Open Bid Invitation [Security Guard]
The Consulate General of the Republic Korea in San Francisco (hereinafter referred to as the ‘Consulate General’) invites qualified Bidders to propose to provide Security Guard Services for the premises of the Consulate General located at 3500 Clay Street, San Francisco, CA 94118.
1. Description: CONTRACT FOR THE PROVISION OF SECURITY GUARD SERVICES FOR THE CONSULATE GENERAL OF THE REPUBLIC OF KOREA IN SAN FRANCISCO
2. Qualification & Requirement:
- Businesses registered for the Consulate's open bid must follow the procedures set out below and meet basic qualifications (Decree Article 12 - “Enforcement Decree of the Act on Contracts to which the State is a party”) - Business must hold an official and valid business license in the Bay Area (San Francisco, etc.) during the period of contract
- Business must possess a minimum of three years of professional experience in providing security personnel and related services and to have successfully carried out relevant mandates and duties with any governments, public institutions, and foreign missions including embassies and consulates among others.
- Business must NOT be in liquidation, merge & acquisition, disposal, legal composition, court receivership, and/or any type of legal disputes
- To submit proposal to the Consulate General prior to the due date
3. Scope of Services:
□ Contractor will be responsible for providing the following services:
- Provide security guard service from 9AM to 5PM during the regular business hours of the Consulate General, Monday through Friday except US Federal Holidays and major Korean National Holidays
- Provide disciplined security guards that have been adequately trained with excellence and integrity - Ensure the effective implementation of the security policies and procedures of the Consulate General - Maintain command and communication channels 24 hours a day with the Consulate General
- Provide full and timely reports on any security issues such as accidents or incidents which may occur on the premises of the Consulate General
- Make daily reports in a full and timely manner on any security issues including abnormalities, misbehaviors, accidents or incidents
- The company will ensure a guard will be present during business hours of 9AM to 5PM. It is the company’s responsibility to schedule or fill the position with seamless transition to perform service without any issue if its employees have a planned or emergency absence
□ Security guard services shall include, but not limited to the following:
- Identify and screen visitors and/or goods and services being delivered to the Consulate General - Conduct periodic patrols and surveillance in and around the premises of the Consulate General - Identify and report security and safety violations as well as to take immediate remedial measures
- Secure and manage all lost and found items in their original state and dispose of them according to the performance of security duties
- Take prompt actions to prevent or minimize losses, accidents, fires, property damages, safety hazards and security accidents or incidents
- Operate, maintain, and test the security devices of the Consulate General as instructed, and to submit written reports on any abnormalities or malfunctions, and to recommend repairs as needed
- Engage visitors if they interfere with business and use any equipment such as chemical agent spray, electronic immobilization device and/or handcuff
- Maintain personal hygiene and keep the area near guard post clean

※ If there is less than or equal to 1 participant in the bid, the Consulate General will extend the closing date
※ Ethic Statement and Security Oath are required by Korean law
5. Expected price: $38.25/hour (Including all additional taxes, fees, and surcharges)
※ Quotes should be a price below U$38.25/hour
6. Bidding Decisions: We make an open competitive bidding method where qualified businesses are awarded the bid after review of their competency in order of lowest proposal estimate submitted
(In the review, comprehensive factors will be considered including the company size, technical ability, relevant past performances, etc.)
7. Bidding Result: Wednesday, May 25th 2022 to be individually contacted via email or call
8. Contract Schedule:
- Contract Signing: Within 5 business days from the bidding result announcement
※ If the successful bidder makes a contract within 5 days after the bidding result announcement, the deposit payment will be waived
※ When the successful bidder does not wish to continue concluding the contract, it is required that the bid deposit (which is waived at registration; 5% of the bidding price) be paid to the Consulate (Decree Article 37, 38)
- Expected Contract term: Starting the service on July 1st 2022 (No auto renewal)
8. Bidding invalidation:
- Applicants that do not meet the stated qualifications are not considered for this project.
- Applications with insufficient, forged, or counterfeit documents are also not considered
9. Other:
- The Korean Consulate General will only pay the actual time that the guards are present and diligent - The Korean Consulate General promotes transparency and fairness in contracts. (Decree Article 5-2) - Standard time regarding the bidding and the contract is local time of San Francisco.
- The above schedule is subject to change per the Consulate’s discretion.
- Any difference of interpretation would follow the interpretation of the Korean Consulate General.
