This island was included in the list of ‘33 Best Islands in Korea for Summer Vacation 2020’ announced by the Ministry of the Interior and Safety on June 28. In every corner of Daeryong Market where merchants earn their living by reproducing Yeonbaek Market in their hometown, there are old shops such as tea houses, tailor shops, pharmacies, and barbershops alongside interesting murals reflecting life in the 1960’s–1970’s, making it the perfect place for a trip down memory lane. Manghyangdae Memorial was set up by displaced people from North Korea in memory of their families left behind in the north, and it offers vivid view of North Korea across the sea.

MInMeoru BeacH, BoMunsa teMple Seokmodo Island, connected with Ganghwado Island by Seokmo Bridge that opened in 2017, is a charming destination where you can camp at Minmeoru Beach that has a 1㎞ long white sand beach. The place can be even more exciting for fishers by chartering a boat at the nearby port to enjoy sea fishing. Also, you can enjoy the view of the famous seated image of Avalokitesvara Bodhisattva carved on the Nunsseop Rock at Bomunsa Temple, which is one of three sacred places for Avalokitesvara Bodhisattva, and the view of the sunset from the temple is picture perfect.

Donggeokdo Island is connected to Ganghwa Nadeulgil Trail Course 8 (total 20 courses), the

‘Trail to See Migratory Birds’, where you can feel the history, culture and nature of Ganghwado Island while taking a walk. The island is small at just 2.3㎞, but you can camp anywhere on the island. It is a mysterious island with a fantastic sunset view. It has the DRFA365 Art Theater that only screens artistic movies all year round.

You can also enjoy the mudflat and fish for mud hoppers, making it a perfect place for camping and relaxing comfortably.

GeojaMpo BeacH – sunrIse, sunset Seonnyeo Bawi, near Eulwang-ri Beach, which is the closest beach from Seoul, was depicted in the drama, ‘Crash Landing on You’, as the South Korean beach that the male lead character reached for the first time after successfully escaping from North Korea. Geojampo Beach is located on the west coast but the port looks toward the East Sea, making it the only spot to see both sunrise and sunset in the capital region.

The sun rising above Maedorang Island, which is called ‘Shark Island’ as it resembles the shark’s fin, creates a magnificent scene.

Sindo, Sido, and Modo, which are collectively called the Brother Islands, are connected with bridges as if they are one island, making it perfect for outdoor activities such as bicycle riding, hiking, and driving. You can rent electric scooters and family bikes at Sindo Island and enjoy a unique riding experience. At Sido Island, you can relax on Sugi Beach or trek into the forest, and in the Baemikkumi Beach in Modo Island, the island of art, you can appreciate surrealist works of the artist Yi Il-ho.

Ijakdo Island –

Puldeung is a shoal like a mirage that shows itself only twice a day at low tide, and it is considered the highlight of the trip to Ijakdo Island. Puldeung is about 1.5km2 and is designated as a marine sanctuary that only appears at low tide for about six hours a day. There are other options such as Soijakdo Island having Gaettigil Trail, the trekking course that covers both hills and waters, along with the Tourist Information Center to help you take a look around the village.

Songdo Central Park is a representative tourist resource of Songdo International City and the country’s first park developed with seawater. You can take advantage of various water experiences with the water taxi that runs across the lake, canoeing, kayaking, family boats, and party boats. With high-rise buildings nearby and a bit of night lighting, it becomes one of the most famous places in Korea for its glowing nightscape.

Gureopdo Island, known as the Galapagos Islands of Korea, is an untapped island even among the islands of Incheon and it is a place that visitors give unstinted praise that every Korean must visit at least once in their lifetime. Gureopdo’s Gaemeori Hill is called the Holy Land for Backpacking among campers because you can find pearl mullets and wild deer on the island and it is perfect for observing the Milky Way on a summer night because there are less artificial lights.

Gyeongin Ara Waterway offers a fantastic bicycle course along the waterway in so much that it is called riders’ heaven and it is the starting point of the bicycle course that leads to every corner of Korea. It is located due west of Gwanghwamun Gate so you can visit Jeongseojin where the sunset is beautiful, Aramaru, and Ara Falls, and also enjoy various water sports activities. The place also offers camping grounds for auto camping and glamping.

