Dubai Economic Council is an advisory body that was
established by The Dubai Government in 2003 under the
name of "Dubai Council for Economic Affairs". In 2007, some clauses of the council's law were amended including the
council’s name to "Dubai Economic Council".
About The Economic Council

sectors of Emirate's economy, It is led by H.E. Hani Al Hamli, The General Secretariat, and encompasses a world-class team of
economists, strategists, researchers and legal advisors.
Chairman's Message
Dubai Economic Council (DEC) is a creative initiative of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and UAE Prime Minister and Ruler of Dubai. The Council is considered to be the first advisory board of its kind with cutting-edge mandates aimed at enhancing the sustainable economic development of the emirate of Dubai and strengthen its location in the global economy.

We have been groundbreakers in advancing Dubai's economic agenda and our mandate and work encompasses national economic issues as well.

Therefore, we have been referred to as the most effective public-private partnership-based organization dedicated to sound public policy development and solutions.
In addition to its strategy, the Council rallies to meet the Dubai Strategic Plan 2015 requirements, thus it is regarded as the road map of the local economy towards the future.

Hani Rashid Al Hamli is the Secretary General of DEC. His tenure has seen the establishment of the Dubai Competitiveness Center (DCC), the
Economic Policy & Research Center (EPRC) and the Legal Affairs & Research Center (LARC).
He has pursued strategic partnerships to enhance the scientific efforts underpinning economic policy. Previously, Al Hamli had held diverse public and private sector positions in Dubai, policy. Recent Role of DEC
As per its remit, the Council has, and continues, to
produce many consultations and recommendations to the Government of Dubai in terms of its economic policies. In short, the recommendations made by the council have enhanced the sustainable economic growth of Dubai, notably controlling inflation in the local and national economy; establishing free trade agreements between the UAE and other countries,
reviewing the strategic plans of some ministries and local departments in Dubai, reviewing reviewing the strategic plans of some ministries and local departments in Dubai, reviewing drafts of local and federal commercial laws, advising on policies to confront the impacts of global financial crisis on Dubai and UAE economy.
In addition the Council has initiated the Dubai Competitiveness Council (DCC), the Dubai

(LRAD).
Strategic Planning & Operations
The Strategic Planning & Operations Department is the technical and strategic arm of DEC's Secretariat-General. With an eye to playing a leading part in the Council's success, the role of the office is to ensure that the DEC, its affiliated agencies, and support activities are best positioned to successfully achieve their goals and objectives.
At the heart of the SP&O department's role lies the responsibility to be proactive in determining the Council's needs particularly in terms of establishing and pursuing the strategic and business initiatives that would not only fulfill medium-term needs but also strategic and business initiatives that would not only fulfill medium-term needs but also maintain the Council's vision for its future.
In this effort, the SP&O will provide the Secretary General with all the support that is
essential to the process of setting the organizations' future directions, through making the
key decisions both at the organization and department levels in such areas as resource
allocation, policy and procedure needs, as well as providing the guidance that would
enable a partnership with each department in the area of successful project management
processes.

The main function of the Council is, as it has been mandated, to provide the Government of Dubai with specific recommendations related to its economic policies, thus, the Council is not responsible for providing services to the public directly.
