In an ability-oriented and knowledge-based society in which know led ge and inform ation become the source of national competitiveness, each nation is emphasizing as its comp etitiveness the cultivation of ability to create, spread and utilize knowledge and information with the globalization, digitalization and knowledge-establishment of the social structure. That is, the national competitiveness in the 21st century know led ge-based society is d etermined by the qu antity and qu ality of human resources that can create, spread and utilize new knowledge and inform ation .

Therefore, expert opinions on the establishm ent, promotion and administration of hum an resources development p olicy need to be collected in ord er to exp and national comp etitiveness throu gh the efficient management and application of human resources. Thu s, a database on the p articip ating exp erts is required for an effective implementation of the process.

The primary reason for this project is to set up a monitor committee consisting of experts in human resources development field and enable the monitoring on the national human resources development policy

throu gh its expert DB. In other w ords, the objective of this project is to collect opinions on the p ending problems requiring the establishm ent and improvement of the human resources developm ent policy as w ell as emergency measures and to minimize errors in its enforcement by verifying the actu ality and appropriateness of the policy.

The year 2001 w ill be committed to constructing the early stages of foundation for the exp ert monitoring project, and thu s the first half of this year w as focused on the appointment of an exp ert m onitor committee by sp ecialty, and the establishm ent of monitoring infrastructure, such as setting up its DB.

And the year 2002 also will be established expert monitor committee and m onitored on the national human resources developm ent policy throu gh established HRD (human resource development) experts.

The year 2002, first topic for exp ert m onitoring w as The Cau ses of Youth Unemployment and Policy Tasks , and second topic w as Recent Factor Analyses for Avoidance of Science & Technical Engineering College and Countermeasure , and third topic w as "HRD Supp orting Measures for the Introduction of a Five-d ay Work Week System "

The m ethod and process of app ointing the m onitor committee is as follow s. First, subjects for the m onitor committee w ere selected throu gh an examination of exp erts by their sp ecialty, region and organization based on the 2001 outside manp ow er p ool of Korea Research Institute for Vocational Education & Training. Members for the exp ert monitor committee w ere app ointed tw o times. The first time w as done through facsimile and e-m ail, requ esting p articip ation as a member of the exp ert monitor committee, and phone calls made by investigators and researchers inducing p articip ation . In addition, an introduction of this exp ert monitoring project as w ell as its participation notice w ere posted on this institute' s homepage, allow ing for voluntary p articip ation .

As for the second app ointm ent, facsimile and e-mail w ere sent and phone calls w ere m ade to indu strial and social organizations, requ esting p articip ation as before.

The term of the monitor committee is tw o years, and each member p eriodically receives Occup ation and Human Resources Development and Krivet Brief, published by this institute, so as to obtain feedbacks on the monitoring outcome.

In order to create DB on the monitor committee selected throu gh the first and the second app ointment, an exp ert monitoring item w as op ened at N HRD hom epage and a qu estionnaire program w as developed in ord er to operate forums and such targeting the committee. Also, a m ember of the committee is given a sep arate ID and passw ord to enable editing of p ersonal details. As for forums, there is a corner for cyber discu ssion where a member can p ersonally su ggest a topic of interest.

The current expert m onitor committee consists of 83% m ale(723) and 17% female(152) of the total 875 members. By age, the 20' s account for 2%, the 30' s 22%, the 40' s 48%, the 50' s 23% and the 60' s 5%, the major age group being in the 40' s. The 20' s with 2% consist of the p ersonnel managers of industrial organization and those in charge of educational training.

By organization, educational institutions(43%) and training institutions (20%) are in the main, while government organizations and research institution each occupy 10%, and indu strial organizations 11%. How ever, the low component ratio of press organizations(2) and social group s(5%) can be said to reflect the characteristic of the employm ent m arket ratio.

In terms of specialty, engineering field cam e in first with 31%, social science with 32%, education w ith 22%, and then in the order of natural science, cultural science, art and health . The academic background for the monitor committee w as 22% B. A., 34% M. D. and 43% Ph . D.

When the committee' s sp ecialty fields w ere categorized into education exp ert and non-education exp ert, it show ed 72% to be education exp erts and 28% non-education exp erts. In setting a stand ard for classifying sp ecialty fields, the criteria for classifying an education exp ert w ere the p eople who w ere either directly or indirectly in charge of education in an educational or training institutions or researchers in charge of educational research w hile under the Ministry of Education & Human Resources.

Also, even if belonging to other organizations, those interested in education or in charge of bu sinesses concerning education, such as the educational trainer in an indu strial enterprise, w ere inclu ded .

Examining the office area, Seoul and Gyeonggi took up more than half with 46% and 14% resp ectively, and then Bu san, Daegu and Gyeonnam .

The topic for exp ert monitoring w as selected am ong the topics concerning national human resources d evelopment or those requ ested by the related dep artments, and the time required w as based on four w eeks.

Also, exp erts from this institute w ere appointed as advisory committee to select and review the monitoring topic, to comp ose the contents of the qu estionnaire, to examine and analyze the item s on the qu estionnaire and to analyze the statistical results.

The questionnaire w as sent by facsimile and e-m ail, and op erators encouraged survey resp onses by m aking calls to check if the questionnaire w as properly received . Response rate w as the highest throu gh e-mail. The compiling of statistics on the collected resp onses w as done throu gh a coding process of the qu estionnaire and applying statistical program to analyze its result. At the end of a m onitoring session, a copy of the result summ ary w as mailed and notified to the monitor committee, and a rep ort on the result of the executed m onitoring project w as drawn up and published .
