important for both regions and cooperation programs that will be mutually beneficial can be enhanced further. Korea would always provide support for the cooperation programs developed between the ASEAN and the + 3 counties.

AGENDA ITEM 4. POLICY CONSULTATIONS 4.1. International Energy Situation And Events

12. Japan briefed the Meeting on the Updates of international energy

events, namely that of the International Energy Agency (IEA) and the International Energy Forum (IEF). The presentation materials appears as ANNEX C.

4.2. Update on ASEAN Energy Cooperation

13. The ACE briefed the Meeting on the progress of the energy programmes under the ASEAN Plan on Action for Energy Cooperation (APAEC) 1999-2004, highlighting in particular, the developments on the Trans-ASEAN Gas Pipeline (TAGP) and the ASEAN Power Grid (APG) projects. The Information Paper on the Update on ASEAN Energy Cooperation appears as ANNEX D.

4.3. Way Forward to Enhance ASEAN + 3 Energy Cooperation in Petroleum Security

14. The ASEAN Secretariat presented the outcome of the ASEAN+3 Petroleum Security Workshop held in Kuala Lumpur on 9-10 June 2003 as appears in ANNEX E.

4.4. Open Discussion

15. The Meeting exchanged views and information on policies priority in relation to energy security. It was discussed that producer side policy (price stabilization) will need to be supported with consumer side policy (stockpiling plan) in order to increase security in the region.

16. China expressed their interest to take part in the SOME+3 cooperation program actively. In addition, China provide some comments on how the cooperation should be as appears in Annex F.

17. On the proposal for the cooperation program areas from the ASEAN+3 Petroleum Security Workshop, there was concerned raised by ASEAN Member Countries on the establishment of separate task forces/study groups. This is considering of redundant works and constraint on the resources. Therefore for the implementing vehicles, ASEAN suggested to use existing ASEAN energy instritutions such as ASCOPE, HAPUA, and the Sub-Sector Networks (newly established REPP-SSN, EE&C-SSN, NRSE-SSN).

18. ASEAN also proposed a mechanism by which ASEAN+3 can work together in areas that will be mutually benefited to ASEAN and the +3 Countries. This mechanism appears as ANNEX G.

19. The delegates of the +3 countries welcomed the idea of establishing the SOME+3 Energy Policy Governing Group (SOME+3 EPGG) that will oversee the activities under the SOME+3 energy cooperation programmes. They proposed that the cooperation areas as proposed in the ASEAN+3 Petroleum Security Workshop be maintained but with additional area for New and Renewable Resources. For the implementation, Japan expressed that its better to create study Group/Task Forces for each of the areas. China, however, maintained their proposal to only have one taskforce/study group instead of the proposed four. China suggested that participation in the activities of the progrmme areas should be under a voluntary basis.

20. The Meeting proposed that the SOME+3 EPGG should held their first meeting as soon as possible, preferably end of July or early August 2003. This will be done in conjunction with the expert groups meeting for integration and information sharing. ACE as the lead coordinator will pursue the necessary arrangement for the meeting.

21. After further discussion on the mechanism, the Meeting agreed on the following:

- There was no problem to name these study groups/task forces as expert groups

- No need for question marks in the original proposed mechanism since it was clear that the proposed four program areas have been agreed by the Ministers at their Summit meetings with an additional program areas on New and Renewable Sources of Energy (NRSE).

- Holding the Some+3 EPGG Meeting back to back with the expert group meeting was agreeable

- There are still few minor concerns ;

- among the +3 Member Countries on their needs/concerns

- among ASEAN on the establishment of task forces/study groups/

experts

22. The Meeting did not have any other matters to be discussed further.

AGENDA ITEM 6. DATE AND VENUE OF THE NEXT

MEETING

23. The Meeting agreed to hold the Third SOME + 3 Consultations during the SOME o the 22nd AMEM in the Philippines tentatively scheduled in the first week of July 2004.

AGENDA ITEM 7. CLOSING REMARKS AND ADOPTION OF THE SUMMARY RECORD

24. Ms. Deng Liyang of China expressed their gratitude to ASEAN for the Meeting and hope to have the same opportunity again.

25. Dr. Jung-Gwan Kim of MOCIE, Korea, expressed their gratitude toASEAN for the meeting which was very productive from the Korean point of view.

26. Mr. Yasuo Tanabe of METI expressed their gratitude to ASEAN and noted that during this meeting through the efforts made it was agreed to hold another forum the SOME+3 Energy Policy Governing Group in addition to the SOME+3 and AMEM+3 Consultations.

27. Datuk Dr. Halim Shafie in his closing remarks stated that the 2nd SOME+3 Consultation had been a fruitful meeting. He appreciated the active participation of the SOE Leaders of ASEAN, China, Japan and Korea and are looking forward for the next SOME+3 Consultation

28. Once finalized, the Meeting will considered and adopted the Summary Record of the Second SOME + 3 Consultations held on 2 July 2003 in Berjaya Langkawi Beach and Spa Resort, Langkawi Island, Malaysia.