Gyeyangsan Mountain Trail is the ‘Excellent Forest Walkway’

selected by the Korea Forest Service in 2017. The trail is 7.29km long and takes about two hours to finish easily thanks to the gentle slope. You can also enjoy the Forest Trail, Healing Forest, and Rose Garden. Beautiful flowers in each season such as pink muhly grass, rape flower, and cosmos at the nearby Gyeyang Flower Ridge, which has recently become popular among the younger generations as a sensuous place to take photographs, can also be enjoyed.

With the recent sharp increase in the number of coronavirus infection (COVID-19) cases coming in from abroad, the government decided to intensify management and supervision, such as increasing police patrols and surveillance cameras around the quarantine facilities for foreigners entering Korea to prevent them from leaving the area without authorization.

According to the Central Disaster and Safety Countermeasures Headquarters (CDSCHQ), everyone arriving from abroad must be self-quarantined for two weeks since April. It is a preemptive measure of temporarily preventing contact with the local community even for asymptomatic persons considering the latent period of COVID-19.

Foreigners with no residence in Korea, thereby having difficulty with self-quarantine, such as foreigners staying for a short time, must stay at temporary living facilities operated by central and local governments.

There have been cases where people left quarantine facilities without authorization.

In June, a Korean American was arrested by the police after leaving the quarantine facility in Yeongjongdo, Incheon through an emergency exit to buy cigarettes at a convenience store, which a bystander reported. Before that, in April, an overseas Korean who came to Korea on a chartered plane from Italy and entered the quarantine facility also left the facility through the emergency exit and went to a corner store to purchase cigarettes.

The government is stepping up the management and surveillance system to prevent people from leaving the quarantine facilities without authorization. Also, those who leave without authorization will be strictly dealt with based on the ‘zero tolerance’ principle. Leaving self-quarantine without authorization will be subject to maximum one year in prison or a maximum fine of ten million won and deportation for foreigners in accordance with the Infectious Disease Control and Prevention Act.

The ‘Wellness Tourist Attraction’ is one of the ‘Medical Tourism Cluster Competition Projects’ organized by the Ministry of Culture, Sports, and Tourism, in which Incheon ranked first this year. It intends to promote medical and wellness tourism to attract foreign patients in response to the latest tourism trend that aims at enhancing the quality of life and health. Meanwhile, Incheon secured 400 million won in government funding by winning first place in the ‘Medical Tourism Cluster’ competition project evaluation.

The selected wellness tourist attractions of Incheon are five tourist attractions on three themes: beauty and spa, healing and meditation, and nature and forest healing.

They were selected through document review and on-site evaluation by experts.

‘The Spa at Paradise’, selected for the ‘Beauty and Spa’ theme, is a high-class spa facility inside Paradise City Resort. It is not only close to Incheon International Airport but also fully prepared to receive foreign guests.

‘Gyeong Won Jae Ambassador Incheon,’

a hanok (traditional Korean house) style hotel that distinguishes itself with cypress wood bathtubs in all guest rooms and traditional well-being dishes, and ‘Lotus Lantern International Meditation Center’

and ‘Jeondeungsa Temple’ that offer distinguished temple-stay programs and foreign language services were selected for the ‘Healing and Meditation’ theme.

Also, ‘Manisan Healing Forest’ that features phytoncide-rich pine forest experience program won favorable evaluation and was selected for ‘Nature and Forest Healing’

theme, which is drawing enormous attention toward untact and healing attractions.

The five wellness tourist attractions that were selected will be given a variety of support and promotion, such as interpretation and translation services, signs in foreign languages, and so on, in the future.

In addition to the development of integrated packages for the recovery of health and healing of foreign patients, these five places will also be utilized for healing programs dedicated to the medical staff of Incheon who have devoted themselves to the fight against COVID-19, various experiential events, etc. in the future.

