Tender Notification for the Provision of Security Guard Services
The Embassy of the Republic of Korea in Islamabad (hereinafter Korean Embassy) invites qualified bidders to propose to provide Security Guard Services for the premises of the Korean Embassy located at Block 13, Street 29, Diplomatic Enclave II, G-5/4, Islamabad, Pakistan.
Requirement number of Guards: 2 supervisors and 14 guards.
- 1 supervisor and 6 guards for day shift including 1 reliever - 1 supervisor and 6 guards for night shift including 1 reliever
1. Subject
The Provision of Security Guard Services for the Embassy of the Republic of Korea in Islamabad
2. It is the intent of the Korean Embassy to award an agreement for services in accordance with the evaluation criteria set forth herein. The base term of the agreement shall be for 24 months beginning in the late part of August, 2021.
3. Contents of Services:
Contractor will be responsible for providing the following services:
- To provide security guard service at the Korean Embassy premises, 7/24 days a week.
- To provide competent security guards adequately trained and disciplined with excellence and integrity;
- To ensure the effective implementation of the security policies and procedures of the Korean Embassy;
- To provide full and timely reports on any security issues, including misbehavior, accidents or incidents which may occur at the premises of the Korean Embassy;
Security guard services shall include, but not limited to, the following:
- To identify and screen visitors and/or goods and services being delivered to the Korean Embassy;
- To conduct periodic patrols and surveillance in and around the premises of the Korean Embassy;
- To identify and report security and safety violations as well as to take immediate remedial measures;
- To secure and manage all lost and found items in their original state and dispose of them according to relevant laws and regulations;
- To keep records related to the performance of security duties;
- To take prompt actions to prevent or minimize losses, accidents, fires, property damages, safety hazards and security accidents or incidents;
- To operate and maintain the security devices of the Korean Embassy as instructed and to submit written reports on any abnormalities of malfunctions, and to recommend repairs as needed.
4. Total Budget
From USD 36,000 to USD 42,000 / year (approx. PKR 5,580,000 ~ PKR 6,510,000 /year including all charges)
5. Closing Date
Sealed bids must reach at; Embassy of the Republic of Korea, Block 13, St. 29, Diplomatic Enclave II, G-5/4, Islamabad along with an e-copy at; pakistan@mofa.go.kr by July 13th, 2021.
6. Award Procedure
The selected bidder shall be awarded by the Korean Embassy to conclude a contract.
The Korean Embassy will evaluate the proposals including cost, major contract experiences, financial status. A written notice will be made to the successful bidder.
Any decision with regard to the award will be made at the sole discretion of the Korean Embassy.
7. Qualification Requirements of the bidder
- To submit tender to the Korean Embassy before or on the Closing date & time.
- To operate and maintain a permanent office in Islamabad/Rawalpindi, Pakistan.
- To have been properly registered and authorized by relevant authorities to provide security services. License and authorization must be valid during the period of contract.
- To possess a minimum of 3 years of professional experience in providing security personnel and related services in Islamabad to have successfully carried out relevant mandated duties with any government, public institutions, and foreign missions. Proof of these services must be provided in a written form such as a copy of the contract.

9. Disqualification
When the tender is submitted by whom does not meet the qualifications;
When the required tender documents are received after the deadline;
10. Notice
Submission shall be considered as accepting all the terms set forth in the Notification Tender.
All expenses incurred in order to prepare the required documents shall be borne by the bidder. All the proposals that have been submitted shall become the sole property of the Korean Embassy.

Pledge to Implement Integrity Pact
The Contracting Officer of the Embassy of the Republic of Korea in Islamabad and the --- --- (Company name) duly acknowledge that corruption-free and transparent business management and fair administration are essential to promoting social development and competitiveness. The Company officers & employees and the Embassy of the Republic of Korea officers & employees hereby swear as follows;
1. The two parties shall not pursue any unfair acts unduly impeding free competition by engaging in collusion to maintain a bidding price or award a contract to a specific person in bidding or by making any arrangement, resolution, or agreement with any other company;
2. In the course of bidding and execution/performance of an agreement, the Contracting Officer shall not demand that the Company provide money or other valuables, entertainment, or any undue gain irrespective of reasons therefor. The Company shall not directly or indirectly provide money or other valuables, entertainment, or any undue gain to the Contracting Officer and other Embassy employees; and
3. If provision or acceptance of money or other valuables, entertainment, or any undue gain is revealed in connection with bidding and execution/performance of an agreement, the Company acknowledges that it shall be subject to cancellation of its selection as a successful bidder prior to conclusion of the agreement; revocation of the agreement after conclusion of, but prior to performance of, the agreement; and termination of the agreement in entirety or in part after performance thereof. The Contracting Officer shall assume liability therefor as provided by applicable law.
The Company shall observe this pledge, which is based on mutual trust. It shall also not claim damages against the Embassy of the Republic of Korea in Islamabad in connection with any series of measures taken by the Embassy of the Republic of Korea in Islamabad in response to its violation hereof, such as imposition of limitations on its participation in bidding and termination of the agreement, nor file any civil or criminal objection.

Confidentiality Agreement
