ANC attemjts to heal rift with youth

THE ANC's top six officials are to meet the ANC Youth League on Monday to try to fix the internal problems that have plagued the league since Julius Malema was expelled last year The league has faced a leadership vacuum since Malema's expulsion and the suspension of its secretary- general, Sindiso Magaqa, and spokesman, Floyd Shivambu.
With any hopes for their reinstatement buried at the ANC's conference last month, the party has signalled its wish for the league to move on.
Yesterday, ANC spokesman
Keith Khoza said the league's constitution compelled it to hold a national general council (NGC) if its president was removed - something the league has refused to do.
Khoza was speaking after a press briefing on the first meet- tag of the ANC's newly elected
national executive committee
(NEC).
But youth league spokes- woman Khusela Sangoni- Khawe said the youth league's constitution made no such pro- vision, especially given the
"unprecedented" decision by the ANC's national discipli- nary committee to expel a league president.
"The (youth league) consti- tution says in the event the president is absent, then the deputy president takes over the roles of the president," she said, alluding to the. league's preference to have its deputy president, Ronald Lamola, act in Malema's place until its next
national conference.
Instead, the league's consti- tution called for an NGC to be held only if more than 50 per- cent of positions on its NEC
were vacant.
Sangoni-Khawe said the league had suggested an NGC be held in the first half of this year, but she couldn't speculate on whether this wniihl he
feasible because a membership

first.
The new ANC NEC was mandated by the Mangaung
conference to deal with the
relationship between the party and the league, as well as its adherence to the youth league constitution and general day- to-day functioning.
However, Sangoni-Khawe dismissed reports that the league's relationship with the ANC deteriorated last year, saying the league merely disagreed with the "eroding of the autonomy of the youth league through disciplinary processes".

I玘 THIRD consecu- tive month of con.traction in South African mining out- put risks boosting the country's trade deficit as exports dwindle, weighing on central bank options for stim- ulating the economy.
Production declined 4.5 percent in November from a year earlier, Statistics SA said in a statement yesterday.
A drop places pressure on the rand as demand for the cur- rency is curbed.
The rand has slipped 2.5 percent against the dollar this year the worst perform- ance among emerging market currencies. This follows Fitch Ratings' downgrade of South Africa's credit to the second- lowest investment grade.
Anglo American Platinum (Angloplat), the biggest pro- ducer of the metal, said yesterday that it would cut almost a quarter of its work- force as it shut four shafts.
Strikes last year at mining companies including Anglo- plat, Gold Fields and Lonmin curbed output, which ac- counted for 9.8 percent of gross domestic product (GDP) in2Oll.
Production may remain sluggish this year as Har- mony Gold, Africa's third- largest producer of the metal, last week said that it might close its biggest mine.
A weaker currency erodes returns on rand bonds for foreign investors while in- creasing the nation's import costs as exports slow.

"The trade numbers are go- ing to continue to reflect the fall-off in production," Stan- lib Asset Management econo- mist Kevin Lings said yester- day. "We don't think we've seen the full effect of the loss of production in the trade numbers yet."

AFRICAN National Congress (ANC) deputy president Cyril Ramaphosa yesterday called on the business see- tor to be proactive and not just be
"bystanders watching drama".
· He was speaking during an interview on CNBC Africa TV news channel last night.
Mr Ramaphosa is on a charm offensive since his election to the ANC's number two spot in Man- gaung last month, walking a fine line as someone sensitive to the needs of business and the poor alike.
Mr Ramaphosa said the party was open to considering suggestions from "other players within the South African landscape".
Business leaders in the banking and mining sectors complained ahead of the Mangaung conference that their formal written contribu- tions were not taken into consider- ation by policy makers in the party.
But Mr Ramaphosa last night said
"everything is open for dialogue".
He said the Mangaung confer- ence had provided policy darity which would lead to SA's "re-rating"
after SA's sovereign rating was downgraded by three ratings agencies in the past year.
뢴 Mr Ramaphosa said economic policies, especially with regards to mining, were clear, as the leaders, were not "speaking in a divergent way", but sticking to one message.
He said business should take advantage of the planned infrastruc- ture drive, which is the main driver of the government's economic growth and job-creation plans.
"The private sector should begin oiling their machinery to make sure they participate in various projects."
He said his offer to testify at the Farlam probe into the shooting by -police of miners at Marikana last August still stood. He said he would explain his role, after he was criticised for sending e-mails calling on the police to act.

NET capital inflows to sub-Saharan Africa are projected to nearly double from $43.4bn in 2008 to $86.lbn in 2015, the World Bank says in its latest Global Economic Prospects report today.
The twice-yearly report examines growth trends for the global economy and how they affect developing countries.
Despite the global credit crunch, net capital inflows to the region have risen since 2008 and are
to have been $65bn last
$64.2bn in 2011, $61.lbn in 2010, and
$47bn in 2009.
The bulk of these inflows is foreign direct investment, which tends to be less volatile than portfolio flows. These inflows also tend to pro- mote infrastructure development, and hence job creation.
"Foreign direct investment flows to the region increased to $37.Thn in 2012 from $35.7bn in 2011. The resilience of foreign direct invest- ment flows in the region in 2012 reflects, inter alia, the longer time horizon of investment decisions in the extractive industries sector, and
term shifts in market sentiment."
Investment incentives remain elevated due to high commodity prices last year, the wealth of natural resources across the region, and the relatively high rates of returns on investment in sub-Saharan Africa, the World Bank says in the report.
"In 2012, several mines were expanded or new ones built across countries in the region, prospecting 囊elded major gas discoveries along the east coast of Africa, new commercially viable oil wells were drilled in West Africa and East Africa and a number of countries across West, Central and Southern Africa estimated

"While the extractive industry sector dominates in terms of the value of overall foreign direct invest- ment flows, the relative importance of the primary sector in greenfield investments is declining, reflecting
increasing investments in the services sector, notably among infrastructure-related projects in construction, transportation, elec- tricity, teleconimunication and water," the report says.
The World Bank forecasts gross domestic product growth in sub- Saharan African (excluding SA) will rise to 6.1% from 5.8% last year and 5.3% in 2011. SA's economic growth is forecast at 2.7% this year from 2.4% last year and 3.1% in 2011.
"Robust domestic demand, steady remittance flows,
commodity prices, and export volumes were supportive