Meanwhile, the Manager of the Medical Wellness Team of Incheon Tourism Organization said, “Healing and safe traveling are drawing attention in relation to COVID-19. We will continue to discover attractions for healing in Incheon along with the changing trends,” and added,

“We are determined to present Incheon as a healthy healing city to domestic and foreign tourists including foreign patients.”

wIndow For arBItratIon and concIlIatIon relatInG to InternatIonal trade law In tHe asIa-pacIFIc reGIon

The UNCITRAL (United Nations Commission on International Trade Law) Regional Centre for Asia and the Pacific opened on the third floor of Songdo G-Tower in January 2012. The center has jurisdiction over 56 countries in the Asia-Pacific region and is propagating the international trade code established by UNCITRAL. The center also hosts international conferences, seminars and workshops to propagate international trade law to further develop international trade.

The center is determined to support more developing countries in the Asia-Pacific region to apply modernized international trade law in the future. In the long-term, the center wishes to make Incheon the mecca for training of international trade law by developing an international trade law training system for legal experts around the world.

uncItral operates InternsHIp proGraM

UNCITRAL’s internship is offered twice a year. Applications are accepted until mid-January of every year to select interns to work from April to September. Additional applications are accepted until mid-July to select interns for the period between October to March in the following year. Eligible applicants are undergraduate seniors (scheduled to graduate in the following year), graduate students in master’s degree or PhD courses, or undergraduate or postgraduate students who graduated less than a year ago.

Promoting international trade leads to economic development and can resolve hunger issues, thereby improving the well-being of humanity.

Also, exchange between countries helps keep world peace. However, if the legal system for international trade is different in each country, it can cause misunderstandings and disputes, thereby making merchants and companies hesitate to make transactions. UNCITRAL (United Nations Commission on International Trade Law) prevents these problems in advance to ensure more efficient international trade.

Q. What qualities are sought after when recruiting interns?

It would help if you have experience with international organizations through volunteer work or internships with international NGOs, volunteer work with KOICA operations, service in the UN Peacekeeping Force or a multinational force. It would also be advantageous to earn a degree in the related area from the ‘UN Peace University (Asia-Pacific Center – Seoul)’ or a graduate school of international affairs in Korea. While English is mandatory, other language skills are also required including French, Arabic, Spanish, Russian, and Chinese.

Q. How can I become an international civil servant?

There are many ways to work for an international organization such as UNCITRAL. One way is through internships. You can apply for internship programs such as ‘Junior Professional Officer (JPO)’ or Young Professional Officer (YPP).’

Dr. Roland B. Wilson

It was 1985 when Dr. Roland B. Wilson first came to Korea when he served in the Marine Corps.

While it is already amazing that a foreigner remembers Korea 35 years ago, Dr. Roland Wilson, once a young marine, must have had a deep connection to Korea as he became an assistant professor of Conflict Analysis and Resolution Program at George Mason University Korea and the head of the Peace and Conflict Studies Center Asia.

In addition, Dr. Wilson also worked as a public official at a military base in Yongsan, Korea and public agency, adding to his unique to his career. Since he served as a marine for 21 years and worked for the Korean military and

government agencies, he may know more about Korea than actual Korean citizens.

‘conFlIct analysIs and resolutIon’

The ‘Conflict Analysis and Resolution Program’ is a course that is not readily available in Korean universities. Just by hearing the name, it felt as though it is the ‘essential program for Korea, the only divided nation in the world’ but it was also ironic that this program is offered at a foreign university instead of domestic universities. It turned out that the Conflict Analysis and Resolution Program of George Mason University is the most advanced curriculum in the conflict analysis field, and it ranked first in the list of conflict resolution and arbitration programs offered at universities in America in 2018 as compiled by ‘Schools.com.’

We asked Dr. Wilson, what they teach in the program. He answered that it is about the techniques involved with mutual relations among people. He explained further that students would learn about relationships between countries, governments, institutions, companies, and people. It

might be easier to understand to say that it teaches negotiation, arbitration, mediation, and conciliation.

As negotiations or mediations between countries require negotiators or mediators in a broad sense and there can be fights and disputes between individuals in a narrow sense, this program teaches the technique of negotiations and mediations to resolve such issues. Therefore, the scope of application is quite broad and students can have various career choices after graduating. Some of the graduates work at the Blue House and others in government agencies, schools, companies, etc.

