한국의 사회보장제도는 지난 20년간 매우 빠른 속도로 발전해 왔다. 여전히 현실에 주어진 많은 문제를 해결하는데 어려움을 겪고 있고, 인구고령화와 경제사회적 환경 변화 속에서 미래의 위험에 대처하는데 많은 고민을 하고 있지만, 매우 단기간에 사회 보장체계를 구축하는데 적지 않은 성과를 거두었다는 점은 분명하다.

그러나 한국의 사회보장제도가 앞으로 걸어갈 길이 지금까지 아무도 걸어가지 않았 던 길, 더 엄밀하게 말해서 서구 복지국가들이 경험하지 못했던 길이 될 것이라는 점에 주목할 필요가 있다. 서구 복지국가들이 20세기 중반에 사회보장체계의 성숙기에 접 어들었고, 21세기의 급격한 환경변화에 대응하는데 고민하고 있다면, 한국의 사회보 장제도는 전혀 다른 경제사회적 환경 속에서 제도성숙을 고민하는 동시에 인구고령화 에 따른 미래의 재정적 지속가능성 문제를 고민해야하기 때문이다.

이런 맥락에서 보면, 한국의 사회보장제도는 지금까지의 연구방식에서 벗어나 새로 운 모델을 고민할 필요가 있다. 그것은 크게 두 가지 측면으로 요약할 수 있다. 하나는 기존의 서구모델을 답습하는 방식에서 벗어나 한국사회에 고유한 사회보장체계를 모 색해야 한다는 점이다. 그것은 기성모델에 주목하는 노력만큼이나 새로운 사회보장모 델을 연구하는데 많은 자원을 투입해야 한다는 것을 의미한다. 다른 하나는 비서구권 국가에서 나타나고 있는 사회보장제도의 다양한 확장경로와 전략에 주목할 필요가 있 다는 점이다. 우리사회가 필요로 하는 새로운 제도적 상상력은 새로운 발전경로를 모 색하는 국가들로부터 더 많은 시사점을 구할 수 있기 때문이다.

이것이 사회보장정책연구의 국제화사업을 추진하게 된 배경이라고 말할 수 있다. 이

러한 목적에 따라 한국보건사회연구원은 2015년부터 아시아 각국의 사회보장제도에

대한 비교연구 및 협동연구를 수행하여 왔다. 지난 4년간 중국과 일본의 사회보장정책

분야의 전문연구기관 및 전문가와의 정책네트워크는 적지 않은 성과를 거두었다. 매년

1~2차례에 걸쳐 정례적으로 컨퍼런스를 개최하고 있다는 점이 이를 말해준다. 특히

이 보고서는 2019년 한 해 동안 이루어진 학술연구와 정책네트워크 구축, 그리고 국내

외에서 추진된 각종 국제컨퍼런스의 결과를 담고 있다. 참고로 2019년의 국제화 사업

은 아시아 국가 중 베트남, 태국, 인도, 남아메리카의 브라질에 대한 연구와 학술교류 를 강화해 왔다는 점을 강조하고 싶다.

이 국제사회사업에는 한국보건사회연구원의 많은 연구자가 참여하였으며, 그 중에 서도 미래전략연실의 글로벌사회보장연구센터 구성원들의 많은 노력이 있었다. 미래 전략연구실의 정홍원 연구위원, 노대명 선임연구위원, 김현경 연구위원, 김현진 전문 연구원, 임지영 연구원은 많은 국제행사를 기획하고 국제적 정책연구네트워크를 구축 하는데 많은 노력을 해 왔다. 더불어 아시아 각국의 많은 전문가들의 참여도 있었다.

이 모든 분들의 노고에 감사드린다.

이 보고서의 내용이 한국 사회보장정책연구의 국제화를 위한 기초자료로 활용되기 를 기대해 본다.

제2절 국제사회보장 DB 구축

1. 아시아 사회보장정책 전문가 DB 구축

가. 구축배경

⧠ 최근까지 사회보장정책 연구는 서구 선진국을 중심으로 발전되어 왔으나 아시아 의 사회보장정책의 현황과 발전방향에 대한 관심이 증대되고 있음.

○ 아시아 지역은 기존 선진국의 발달 역사와는 상이한 문화, 경제, 사회적 발전 역사를 가지며, 향후 사회보장정책 개발과 연구에 선진국의 사회보장정책 사례에서 시사점을 얻는 것에서 나아가 아시아 국가 특수성을 반영하고자 함.

○ 이에 아시아 국가의 사회보장정책 전문가 DB 구축을 통해 기존의 아시아 각 국의 정책현황을 공유하고 사회보장정책 연구내용을 구축하여, 이를 기반으로 아시아의 미래 정책방향을 마련하고자 함.

나. 구축내용 및 활용

⧠ 아시아 현지 연구자가 참여하는 국제 컨퍼런스 및 공동연구를 통하여 아시아 사 회정책전문가와의 네트워크를 형성하고 최신 연구성과를 축적

○ 개최 혹은 참여하는 국제 컨퍼런스에서 네트워크를 구축하고, 전문가의 전문 분야에 대한 정보를 축적

⧠ 국제기구 및 아시아 국가의 사회보장 관련 기관의 전문가 보고서 뿐 아니라, 아시

아 지역을 중점적으로 다룬 논문과 정책보고서 저자 등을 조사하여 아시아 각국

의 현지 연구자와 전문분야에 대한 정보 축적

다. DB 활용

⧠ 기존에 협업 경험이 없었던 현지 연구진에 정책보고서 혹은 발간지의 원고 요청 을 하거나 컨퍼런스 발표자로 초청.

⧠ 아시아 국가의 사회보장서비스 기관, 국민연금공단 등 사회보장 관련 기관의 실 무자를 초청하여 각국의 상세하고 정확한 정책현황을 파악

○ 여러 발전 단계에 걸쳐져있는 아시아 국가들의 정책 현황을 파악하기 용이

○ 각국의 정책 성공 및 실패 사례를 공유함으로서 향후 정책방향의 모색에 기여
