1. Description

Project Cost RM240,000 (including tax)
2. Qualification
A. Business with valid business license and security agency license under Malaysian law as of bid opening date
B. Business which is not classified as inappropriate business entity under Malaysian law C. Business which is able to carry out the duties set out in the attachment (Task
Instructions), and business with experiences of providing security services to diplomatic corps in Malaysia will be preferred
D. Business which is engaged in liquidation, M&A, disposal and legal composition/court receivership is not allowed to bid
3. On-site Orientation
A. This project does not provide any on-site orientation. Please visit the embassy for site survey before joining the bid.
B. Any liabilities arising from failure to perform the above will be borne by the bidder.
4. Bid Procedure
A. E-mail the registration form and required documents to korem-my@mofa.go.kr or submit by post.
B. Integrity Pact has to be signed.
5. Required Documents
A. Registration Form (Attached [Form 1])
B. Brief Portfolio (Performances for the last 3 years including the amount; Free-format) C. Financial Statements (include credit rating, if any) for the year 2020
D. Business license, security agency license, security guard training certification issued in Malaysia, approval letter for importation of foreign security workers issued by the Ministry of Foreign Affairs Malaysia
E. Contract which reflects the details set out in the business proposal and task instructions
F. Background check (criminal record) certificate issued by the Malaysian authority and letter of guarantee for every security officers assigned in the contract
6. Bid Decisions
A. Business with highest score above 85 will be awarded the bid after review of their competency in the order of lowest proposal estimate submitted.
B. Successful bidder must sign the contract within 7 days from the day of result announcement.
C. If the first priority bidder turns out to be unqualified for the project or unable to fulfill the contract due to unforeseen circumstances, he/she must submit a letter or waiver. In this case, the next bidder in priority will be evaluated to sign the contract.

8. Bid Bond and Reversion of Amount of Bid Bond to National Treasury
A. Bid bond is exempted for a bidder who falls under the Article 37 (3) of ‘Enforcement Decree of the Act on Contracts to which the State is a Party.’ Considering the
difficulty of obtaining Letter of Guarantee and Guarantee Insurance from the
financial institution and insurance company in Malaysia, bid bond will be exempted as per the Article 37 (3) of ‘Enforcement Decree of the Act on Contracts to which the State is a Party.’
B. However, bidders exempted from the bid bond must submit the Memorandum of Bidding Payment in order to ensure the payment of an amount corresponding to the amount of the bid bond as per the Article 37 (4) if the Act. In the events for the reversion to the National Treasury arise under the provisions of Article 9 (3) of the Act, the bidder must immediately pay the bid bond (5/100 of the tendered amount) in cash.
9. Others (Examples)
A. Bidders must be fully aware of all the particulars related to the project before they participate in the bid. If you have any inquiries, please contact the person in charge first before submitting your bid. It is the bidder’s responsibility for not understanding the project properly before joining the bid.
B. Successful bidder must sign the contract within 7 days from the date of result announcement. The bidder must sign the Security Oath and Integrity Pact.