Dr. Wilson says that new students have a hard time adapting to the class. As students are encouraged to develop skills about building relationships through conversations and discussions instead of studying from books, which is somewhat different from how they studied up until high school through unlimited repetitions of studying and testing, most new students felt uncomfortable with this in the beginning.

But he says they adapt quickly and participate in the class actively. Because the class has a liberal atmosphere, students feel free and friendly with him, talking to him on the phone or through text messages and chatting programs, and his office is always open to them. Dr. Wilson wishes to be their mentor.

#15 Years of Living in Korea

Dr. Wilson has lived in Asia for over 20 years and spent 15 of those years in Korea. He did not live 15 years straight but came and went several times, and this is this third time living in Korea. He was thus able to thoroughly witness and experience the changes that took place in Korea, particularly in Songdo, better than most people.

Dr. Wilson said, “When I came to Korea for the first time in 1985, Korea was a poor country. But it was a very passionate nation.” He explained that he was also born and grew up in the suburbs of Indiana and was thus not a stranger to Korea in poverty in the past and added, “Korea is my second home.”

As if he to prove that he lived in Korea for 15 years, he says he enjoys Korean food by changing menus according to the accompanying liquor, and his favorite liquors are makgeolli and soju.

Since he usually is busy, he does not have much leisure time. He spends his time mostly walking in the parks inside the school and near his home, dining and shopping at Triple Street and Hyundai Premium Outlet. He has traveled inside Korea at times, and some of his favorite places were the east coast of Gangwon-do, Yeosu, and Baengnyeongdo Island because they are not yet developed.

Dr. Wilson is generally satisfied with his life in Korea and yet there is one thing he feels lacking, which is the language barrier. Not many people can speak English in Songdo, despite being nicknamed an international city, and restaurants do not have English menus. Dr. Wilson hardly feels inconvenienced in Songdo since he speaks Korean fluently, but he said it could be quite difficult for other foreigners.

#dreaMInG oF IncHeon as cIty oF peace

We asked what his plans are. Dr. Wilson said he has many plans and one of them is a master’s course related to ‘conflict analysis and resolution.’ He wishes to broaden opportunities for people to learn various skills in relation to resolving problems. He also hoped that the government of Incheon takes an interest in what he is doing. He added that he is quite sure that Incheon, a city that withstood many difficulties of history such as Japanese invasions and the Incheon Landing during the Korean War, and a city thriving with various infrastructures such as seaports and airport, it will sufficiently play the role of a sister city for peace in both South and North Korea.

Incheon sheds light on stores with long traditions and history by using the new term, ‘Ieogage’ instead of ‘Nopo’. The theme for this edition is ‘chicken,’ the most popular menu to regain energy during hot summer days. Here are three famous chicken restaurants that can boost energy during the exhausting summer.

tHere Is a ‘day For eatInG cHIcken’ In korea Korean people enjoy cuisines made with ‘chicken’ in the summer because there is a unique Korean culture called

‘bongnal (canicular days)’. Bongnal collectively refers to three canicular days: Chobok (first canicular day), Jungbok (middle canicular day) and Malbok (last canicular day), and it was created to ‘consume stamina food to restore strength to beat the summer heat’. For that, Korean people traditionally ate a bowl of samgyetang (ginseng chicken soup – a stamina dish prepared by braising chicken after gutting and stuffing it with ginseng, jujubes, sticky rice, etc., restores energy in the hottest period of summer) on canicular days to restore energy to the exhausted body during the summer. Today, people eat chicken dishes according to their preference on canicular days not only to restore energy but also to enjoy this old tradition.

# Rotisserie Chicken # Chicken Soup

The signature menu of this 30-year old restaurant specializing in ginseng chicken soup is Gungjung Hanbang Samgyetang (royal ginseng chicken soup with medicinal herbs). The broth is prepared by simmering the sap of thorny tree mixed in at a precise ratio with ten different medicinal herbs including milk vetch root, angelica root, acanthopanax, and licorice. Then, fresh chicken, precisely 45-days old (when the texture is best), is added and braised together.

Perhaps it is this method and ingredients that make ginseng chicken soup here quite chewy and very healthy. The restaurant also offers a pleasant indoor space and ample parking for the convenience of its guests.

