The World of His Highness the Amir Spread the Spirit of Reassurance Among GCC People: Kuwaiti Academics

Kuwaiti academics confirmed today (Thursday) that the world of His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah in the 40th round of the GCC Council spread the spirit of reassurance among the people of the GCC countries.

Further, they added in sporadic statements to Kuwait News Agency (KUNA) that His Highness the Amir took it upon himself to unify GCC countries; to integrate the various perspectives among members of the Council; and to hastily settle the GCC diplomatic row since its beginning due to his strong belief in the importance of unity and joint Arab work in view of the non-stable current regional conditions.

Dr. Mohammad Al-Otaibi, Professor of Media in Kuwait University said that the parental speech of HH the Amir at the GCC Summit touched the feelings of the people of the GCC countries, who are eager to return to normal relations as before.

Further, Al-Otaibi added that the word of HH the Amir assured that Kuwait will proceed in its efforts to settle the GCC diplomatic row and achieve great progress in this regard.

Moreover, he pointed out that HH speech reflected HH keenness, care and dedication for the interest of all GCC countries in order to protect the unity of this important entity in the region.

He mentioned that the good approach adopted by leader of humanitarian work is not weird as Kuwait, in its foreign policy, is used to settle disputes whenever they are, and this approach is inspired by HH who is keen on making Kuwait have a good effect on every spot of the world.

Meanwhile, Dr. Fawaz Al-Ajmi, professor of media said in a similar statement to KUNA that “ HH the Amir makes us accustomed to optimism in every venue where Kuwait participates. HH urges on brotherhood and enhancing

communication and friendship among countries, especially that HH attends the GCC summit seeking to integrate the various perspectives among members of the Council.

Further, Al-Ajmi added that HH confirmed in his word at the last Riyadh Summit that Kuwait will continue its approach for settling the GCC diplomatic rift and to unify their word. Besides, he said that the confirmation of HH that Al-Riyadh’s summit is a roadmap to reach GCC integration as this is an embodiment of HH optimistic view on the GCC condition.

He pointed out that GCC countries are terribly in need for such speech that gives hope and inspires cooperation, especially that the Middle East region lives in a disturbed condition that calls the GCC Council to cooperate and unify its word to face the surrounding hazards.

Further, Al-Ajmi said that HH the Amir didn’t leave the door open for expectations as HH confirmed that in case GCC didn’t enhance their coordination, challenges are huge.

He also pointed out that the attitude of the State of Kuwait and HH the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah didn’t change all during the GCC crisis, and HH call for the GCC unity was and still the most intense speech in all occasions.

Meanwhile, Dr. Hussein Ibrahim, professor of media in Kuwait University said to KUNA that it is noticeable in this GCC Summit that the dignitaries, leaders of the GCC countries focus on enhancing the concept of GCC unity.

Moreover, Ibrahim added that Kuwait, for all historical considerations that accompanied the establishment of the council, give due care to unity of this entity, and he lauded the speech of HH the Amir, which was clear and frank, and which called for adopting GCC unity and eliminating all disputes.

He also confirmed that HH the Amir didn’t spare any effort to settle the row that emerged between bothers since it broke out.

Meanwhile, Dr. Abdullah Al-Ghanim, professor of Political Sciences at Kuwait University said to KUNA that the world of HH the Amir had an great effect with the optimistic view of HH to settle the dispute among brothers soon.

Also, Al-Ghanim added that the expression of HH that the coming is better than the past indicates that the row is about to be resolved and that the next meeting might have high representation from all GCC countries.

He confirmed that the last days witnessed great achievements regarding the GCC crisis, and he cited the participation of all GCC countries (GCC 24), which was hosted in Doha, Qatar last week.

UN praises humanitarian efforts of HH Amir of Kuwait worldwide

UN General Assembly President Tijjani Muhammad-Bande lauded on Wednesday the visible and undisputed worldwide humanitarian contributions of His Highness the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, saying that the leader’s effort had bolstered cooperation among various UN agencies throughout the years. Speaking to KUNA prior to his scheduled visit to the State of Kuwait mid-December, the UN official said that the international organization highly valued the contributions of the Kuwait Fund for Arab Economic Development (KFAED) to countries around the world, namely its assistances to lessening the alarming humanitarian crisis in Yemen.

