Statement by the Republic of Korea Agenda Item 4 (ID with COI on Libya)
18th session of the HRC (Geneva, 19 September 2011) Madam President,
First of all, I would like to commend the Libyan people for their courage and determination in bringing a new future for Libya. It is my sincere hope that the new Libya shall be built on a solid foundation of democracy, human rights and good governance, for which they have fought at such huge sacrifice.
In the process of rebuilding the country, priority should be placed on investigating violations of human rights and holding their perpetrators accountable in a transparent, impartial and lawful way. I believe that the work of the Commission of Inquiry will be the first step in this respect.
I welcome the recent acknowledgement by the leadership of the Transitional Government of the role that Libyan women have played in the fight for democracy and freedom. It is my hope that Libyan women will be rewarded with the full and equal enjoyment of rights in their new country without discrimination.
Having emphasized the importance of accountability and non-discrimination, I find it deeply disturbing to learn that human rights abuses are still taking place, in particular targeting migrants from Sub-Saharan countries. I urge the Transitional Government of Libya to ensure that such abuses stop. This shall represent an important step in embarking on the road to a democratic country, upholding the principles of tolerance and the rule of law.
Madam President,
The task ahead of the Libyan people is not an easy one. This Council and the Office of the High Commissioner for Human Rights, along with other UN bodies and agencies and the international community, shall be strong supporters in their efforts to build a country they have dearly dreamed of. The Republic of Korea will be glad to play its part. I thank you. /END/