This is an old samgyetang (chicken soup) restaurant that is as famous as Gungjung Samgyetang in Incheon. They have not changed the interior much and the place looks basically the same as it was in the past except the booth type tables taking their places by each wall that is quite an eye-catcher. Apart from the ginseng chicken soup, rotisserie chicken that is roasted next to the door is another popular menu. Fans played an essential role in everyday life in China, Korea and Japan from a long time ago, and they were the best gifts for the summer. Westerners considered fans from the East as precious as pearls and silk.

In Korea, fans have been made with bamboo strips that form the ribs and paper or cloth that were glued to the ribs. The fans of the highest quality were made in Jeonju in Jeollabuk-do, and Nampyeong and Naju in Jeollanam-do. Fans were originally used to beat the heat, but gradually, people found other uses for it such as ceremonies and decoration.

The fans used to partially cover the faces of brides and grooms in a traditional wedding were used for ceremonial purposes and some fans, on which painters, calligraphers, or literary people painted on or wrote poems on, were for artistic hobbies as well as decoration. Fans can also be spotted in traditional fan dances, where performers danced with fans in their hands or in the hands of a shaman performing exorcism. The demand for fans declined as they have been pushed back by electric fans and air conditioners, but fans have been persistently sold as local specialties for tourists and decorations for those who seek for peace and elegance of the mind.

With hemp cloth, ramie cloth was a well-known material for making summer clothes in the past. In Korea, fine ramie cloth of Hansan, Chungcheongnam-do, which is the main producing center for ramie cloth, is famous, and the ramie cloth from here is called ‘Hansan Mosi’

and is regarded as the top quality ramie cloth. From long ago, Hansan Mosi has been the byword for ramie cloths for its excellent quality, fine texture, and elegant appearance. In particular, the ramie cloth produced in this region was so fine compared with that in other regions that there is even a saying that they could fit an entire roll of ramie cloth in a rice bowl. Today, the Fine Ramie Weaving of Hansan is designated as National Intangible Cultural Heritage 14, and it was inscribed on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity on November 28, 2011.

Hemp cloth is made of thread extracted from the bark of a plant called hemp. Specifically, the cloth was made with the bast fiber on the inside of the hemp bark, and this fiber absorbs and releases moisture quickly, while blocking ultraviolet rays, thereby lowering the body temperature by 1-2°C. Excellent anti-bacterial and anti-toxic properties of hemp made it quite useful as a material for summer clothes and bedding in Korea in the past.

Hemp clothes were also commonly worn during funerals. In the past, the Korean people believed that they should not wear comfortable clothes when a parent passes away and thus wore coarse hemp clothes. It was told that hemp clothes were worn since the Silla Dynasty.

Bamboo wife is a bamboo product made by loosely weaving bamboo strips into the shape of an empty cylinder. It was an essential item for the summer that you place between your legs to feel the coolness of the breeze coming through the holes. It is called “Juk Buin” in Korea, where ‘Juk’

means bamboo and “Buin” means wife. They say classical scholars in the past went to bed with it in their arms, hugging it as if it is their wife, especially when it was too hot to sleep in hot summer. They were able to get a good night’s sleep by placing their arms around it and resting their legs on the bamboo wife, which was placed in a thin hemp cover because they could feel less empty and the wind blowing through it cooled them off. As it helped anyone to sleep well, it was even used as a tool for treating patients in the past when they did not have sleeping pills. Fame has not withered. It is still a representative item for beating the summer heat and it can be purchased online at any time.

ADB General Meeting Scheduled for September, Postponed to 2023

The 53rd Asian Development Bank (ADB) Annual General Meeting that was scheduled to be held at Songdo Convensia in September 2020 will be postponed to 2023. Incheon postponed the meeting by giving highest priority to the safety of domestic and foreign participants and citizens following the Ministry of Economy and Finance’s decision that it would be difficult to hold the annual general meeting substantially as the COVID-19 pandemic still persists and countries around the world are restricting travelling and minimizing events for quarantine purposes. The official request for the postponement of the annual general meeting was made to the ADB on July 3 and the ADB’s board of directors came to a resolution at 18:00 local time on July 13. However, whether the 56th annual general meeting will be held in Incheon in 2023 requires the approval of the governors of the member countries for the resolution of the board of directors, and it will be finally decided at the governors’ general meeting in September.

