◎ PNG takes part in 2012 Korea Yeosu Expo

2012 Yeosu Exposition was opened on the evening of May 11, 2012 with a great fanfare of diverse cultural performance in the presence of dignitaries and delegations from 104 countries and 10 international organizations. Yeosu is located on the southern coast of Korean peninsula. The city is characteristic of clean tranquil waters and clusters of islets in front. The theme of this exposition is "living ocean and coast". PNG delegation composed of six officials went to attend the opening ceremony and several of them will staff exhibition pavilion throughout the duration of three months. PNG's major marine and agricultural products will be on display to gain attention and publicity.

It has been revealed that trade volume between Korea and PNG is on the increase in recent years, which posted $ 430 million in 2011, 14 % increase over the previous year. The amount itself is minimal among Korea's total trade of $ 1,000 billion, yet with positive sign of surging. In terms of trade volume Korea ranks 6th in PNG. Korea imports mainly copper, timber, coffee and exports machinery, electronic equipments and chemicals. Korea and PNG complement each other in trade and can find more room of cooperation.

Korea's big trade and investment missions have seldom visited PNG, but officials of big corporation on occasions looked for opportunities of investment in the area of palm oil, timber, cement manufacturing and mining. Most Korean companies, having withdrawn from PNG after being hit by the financial crisis in late 1990, again grope for new opportunities. Dongwon Industries, the largest fishing company in Korea, proceeds to build tuna processing factory in Lae, valued at a few thousands dollars. Recently Coda, architectural firm in Korea, signed a contract for the construction of Western Highlands government complex and related buildings in Mt. Hagen by the end of 2013. Some big Korean corporations are considering exploring LNG deposits in Southern Highlands Province.

A Korean company undertakes the building of LNG processing plant as part of ExxonMobil project. Other Korean companies look to opportunities of involvement in Gulf LNG project. Consumption of LNG in Korea exceeded 30 million tons annually and is likely to increase further because of its eco-friendly nature. Around 2015, it is expected that Korea could import and consume PNG-produced LNG.

Based upon bright prospect of trade and investment, strengthening ties are established and will be further consolidated. In addition to the economic field, Korea demonstrates more interest in the area of development assistance and environmental protection. These issues were dealt with by the Korea-PIF foreign ministers' talks last year and will be discussed in the Korea-PIF senior officials' meeting in September in Seoul. (Post Courier 2012.5.16 게재)

◎ S. Korea seeks to enhance ties

DURING the Apec side-line in Honolulu, Hawaii, South Korean President Lee Myung-bak held talks with Prime Minister Peter O’Neill on Nov 12. The main agenda was mainly economic cooperation.

South Korea and Papua New Guinea complement, not compete against each other in international economy.

South Korea has increasing stakes in the development of energy, farming, fishery and other sectors in the mutually beneficial ways. As a nation which has gone through rapid transformation in recent decades, South Korea has deep

understanding and experience of other developing nations.

At the moment, bilateral trade volume is modest, yet in increasing trend. The main items South Korea imports from PNG are copper, timber and coffee. The activities of South Korean companies in PNG are limited, except for the electricity generation by Kanudi power plant run by Hanjung Power Co, which has supplied 24MW in and around NCD for the past decade. A South Korean fishing company plans to acquire land in Lae to build a tuna processing factory.

The Pacific Ocean is very important fishing ground for the deep sea fishing industry.

With regard to the LNG development, South Korean companies have been participating in the bidding and in consultation with concerned government bodies and Petromin. The eco-friendly natural gas consumption has been steadily rising in South Korea, amounting to 14% of the total energy consumption. The location of PNG is comparatively more favourable than the Middle East, the main provider of LNG to South Korea.

The cassava plantation by Changhae Tapioca Co has gone on for several years, seeking to further expand the farmland.

The two leaders discussed these and other related issues and how South Korean companies can engage themselves at the bright economic development stages of PNG. The South Korean president has had personal experience with PNG while engaging in the construction of Yonki dam and hydropower plant as part of the Hyundai Construction Co a long time ago. His personal touch and attention to the enhanced cooperation between the two countries will bear plentiful fruit in the near future. (The National 2011.11.17 게재)

◎ Towards the world without nuclear threat

The world is faced with various forms of threat arising from environmental

degradation, overpopulation, malnutrition and nuclear weapons. Among them, nuclear threat is one of the most serious, impending issues. Up until the present, nine countries are known to possesses nuclear weapons. More countries are keenly intent on developing nuclear weapons in contravention of non-proliferation treaty(NPT). The severity of explosive power of nuclear weapons is well-known, as is clearly manifested at the end of World War II by the nuclear bombs that dropped in Hiroshima and Nagasaki.

The nukes are at risk of being stolen by terrorists or other shady elements, or of being sold to be used as a means of threat and a few countries are suspected of seeking clandestinely to develop nukes. Once a nuke of even small scale explodes in a city, its destructive effects such as human casualties will be hardly imaginable, much more devastating than 9.11 terrorist attack, and attendant radioactive fallouts will be enduring.

South Korea, which is exposed to the North Korean nuclear threat, hosts

"Nuclear Security Summit" on March 26 and 27, 2012. The leaders of 53 countries and representatives of UN, IAEA and other international organizations participate in the summit. This is the second meeting following the Washington summit held in 2010. The Seoul summit is mainly concerned with the prevention of nuclear terrorism and safe management of nuclear materials and facilities, and focused upon the implementation of the proclamation made in the Washington summit.

Papua New Guinea is a party to the South Pacific Nuclear Free Zone Treaty known as Rarotonga Treaty which was concluded in 1985. The Treaty bans the manufacture, possession, stationing, and testing of any nuclear explosive device and the dumping of radioactive waste in the South Pacific. The Treaty itself reflects South Pacific States' firm commitment to denuclearize the area. Another related treaty known as Waigani Convention signed in 1995 by South Pacific countries including PNG prohibits the importation of radioactive material and waste. Though PNG and other South Pacific islands states are not represented in the Seoul summit, it is imperative and wise to follow up the discussion at the summit and join the international effort towards the world without nuclear threat.
