Statement by the Republic of Korea Agenda Item 2 (Annual Report of UNHCHR) 18th session of the HRC (Geneva, 12 September 2011)
Madam President,
I would like to begin by expressing my deep gratitude to Madam Pillay, the UN High Commissioner for Human Rights, for her tireless efforts in the promotion and protection of human rights around the world.
Madam President,
The Republic of Korea shares Madam High Commissioner’s deep concern that the dire humanitarian crisis in the Horn of Africa puts as many as 750,000 lives at risk of starvation. In this regard, every viable measure should be taken with appropriate urgency and with due consideration for both short and long-term outcomes. As my government has already actively contributed to these relief efforts, the Republic of Korea stands ready to continue further in its work with the international community towards overcoming this crisis.
The Republic of Korea is pleased to see that the Human Rights Council has responded promptly to recent human rights emergencies across the Middle East and North Africa. We have delivered a unified message that serious human rights violations should be ended immediately and that accountability be established.
My government once again urges all relevant governments and entities to follow this urgent call by the international community.
My delegation believes that transitional justice is essential for countries which are in the long-term process of state-building. It could not be overemphasized that lasting stability and true reconciliation can only be brought about by firm commitments to accountability, respect for human rights and good governance. It is my sincere hope that such principle will serve as a point of reference to help guide these countries as they move forward in their state-building processes.
We also share your concern on civilian killings in situations of violence, including those occurring in transitional countries. We strongly support your stance that the protection of civilians should be at the centre of our efforts.
Madam President,
My delegation also shares Madam Pillay’s concern that some governments persistently refuse to grant on-site visits to the Special Rapporteurs. Along the same lines, we are also concerned by the continued victimization of human rights defenders who collaborate with these experts. In this regard, the Republic of Korea urges the relevant governments to fully cooperate with the international community, and the Human Rights Council to address this issue as a matter of priority.