The Dullegil Forest Gallery is an outdoor gallery that exhibits over 200 photographs introducing the nature of Incheon at Wolmi Park Dullegil Train (Museum Road – Forest Rest Area). It was created in a way that anyone can enjoy while taking a walk. Camp Market, Opening Partly in October

‘Camp Market,’ the US Army base in Bupyeong that was returned to Incheon in December of last year, will be partly open to the general public for the first time this October.

site of Camp Market that was returned to Korea and opened the area to citizens in October.

Incheon consulted with the US Armed Forces in Korea and the Ministry of Defense to decide the dimensions of the fences, which will be completed by September.

Incheon will open the ‘Info Center’, a citizen participation space, in the open site to share the history and information about Camp Market and encourage citizens to share their ideas to reflect them in the use of the site.

The old customs shed at Pier 1 of the Inner Port of Incheon will be opened to the public in the beginning of next year and the area around the warehouse will be developed into the Customs History Theme Park. Incheon and Incheon Main Customs signed an MOU on July 20 to carry out the plan of turning the old customs shed at Pier 1 of the Inner Port of Incheon into the Customs Museum. The Custom History Theme Park will developed on a 3,300㎡ site. The old customs shed that was built in 1911 maintained the history of Incheon Port for over 100 years, and it was dismantled due to the construction of the Suin Line in 2012, restored 40m away from the original location in the same year, and designated as State Registered Cultural Heritage 569 in 2013.

How about seeing a movie while cooling off inside your car on a midsummer evening? Incheon has been operating the Weekend Drive-in Theater since June for its citizens who have been deprived of cultural life due to the prolonged COVID-19 pandemic.

When you enter the temporary parking lot of Incheon Inner Port Pier 8, a huge 16m by 8m screen will capture your eyes right away. At the gate of the theater, the driver and passengers in the cars lined up for admission are checked for fevers and are offered portable hand sanitizers. Movies are screened once a day on Fridays, Saturdays, and Sundays, and it can accommodate up to 100 cars.

The movie will be played inside the Sangsang Platform’s warehouse in the case of rain or storm.

Dog Park Open to Registered Pet Dogs Only

Songdo International City has a dog park that only allows registered pet dogs. The dog park, located inside Incheon Songdo PENTA Park, is divided into a space for large dogs and space for medium to small dogs and has various facilities from slope to tunnel, and bench for the guardian to rest. You can enter the park after checking the identification chip or the animal registration card. Still, pet dogs with diseases or dangerous dogs are not allowed even if you have a registration number.

Animal registration is being enforced across the country. The system was established to increase the responsibility of the owner, enhance the culture of pet animals, and protect animals through registration and management of pets. Let’s take a look at the preparations and procedures related to animal registration at the gu (borough) office.

An identification tag for animal registration is available for purchase at your local borough office. To register, the owner of the animal must present personal identification such as alien registration card, etc. In the application form, write down the type of your pet dog along with the date of birth, color, date of adoption, owner’s information, etc. Depending on whether the pet is neutered or not, the registration fee varies from 1,500 won (neutered) to 3,000 won (not neutered). After registration, the animal registration certificate in the form of a card will be sent with the notice that your pet is registered in approximately three weeks. If you wish to implant premium radio frequency identification device in the animal’s body or mount it on the animal, you can register at a local designated veterinary hospital.

Where there are changes regarding your personal information, you must report such changes within 30 days. In the event that the owner, owner’s address, or owner’s telephone number is changed, the owner lost but found the animal, the animal that was registered died, or the radio frequency identification device is lost or damaged, any such changes must be reported within 30 days. Also, when the owner loses the registered animal, the owner must report the loss within ten days.

When visiting the borough office to report changes, you must bring your animal registration card and if the registered animal died, you must submit proof of the death. You can also report changes free of charge at a veterinary hospital. You may report changes through the animal protection system (www.

animal.go.kr) but only for the change of owner’s address or telephone number, if the animal died, or if you are reporting the loss of the registered animal and recovered the animal.