The KFAED’s contributions have been well known since the 1960s and continue to be praised until this day, said the official who commended the State of Kuwait for its long history of providing a helping hand to the needy around the globe. On his upcoming visit to Kuwait, Muhammad-Bande said that generally meetings with Kuwaiti officials would focus on the tenets UN Sustainable Development Goals (UNSDGs) and ways to bolster efforts within poverty eradication, boost education and healthcare, preventing climate change from escalating.

The UN General Assembly President also commented on Kuwait’s nonpermanent membership of Kuwait in the UNSC, saying that the Gulf country had always been a valuable player within the council, achieving impressive feats on issues of crucial importance.

He went on to say that, the Kuwaiti permanent delegation to the UN had successfully attended to their duties at the UNSC, having an important say on issues of humanitarian urgency such as the one within the Syrian conflict.

Muhammad-Bande also expressed admiration to Kuwait’s efforts in the reconstruction of Iraq via providing necessary assistance to enable neighboring Iraqis to enforce efforts for peace and stability in their country.

On UN-Kuwaiti partnership and cooperation, the UN General Assembly President said that the role of His Highness the Amir Sheikh Sabah AlAhmad was appreciated especially with his relentless support of conferences for reconstruction and humanitarian assistance organized in the State of Kuwait in the last few years. His Highness the Amir’s role in collaborating with UN in events held outside of Kuwait is also unforgotten, Muhammad-Bande said.

In regards to the major issues of focus during his presidency of the 74th UN General Assembly the UN official said that the realizing the 2015-launched UNSDGs throughout partnership with various global partners and states would be his main focus. On celebrating the 75th anniversary of establishing the UN, MuhammadBande indicated that the international organization was considerably able to implement its vision within proliferating human rights, indicating that current challenges such as implementing the UNSDGs and fighting against climate change were amongst the serious matters at hand for the UN.

Asked about the Palestinian issue, Muhammad-Bande expressed concerns over the UN inability to push for the two-state solution due to lack of positive response and actions on the ground, stressing that to bring peace to the Middle East was an important goal.

Top local firms plan to withdraw their products from the co-ops over ‘prices Major food companies in Kuwait are currently studying the option of withdrawing their products from cooperative societies due to the constant disregard by Ministry of Commerce and Industry and the Union of Consumer Cooperative Societies towards their requests to increase the prices of their products, reports Aljarida daily quoting informed sources.

They explained that these companies argue that their request is in line with global price fluctuations, the high prices of raw materials and the production costs, and due to the announcement made by the Competition Protection Authority (CPA) which initially distances itself from the union’s practices that are harmful and against the competitiveness norms in the market.

However, CPA later expressed its understanding of the issue, and in turn consulted the Fatwa and Legislation Department for its opinion in order to reinforce its decision that is due to be issued. This decision would halt and ban such harmful practices, and work on enhancing the spirit of free competition and ensuring the principles of equal opportunities among competitors prevail. The companies’ choice to withdraw their products from cooperative societies is their last compelling option, after they had gradually implemented all means to request for review of the prices for more than four years.

They see that their demand is deserving with the aim of curbing the losses they sustain. According to the sources, the estimated losses are not less than KD one million annually for each major company.

The prices at which many of its products are currently sold, after increase in costs by the country of origin, are not equivalent to their cost price, even without adding any other costs. The companies affirmed that the price increase would provide an atmosphere of competition by leaving the option of choice to the consumer, and would preserves the quality aspect.

This is the case in all Gulf countries, and countries that follow the free economic system, as well as Kuwait which is a member of the World Trade Organization.

In this regard, the companies expressed their dissatisfaction toward the response they received from the Competition Protection Authority through a letter which stated that it lacked jurisdiction in such matters.

This is despite the fact that Article No. 4 of the Law on Competition Protection No. 10/2007 categorically prohibits agreements, contracts, practices or decisions harmful to free competition, and no party may impose price stabilization and prohibit its fluctuation.