Summary Record of the THIRD SOME+3 CONSULTATION 8 June 2004, Makati City, Philippines

INTRODUCTION

1. The Third SOME + 3 was held on 8 June 2004 at the Shangri-La Hotel, Makati City, Metro Manila, Philippines.

2. The Meeting was chaired by Mr. Cyril C. Del Callar, Undersecretary, Department of Energy Philippines and Senior Officials on Energy (SOE) Leader of Philippines.

3. Mr. Cyril C. Del Callar led the SOME delegation composed of the Senior Officials on Energy (SOE) Leaders from Brunei Darussalam, Cambodia,Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam; and the representatives from the ASEAN Council on Petroleum (ASCOPE), Heads of the ASEAN Power Utilities and Authorities (HAPUA), ASEAN Forum on Coal (AFOC), Energy Efficiency and Conservation Sub-Sector Network (EE&C-SSN), Renewable Sources of Energy Sub-Sector Network (RE-SSN), Regional Energy Policy and Planning (REPP-SSN)ASEAN Secretariat and the ASEAN Centre for Energy (ACE).

AGENDA ITEM 1. OPENING SESSION

6. Mr. Cyril C. Del Callar on behalf of ASEAN welcomed the delegations from the + 3 countries (China, Japan and Korea) to the Third SOME+3 Consultations. In his remarks, he emphasized that the issue on energy security has turned out to be a top priority agenda in various international fora and dialogues. He further elaborated that ASEAN recognizes the importance of ensuring the security of energy supply to achieve the overall goal of a sustainable socio-economic development and has reflected this in their overall energy policy. It is imperative,

however, that the issue on supply security be judicously addressed at the regional level that would call for collaborative efforts among ASEAN member countries and the dialogue partners China, Japan and Republic of Korea. He stated that the establishment of the SOME+3 Energy Policy Governing Group (EPGG) and the identified five areas of cooperation, namely: energy security, oil market, oil stockpiling, renewable energy and natural gas, are strategic directions that will surely contribute to having stable, sufficient and sustainable energy supply in the region. He hoped that the discussion would bring about concrete and prioritized recommendations on the issue of regional energy security for our Ministers to consider during their forthcoming Meeting.

7. Mr. Liu Deshun of China expressed his pleasure to participate in the Meeting. He stressed the importance of strengthening regional cooperation in energy security issues. He looked forward to a fruitful meeting.

8. Mr. Yasuo Tanabe of Japan in his welcoming remarks expressed his appreciation to attend the Meeting. He recalled the progress achieved by the ASEAN+3 since the Ministerial Meeting in Osaka 2002 and the first Consultative Meeting in Bali, Indonesia. He looked forward to the fruitful discussions to be reported to the ASEAN+3 Ministers. He thanked the Philippines government for hosting the Meeting.

9. Mr. Jung Gwan Kim of Korea expressed his appreciation for the invitation to attend the meeting. He highlighted the potential adverse effect on oil prices on the region's economy. He urged SOME + 3 to strengthen energy cooperation.

AGENDA ITEM 2. ADOPTION OF THE AGENDA

10. The Meeting reviewed the Agenda. The Chairman informed the +3 delegates that Agenda Item no 4, which is the updated report of the activities under the five study groups (2003/2004), will be delegated to ACE. In addition, the SOE leader of Thailand on behalf of ASEAN will present a proposal for the development of bioenergy for the region as endorsed at the SOME of the 22nd AMEM on 8 June 2004. The Meeting adopted the revised Agenda of the Meeting which appears as ANNEX B.

AGENDA ITEM 3. BUSINESS ARRANGEMENTS 11. The Meeting was held in plenary.

AGENDA ITEM 4. UPDATE REPORT ON THE ACTIVITIES UNDER THE FIVE STUDY GROUPS (2003/04)

12. ACE briefed the Meeting on the status/progress of activities of the five ASEAN+3 Energy Cooperation areas, namely Energy Security Forum; Oil Market Forum, Oil Stockpiling Forum; Natural Gas Forum, and Renewable Energy Forum. The Information Papers appears as ANNEX C.

13. The Meeting commended the lead coordinators for successfully undertaking the fora of the ASEAN+3 Energy Cooperation areas and approved and adopted the consolidated report of the 2003-2004 progress report.

14. The Meeting also noted the presentation by the SOE Leader of Thailand on the Bioenergy Revolution Strategy for Asia as appears on ANNEX D.

15. The Meeting agreed on the proposal to promote bioenergy as part of the activities of the ASEAN+3 Renewable Energy Forum. The lead coordinators, Korea and Malaysia shall work in consultation with Thailand on the development of the appropriate agenda for the ASEAN+3 Renewable Energy Forum in Seoul, Korea in September 2004.

AGENDA ITEM 5. WORK PROGRAM / ACTIVITIES FOR 2004/05

16. The Meeting noted the presentation by ACEon the possible work program/activities for ASEAN+3 Energy Cooperation 2004-2005.

17. The Meeting discussed the proposed program and agreed on the following general guidelines:

- Participation is on a voluntary basis and for interested countries - Implementation of projects/activities will require SOME+3

EPGG's prior approval.

- Projects/activities requiring financial support will require SOME+3 EPGG's approval

18. On the proposed ASEAN+3 Energy Security Communication system, the details willbe developed to address the funding and
