I.Introduction

The higher education in Dubai and Northern Emirates is witnessing an on -going paramount efforts to develop and modernize the quantity and quality of this vital sector in a very short period of time.

The Higher Education Sector thrives to develop through the expansion of public and private education institutions that have high quality standards.

The Strategy of improving t the qualitative performance of existing institutions is based on

a) Raising the efficiency of its structure

b) Taking Advantage of the modern technologies

c) Introducing new specializations that keep pace

with the labor market requirements

II.Higher Education Regulatory Bodies:

Ministry of Higher Education and Scientific Research (MOHESR)

Established by the Federal Law No. 4 of 1992, The Ministry of Higher Education and Scientific Research develops and implements policies and strategic plans in order to boost higher education and its human capital.

The MOHESR is primarily responsible for:

a) Licensing and accrediting private institutions of higher education and monitor them to ensure their quality standards

b) Drafting laws for the establishment of federal governmental institutions of higher education and scientific research

c) Achieving coordination between federal institutions of higher education and scientific research in terms of budgets, fields of specialization and academic degrees.

d) Coordinating admission policies and the criteria for student placement in the various fields of specialization in the UAE higher education institutions.

e) Accrediting foreign bodies and institutions of higher education and equalize their certificates

f) Laying down the general policy of scholarships and academic aid, and monitor their affairs inside and outside the UAE, taking into account the needs of the community and the specializations provided by the higher education institutions and developing scientific research institutions in the UAE.

Commission for Academic Accreditation (CAA)

CAA is an integral part of the Ministry of Higher Education and Scientific Research that was established in 2000. The commission is considered the first of its kind in the GCC. CAA is set to be the Federal Government's Quality Assurance Agency that is in charge of promoting educational excellence across the institutions of higher education in the UAE

CAA is responsible for:

a) Licensing non-federal educational institutions to grant degrees and other academic awards, and to accredit their programs.

b) Maintaining and implementing a quality framework which assures that institutions of higher education in the UAE operate in line with international academic, administrative, managerial, and operational standards.

c) Play an active, cooperative and influential role in the international community of quality assurance organizations for higher education.

Knowledge and Human Development Authority (KHDA)

KHDA was founded by Decree 30/2006 with a mandate to develop all knowledge and human resources in Dubai.

KHDA is a free zone authority that is meant to authorize any independent educational institution or branch of an educational institution located within or outside the State that provides higher education and academic research programs in the Free Zone which grants academic certificates in any program with period of study no less than one year.

III.Higher Education Categories in Dubai and Northern Emirates:

Higher Education in Dubai and Northern Emirates is divided into three Categories:

 Public Institutions:

Zayed University (ZU): Located in Dubai and Abu Dhabi. It was established in 1998 as Females institution, and later expanded to include men. The university includes five colleges which are Arts and Sciences, Business Sciences, Communication and Media Sciences, Education, and Information Systems.

Higher Colleges of Technology (HCT):. HCT was founded in 1988 with many campuses in Abu Dhabi, Al Ain, Madinat Zayed, Dubai, Ras al-Khaimah, Sharjah and Fujairah. The colleges offer more than 80 programs at four different credential levels: Diploma, Higher Diploma, Bachelor and Masters.

 Private Institutions

Private institutions are playing an important role in education across the UAE. A high percentage of students in the UAE are enrolled in private universities as 50% of all students are in private schools in Dubai. There are many and diverse private higher education institutions in Dubai and Northern Emirates

The most outstanding universities according to the emirate are:

 Dubai

Most of private universities are located in Dubai. Around 25 colleges and universities that are located mainly in Dubai Knowledge village and Academic city.

The American University in Dubai is one of the most prestigious universities in Dubai.

 Sharjah

There are ten universities located in Sharjah that are predominantly private. The American University of Sharjah is ranked among the top universities in the Arab world taking the 8th place.

American University of Sharjah (AUS), which was founded in 1997, offers 25 majors and 48 minors at the undergraduate level, and 13 master's degrees programs through the its academic divisions.

University of Sharjah (UOS) is another popular university in Sharjah. UOS was established in October 1997. It aims at utilizing the most modern educational means and curriculum. UOS is comprised of 14 colleges, which offer diverse academic programs of study at the diploma, bachelor’s and master’s levels.

 Ras Al Khaima , Fujairah , Ajman

In Ras Alkhaima there are eight private institutions. While in Ajman there are five universities.

There are only two universities in Fujairah

One of the significant universities in RAK is the, American University of Ras Al Khaimah (AURAK).

AURAK was established in April 2009. It provides high quality undergraduate and graduate education that encourage lifelong learning and professional education. It also conducts research to serve the RAK Emirate, the UAE, and the greater region to strengthen community

Higher Education Report Page 7 and business development. Further, it promotes human capacity to ensure an educated workforce for social and economic progress

Meanwhile in Ajman, there is Ajman University of Science and Technology (AUST). It was founded in 1988 that was changed later to Ajman University of Science and Technology in 1996.

AUST aims to produce competent and skilled graduates who can be of immediate benefit to society while contributing to its development and well-being.

 Global Partnerships

There are 26 international universities in Dubai. Nearly all of the international universities are international branch campuses, which provide accredited degree from the home institution.

These institutions are from ten countries (Australia, UK, USA, India, Russia, Iran, Pakistan, France, Ireland and Lebanon). These international institutions are housed in Dubai Knowledge Village and Academic City.

The UAE government and the individual Emirates have signed numerous partnerships with US institutions aimed at improving education in the UAE, and promoting exchanges between Western and Arab cultures.

 Dubai International Academic City (DIAC):

Dubai International Academic City (DIAC) was launched in April 2007 with around 21 educational partners now. DIAC serves over 24,000 students from all around the world.

Currently, DIAC offers more than 400 undergraduate and post-graduate programs .

IV.Number of Students enrolled in the Higher Education:

In 2013, the number of students enrolled in higher education in the UAE in both public and private institutions has reached around 129,000 students. The majority of enrolled students are located in Abu Dhabi and Dubai while the rest are distributed across other emirates.

UAE citizens can attend government institutions free of charge including UAE University, Zayed University and Higher Colleges of Technology

The Ministry of Education will support students planning to study abroad by connecting them with postgraduates already outside the country.

Each year, the ministry offers 200 to 300 scholarships to Emiratis travelling to countries such as Australia, Great Britain, Japan and the United States

V.Opportunities and Challenges:

In 2015, The UAE Cabinet has allocated 9.4 billion Dirhams to programs of public, higher, and university education, which is 19.14% of the total budget, In order to achieve the higher education vision which is:

a) Provide distinguished educational programs.

b) Raise the level of the educational process and employees c) Raise their standard of living financially and professionally.

The budget allocated for higher and university education is estimated at 3.4 billion Dirhams, which is 6.92% of the total budget.

Despite the fact that the Higher education in the UAE is developing rapidly during the past years, there are two challenges that come the way of its development:

Some branch campuses do not offer same quality education as the home institution. Thus, It is recommended that such campuses should be properly regulated especially those located in free zones

The absence of a central database on universities and colleges which accordingly makes it difficult for students to make the right decision about which institutions they would like to join