Labor laws enshrine commitment to rights

Kuwaiti Deputy Foreign Minister Khaled Al-Jarallah Wednesday reiterated his country’s respect for international commitments to human rights. Addressing a seminar on contract workers’ rights co-organized by the Foreign Ministry and the UN Mission in Kuwait, Al-Jarallah said Kuwait would continue its efforts to ensure the ensuing rights of these commitments, chiefly guaranteeing dignity. In this regard, he pointed out the efforts exerted by Kuwait over the last years to create a congenial atmosphere for contract workers in Kuwait so that they could positively contribute to the development process in the country, citing relevant laws and decrees. Al-Jarallah emphasized that badly organized immigration could deepen splits and divisions in societies and subject people to exploitation and abuse. Therefore, he maintained, Kuwait participated in the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration organized by the UN in the Moroccan city of Marakech in December 2018, which produced the Global Compact for Migration. He added that all Kuwaiti labor laws are a normal outcome of growth and development in the country, spurring workers to seek job opportunities in this oil-rich country. As the labor law aimed at making a fair balance between the interests of employees and employers, a new law, Law 6/2010, was adopted, the Kuwaiti official remarked. This piece of legislation reflected Kuwait’s respect for all international commitments in the fields of human rights and International Labor Organization (ILO) agreements, Al-Jarallah said. Furthermore, Kuwait has established several labor agencies with a view to promoting and safeguarding the rights of contract workers and to offering all necessary facilities to them, he boasted. Foreign laborers and their families, who are over three million, enjoy all rights enshrined in national laws and favorably contribute to all sectors in the country, Al-Jarallah

noted. In this regard, he recalled the UN General Assembly’s decision adopted on Sept 4, 2000 designating Dec 18 as the International Migrants Day due to the increasing number of migrants worldwide. The Kuwaiti deputy foreign minister cited Law 68/2015 regarding housekeepers as an example to follow owing to its multiple guarantees, mainly in relation to housekeepers and employers. The law included a center for female laborers, aiming at providing them with help, legal protection and health services and free-of-charge meals, Al-Jarallah pointed out.

The center, which can accommodate 500 women workers, has gained the praise and appreciation of international governmental and nongovernmental organizations and diplomatic missions in Kuwait, he said, adding that another center for male workers was in the offing.

‘Delay in forming Cabinet does not bode well with govt’s new directive’

MP Khaleel Abdullah says the delay in forming a State Cabinet does not bode well with the government’s new directive for increased transparency and cooperation. He stressed that this delay has hindered proper execution of parliamentary responsibilities, as legislation are starting to pile up, and the parliamentary supervision over the government is practically suspended, due to which a Cabinet should be formed as soon as possible.

Meanwhile, MPs Abdullah Ahmed Al-Kandari and Dr Bader Hamed Al-Mulla sent a letter to the National Assembly Speaker Marzouq Al-Ghanim, calling for holding the parliamentary session on Dec 14 following the resignation of the government. Citing Article 97 of the Constitution, the MPs explained that the condition for holding a parliamentary session is that it must be attended by at least half of the total number of MPs.

The context of that article is not bound by any other conditions. They insisted that the parliamentary sessions must resume in order to avoid paralysis of the National Assembly through suspension of its sessions until a new government is formed, highlighting that suspending parliamentary sessions is the right of His Highness the Amir, as per Article 106 of the Constitution, and the period of suspension should not exceed one month. In another development, Head of Parliament’s Committee for Budgets and Final Accounts Adnan Abdulsamad said the committee met to discuss the budget of Fatwa and Legislation Department for the 2018/2019 fi scal year, and the observations raised by State Audit Bureau and the Bureau of Financial Controllers.

He explained that the committee studied the conditions specified for appointing class B lawyers in Fatwa and Legislation Department. It discovered that 80 percent of the evaluation criteria are allocated for personal interviews, while passing the written test is not considered in the evaluation of the applicant. The other 20 percent of the evaluation criteria are allocated for the marks in the educational certificate.

The committee recommended reducing the percentage allocated for personal interviews, and restructure the distribution of the evaluation rates to all the criteria in a reasonable manner. The committee discussed the final accounts of the Fatwa and Legislation Department and discovered that the state spent about KD 23 million in court verdicts that were against the state. The amount recorded in the 2018/2019 fiscal year is 43 percent higher than that of the previous year.

Abdulsamad highlighted the report issued by State Audit Bureau which stressed the need to automate the department of lawsuits in Fatwa and Legislation Department, adding that the lack of an automated system has resulted in a loss of about KD 13 million.
