다음 조항을 2010년 11월 20일자 시행: 영문 본문 1(b)-(K)와 아프리칸스 본문 (c)-(K), 4(a)와(b), 5조-11조, 14조-16조, 18조-25조, 27조-30조, 31(a), 32, 33(a), 34, 36, 37, 39조.
“국립도로 교통법, 1996”의 1, 5, 6, 15, 16, 25, 27, 45, 46, 57, 59, 75, 77, 78 & 83조와 부칙 등을 개정하고, 90조를 폐지, 8, 9, 10, 11, 21, 29, 38, 39, 40, 41, 50, 52, 53, 79조를 새 규정으로 대체하였다.
■ 구 “도로 교통법”(Road Traffic Act 29 of 1989)과 관련된 모든 조항들은 폐지하고, 국립도로 교통법 (National Raod Traffic Act, 1996) 모든 조항을 시행하도록 하였다. 각 자치정부의 경찰관 (Municipal Police Officer)을 교통 경찰관 (Traffic Officers)으로 임명하였다.

■ 동 개정법은 과속차량에 대해 판사 재량으로 면허취소를 할 수 있도록 하였다. 과속차량에 대해 벌금 추징만 하였 다가 처음으로 규정 속도보다 시내에서 30km이상 과속한 차량, 시외에서 40km이상 과속한 차량에 대해서 적용이 된다. 또한 이전에는 대형차량면허증 소유자가 일반 승용차운전이 허용되었으나, 앞으로 취득한 대형차량 면허증 소유자는 일반 승용차 운전면허증을 취득하지 않는 한 운전을 허용하지 않는다. 차량 번호판 부착, 사고 신고 양식,

■ 동법의 취지는 그동안 실제적으로 사용되지 않는 법률들이 방대한 분량을 차지하므로 인해 법률가와 일반인에게 많 은 시간을 소요시킬 뿐만 아니라 혼선을 가져다주는 면들이 있고, 또 이미 법률제정 목적을 달성하거나 다른 수단으 로 목적이 달성되었으므로 이를 폐지하여 운송 관련법규를 현대화 및 간소화하는 데 있다. 주요 내용으로는 1914년 까지 거슬러 올라가는 철도건설 관련법률 20여개를 폐지하였고, 항만건설 및 노동자 파업, 항만 및 철도건설과 관련 된 수용 등과 관련된 법률들을 폐지하였다.
4. “Deeds Registries Amendment Act 12 of 2010”
Date of commencement: 2 December 2010.
Amends ss. 2, 3, 9, 17, 34 & 102 of the Deeds Registries Act 47 of 1937.
“등기소 개정법, 2010”
■ 등기소 개정법은 기존의 등기소법 (1937)의 2, 3, 9, 17, 34 & 102 조를 현 등기업무에 맞도록 개정하였다. 2조, 3조, 9조는 진부한 표현을 현시대에 맞게 개정하였고, 17조는 부동산 양도시 작성하는 증서(deed)에만 요건으로 하였던 해당인의 성명 및 결혼상태를 등기소에 등록, 접수, 기록, 집행 등을 요청하는 모든 문서 (applications, consents, power of attorneys, etc)에 적용하도록 하였다. 34조에 34(1A)를 삽입하였는데, 동 조항 삽입으로 미분할 부동산 에 대해 소수의 지분을 소유한 사람에게도 ‘소유권을 증명하는 증서’(a certificate of registered title)를 신청할 수 있도록 하였다.
5. “Sectional Title Amendment Act 11 of 2010”

Amends ss. 1, 5, 11, 12, 14, 15B, 24, 25, 27, 29, 37, 44, 54, 60 & 60A of the Sectional Titles Act 95 of 1986
“부분 토지재산 소유권 개정법 (2010)”
“부분 토지재산 소유권법(1986)”의 1, 5, 11, 12, 14, 15B, 24, 25, 27, 29, 37, 44, 54, 60, 60A 조 개정.
■ 동 개정법은 그동안 문제되어왔던 부분에 대한 보완 및 기존 법률 적용을 보다 효과적으로 적용하는데 있다. 그 동 안 동법 11조는 증축권리증서 (certificates of real right of extension), 특정지역 독점사용 권리 증서 (certificates of real right of exclusive use areas)를 접수할 수 있는지에 대해서 침묵하였으나, 이를 명시하였고, 12조는 그러한 권 리증서를 등록할 수 있도록 하였다. 제 14(8)조를 삽입하므로, 법원 명령 없이 건물이 손실 또는 훼손된 경우 건물 계 획(sectional plan)을 취소할 수 있도록 하였다. 제 15B(5)조를 삽입하므로 미분할 부분 토지재산 소유권 (undivided share in a unit)을 소유한 사람의 경우 ‘소유권을 증명하는 증서’(a certificate of registered sectional title)를 신청할 수 있게 하였다. 그 이외에 개발업자의 추후 개발권, 건물관리, 건물 확장 등의 규정을 개정하였다.
6. “South African Citizenship Act 88 of 1995”

Substitutes Chapter 1 (s. 1), ss. 2 , 3, 4 & 10 and the words ‘alien’ and ‘Supreme Court’, wherever they occur, with the words ‘foreigner’ and ‘High Court’, respectively and amends ss. 5, 6, 8, 11 & 13 of the South African Citizenship Act 88 of 1995.

■ 개정법의 주요 취지는 출생과 귀화에 의해 취득하는 시민권 규정 및 시민권 상실 규정을 개정하는 데 그 목적이 있 다. 개정내용을 보면, 국내 또는 국외에 거주하는 남아공 시민권을 가진 부모사이에 출생한 자녀로서 남아공법에 의 해 출생신고를 한 경우, 외국인 자녀로서 남아공 시민권자에 의해 입양된 경우, 남아공에 출생한 아이로 국적이 없 는 경우 등은 남아공 시민권이 부여된다. 또한 외국인 자녀로서 남아공에 출생한 자녀로서 18세가 되는 해 귀화를 신청할 수 있는 것 등을 주요 내용으로 하고 있다.
7. “Births and Deaths Registration Amendment Act 18 of 2010 Date of commencement: to be proclaimed.
Amends ss. 1, 7, 9, 11, 19, 24, 25, 26, 27A, 28, 29 & 31, substitutes ss. 8, 12, 23 & 32 and the words ‘he’,

■ 개정법은 동법에 의해 습득한 개인 신상 기록에 대한 비밀 보장과 관련 조항들을 교정하고, 입양 기록에 대한 규정 삽입, 대리인을 통한 출생신고로 말미암은 허위 출생신고, 늦은 출생신고, 사망신고까지 대리역할을 할 수 있는 장 례도급인의 등록 등을 규정하고 있다.
8. “South African National Space Agency Act 36 of 2008”

“남아공 국립 우주국법 (2008)”
■ 동법은 2008년 12월 15일 공포되었고, 2010년 12월 3일자로 시행이 되었다. 동법의 취지는 우주과학 연구 육성, 인 적 자원을 통한 우주 공학 발전, 우주 테크널로지를 통한 우주산업 육성, ‘남아공 국립우주국 (SANSA)’설치를 통한 우주관련 활동에 국제적 협력 및 우주 공간 평화적 사용 증진 등에 있다. ‘남아공 국립 우주국’은 케이프타운에 있는 남아공 천문 관측소 (South African Astronomical Observatory: SAAO, 1820년 설립)와 헤스 (HESS: 고에너지 입체 시스템 High Energy Stereoscopic System) 등과 연계하여 우주 관련 통합적 역할을 수행한다.
