Review of Mexico

Statement of the Republic of Korea Thank you, Mr. President.

The Republic of Korea commends Mexico for its extensive efforts to enhance the universal respect for human rights since its previous UPR in 2009.

Among them, we would like to stress its ongoing efforts to improve the judicial and legal system to ensure the rule of law, as well as the National Development Plan established for the fight against poverty of vulnerable groups like women or indigenous people.

We also note that, in compliance with recommendations from previous UPR sessions, Mexico has taken various measures to ensure that civilian courts have jurisdiction over crimes committed by the armed forces against civilians. Acknowledging the progress in there areas, we ask that Mexico go one step further to provide the concrete results of this to the international community.

With an aim to further encourage its continued efforts towards the protection of human rights, we would like to offer the following recommendations.

First, notwithstanding the continuous efforts of the Government of Mexico, the ratio of human rights violations which have resulted in a conviction is still very low. We recommend that the Government continue to make every effort to end impunity, especially for armed forces’ human rights violations.

Second, with regard to the freedom of expression, concern was raised over crimes committed against journalists or human right defenders. We recommend that the Government take effective measures to prevent any violence against journalists or human right defenders. Thank you.
